INTRODUCTION The Ramganga is a main tributary river of River Ganga. It originates from Chamoli town (Uttrakhand) and flows through the Corbett National Park near Ramnagar of Nainital district from where it descends upon the plains and traverses through Bijnor, Moradabad, Rampur, Bareilly, Budaun, Shahjahanpur and Hardoi districts of Uttar Pradesh and finally merges with river Ganga in district Kannauj (Uttar Pradesh) at latitude and longitude of 27.177996°N and 79.844112°E. The river flows approximately 510 km, predominantly in a southerly direction and finally joins river Ganga at Tehra Ghat village, Kannauj. The climate of the area is characterized by moderate type of subtropical monsoon. The average annual rainfall in the area is about 430.78 mm, out of which the main part is received during the monsoon period. The major land use is agriculture and there is no significant forest cover. The soil of the area is sandy, silty to clayey soil. River Ramganga has a total length of 510 km (approx) and the total length of polluted river stretch from Moradabad to Kannuaj is 375 km (approx). There are 121 major water polluting industries in district Moradabad, Rampur and Bareilly in the catchment area of river Ramganga. Mainly Sugar Mills, Paper Mills, Textile, Distilleries, Slaughter Houses and Other Industries along with villages situated along the course of River Ramganga discharge their effluent/sewage into the river. The polluted river stretch receives considerable amount of waste water every day from the industries and sewage from different municipal areas of Moradabad, Rampur and Bareilly which contributes to pollution load and leads to deterioration of its water quality. Major Tributaries from Uttarakhand contributing pollution in Ramganga: (1) River Dhela River Dhela from Uttrakhand meets river Ramganga at U/S Katghar in front of Chakker ki Milak drain at Moradabad city. It has very less flow of fresh water and the river mainly contains the polluted industrial discharge from Paper and other polluting industries and sewage from Kashipur region of Uttrakhand. The annual average of the monitoring for the year 2018 reflects that the water quality of river Dhela coming from Uttrakhand has DO 2.8 mg/l and BOD 13.0 -- 1 – mg/l which falls under category “E”, suitable for irrigation purpose only. The water quality of river Ramganga at Agwanpur (Before Confluence Dhela) is DO 7.8 mg/l and BOD 3.2 mg/l, the water quality of river Ramganga (After Confluence Dhela) is DO 5.0 mg/l and BOD 6.7 mg/l which falls under category “E” suitable only for irrigation purpose. (2) River Kosi River Kosi flowing from the Ramnagar, Kashipur Region of Uttrakhand, meets river Ramganga at Vill. Madapur (79.0165 E, 28.6360 N), U/s Shahabad, Rampur. River Kosi contains the industrial discharge from Paper and other polluting industries and sewage from Ramnagar and Kashipur region of Uttrakhand. The annual average of the monitoring for the year 2018 reflects that the water quality of river Kosi coming from Uttrakhand has DO 6.0 mg/l and BOD 5.3 mg/l which falls under category ”E” suitable only for irrigation purpose. The water quality of river Ramganga at Rampur - Moradabad Road Bridge (B/C Kosi) is DO 5.0 mg/l and BOD 6.7 mg/l, the water quality of river Ramganga (A/C Kosi) at D/s Moradabad at Shahabad Rampur is DO 5.7 mg/l and BOD 5.9 mg/l. Necessity of Action Plan for rejuvination of river Dhela and Kosi : From the above it is clear that the discharge in river Kosi and Dhela are major sources of pollution in river Ramganga which is affecting the water quality of river Ramganga. State of Uttrakhand is required to formulate and implement an action plan for maintaining the water quality of river Kosi and river Dhela so that the water quality of river Ramganga is not adversly effected due to its tributaries. The flow of river water is regulated at reservoir at Kalagarh (Uttrakhand) where the river water is stored and diverted mainly for irrigation through Canals. Only the residual excess water is released in the river which forms the flow of river in Uttar Pradesh. River Ramganga is characterized with lean flow conditions in entire stretch of river except rainy season. -- 2 – Fig : 1.1, Ramganga river at Laidarpur, Kalagarh Road Bijnore, Uttar Pradesh Uttar Pradesh Pollution Control Board is conduting water quality of river Ramganga at five stations located at Moradabad, Rampur, Bareilly, Shahjahanpur and Kannauj. The average data of DO, BOD and Total Coliform for the year 2016- 2018 indicates that water quality of river Ramganga falls under category D i.e. water is fit for fish culture and wild life propagation (Class –D, specified as per IS – 2296-1982). -- 3 – Fig:1.2: Google Earth image showing stretch of River Ramganga from Bijnor to Kannuaj alongwith the polluted stretch from Moradabad to Kannauj -- 4 – 1.1 POLLUTED STRETCH OF RAMGANGA RIVER FROM MORADABAD TO KANNAUJ Polluted Stretch of Ramganga River originates at district Moradabad and flows through District Rampur, Bareilly and Shahjahanpur. During its travel from origin to the destination, the river traverses a distance of about 510 Kms out of which the length of polluted stretch is about 375 Kms lying between Distrcit Moradabad to District Kannauj, Uttar Pradesh. There are 26 villages located on the banks of this Priority-IV polluted stretch of river Ramganga. The total population of these villages is 63, 826 which generate 6.894 MLD of sewage. There are 121 water polluting industries located in the catchment area of the stretch of Ramganga River, Appendix- 3. The industries are grossly polluting in nature which belong to Sugar, Pulp & Paper, Distillery, Textile, Slaughter House and Electroplating etc. These industries have Effluent Treatment Plants and their treated effluent is discharged through 12 drains. These 12 drains also carrying the domestic sewage of their catchment areas and hence the drains are mixed in nature. Out of these 121 industries, 111 units are complying with the norms, 05 units are non complying. Closure orders have been issued by CPCB against 03 units and 02 unit have been closed by Board and Environmental Compensation imposed by UPPCB. UPPCB has imposed Environmental compensation of Rs. One lakh Fifty Thousand (Rs. 1, 50,000/-) against M/s Rana Sugar Ltd. (Unit- 3), Belwara, Manpur, Moradabad and Environmental Compensation of Rs. One Lakh (Rs. 1, 00,000/-) imposed on M/s Rana Sugar Ltd. (Unit- 4), Karimganj, Shahabad, Rampur. UPPCB has also initiated prosecution under section 42, 43 of Water Act, 1974 against M/s Rana Sugar Ltd. (Unit 3), Belwara, Manpur, and Moradabad. In addition to above, closure orders were issued earlier by UPPCB against 5 units which are lying closed. -- 5 – 2. OBJECTIVE OF THE ACTION PLAN The objective of the Action Plans is to restore the quality of this priority -1 polluted stretch of River Kali (East) to be fit for at least bathing purposes within 06 months from the date of action plan gets approved, as directed by Hon'ble National Green Tribunal vide its order dated 20th September 2018 passed in the original Application No 673/2018 in the matter of NEWS ITEM PUBLISHED IN 'THE HINDU' AUTHORED BY SHRI JACOB KOSHY titled " More river stretches are now critically polluted: CPCB. -- 6 – 3. POLLUTION INVENTORY 3.1 DETAILS OF DRAINS POLLUTING RIVER RAMGANGA In the polluted stretch under question of river Ramganga, total sewage and industrial effluent discharge is approximately 445 MLD.

Memorandum of Agreement (MoA) has been signed between 7 IITs (Bombay, Delhi, Guwahati, Kanpur, Kharagpur, Madras and Roorkee) and MoEF for this purpose on July 6, 2010. This report is one of the many reports prepared by IITs to describe the strategy, information, methodology, analysis and suggestions and recommendations in developing Ganga River Basin: Environment Management Plan (GRB EMP). The overall Frame Work for documentation of GRB EMP and Indexing of Reports is presented on the inside cover page. There are two aspects to the development of GRB EMP. Dedicated people spent hours discussing concerns, issues and potential solutions to problems. Abstract: Currently, about a billion people around the world are facing major water problems drought and flood. The rainfall in the country is irregularly distributed in space and time causes drought and flood. An approach for effective management of droughts and floods at the national level; the Central Water Commission formulated National Perspective Plan (NPP) in the year, 1980 and developed a plan called “Interlinking of Rivers in India”. The special feature of the National Perspective Plan is to provide proper distribution of water by transferring water from surplus basin to deficit basin. About 30 interlinking of rivers are proposed on 37 Indian rivers under NPP plan. Sharda to Yamuna Link is one of the proposed river inter links. The main concern of the paper is to study the proposed inter-basin water transfer Sharda – Yamuna Link including its size, area and location of the project. The enrouted and command areas of the link canal covers in the States of Uttarakhand and Uttar Pradesh in India. The purpose of S-Y link canal is to transfer the water from surplus Sharda River to deficit Yamuna River for use of water in drought prone western areas like Uttar Pradesh, Haryana, Rajasthan and Gujarat of the country.

    Railway Electrification I Executive Summary of Railway Electrification With a view to reduce the Nation’s dependence on imported petroleum based energy and to enhance energy security of the Country, as well as to make the Railway System more eco- friendly and modernized, Indian Railways have been progressively electrifying its rail routes.
