    WASHINGTON STATE RAIL PLAN 2019- 2040 | APPENDIX C APPENDIX C: PASSENGER RAIL MULTIMODAL CONNECTIVITY ANALYSIS AND CANDIDATE IMPROVEMENTS Overview This memorandum presents a multimodal connectivity analysis, identification of gaps in the multimodal network, and candidate access improvements for the fourteen passenger rail stations that are served by Amtrak Cascades in Portland, Oregon; Washington; and Vancouver, British Columbia Canada. Additionally, system-wide candidate improvements are identified that are applicable to other Amtrak rail stations in Washington. Multimodal connectivity to these rail stations can enhance the passenger experience, may attract additional riders to intercity passenger rail, and increases the capacity for access to the stations without the need to increase the parking supply. This analysis focuses on alternatives to single-occupant vehicle (SOV) access and does not evaluate opportunities to increase the parking supply, manage parking demand, or make improvements to the roadway network for SOV access to intercity passenger rail. An analysis of existing conditions at these stations (summarized in the memorandum, 7.1.b Amtrak Cascades Rail Stations Existing Conditions Memo), served as the foundation for the connectivity analysis. Additionally, the results of an on-board survey of the travel behavior of Amtrak Cascades passengers provided insights to inform both the connectivity analysis and the candidate access improvements (summarized in the memorandum, 2.3.5 Final Amtrak Cascades Onboard OD Survey Memorandum). As used in this memorandum, “connectivity” refers to the collective influence of land use and transportation factors on the options for passengers to access or leave the rail stations. The connectivity analysis evaluates station area land use context, availability of transportation services, and station area transportation infrastructure to identify the strengths and weaknesses of existing station access.

Our region is characterized by a rapidly growing population with shared values, booming twenty‐first century industries and an appetite for innovation. To fully realize our growth potential, we continue to look for ways to improve economic, social and environmental well‐being, especially across our borders. I believe people are passionate and hungry for options that would maintain our quality of life in the Pacific Northwest. Our prosperity depends in part on our ability to respond to rising congestion, shifts in population and workforce, and alternative transportation needs. Ultra high‐speed ground transportation is one way to address these issues. With an ultra high‐speed ground transportation system, people could travel from Seattle to Vancouver BC in less than an hour. Such a system would greatly improve connectivity, encourage smart development and enhance business opportunities. As airports and roadways become increasingly congested, a new ultra high‐speed ground transportation system would provide travelers with an alternative transportation mode, which would not only bypass traffic but also reduce carbon emissions. There is much work to do. This study is an important first step in examining the feasibility of an ultra high‐speed ground transportation system across Cascadia. Indeed, there will be costs to developing such a system. However, there are perhaps even greater costs to rising congestion and a do‐nothing approach.

Washington Legislature Responds to I-976 by Lloyd Flem During mid-November meetings of the Washington State Senate and House Transportation Committees, Chairs Steve Hobbs and Jake Fey said it is essential to proceed as though I-976 would stand. Efforts to it overturn are seen as longshots. It appears the proponents of I-976 were careful to avoid including provisions that would likely cause the initiative to be thrown out. Motor vehicle license fees were reduced to $30.00 (plus mandated, non-reduced add-ons, making $43.25 the effective minimum.) In addition, the abilities for the State and sub-state entities to impose many other fees were eliminated. Weight fees, designed in part to charge more for heavier vehicles with their added impacts on streets and roads, were eliminated. Fees on electric vehicles, imposed to compensate for the loss of gas tax, were greatly reduced. A few minor fees, such as those for “vanity” license plates, were retained. Decades ago, highway/auto/petroleum interests persuaded legislators nationwide to mandate that any and all motor vehicle fuel taxes had to be limited to highway (and in WA, car ferry) uses. This actually became the 18th Amendment to our State Constitution.

The Consolidation was purchased used from Grant Locomotive Works in 1887. Built by Grant in August 1882, the loco was originally the #63 of the Toledo, Cincinnati & St. Louis. She was sold to the White Pass & Yukon in 1897 as their #3 (#53) and was scrapped in 1918. Abdill/Grande, collection of PNWC. Columbia & Puget Sound #10. This well-traveled 4-4-0 (Baldwin 4294, March 1878) came from the Olym- pia & Chehalis Valley (#1) in 1891. She was sold to the WP&Y (#4, #54) in 1898, then to the Tanana Mines Railway (#50) in 1905, to the Tanana Valley Railway in 1907, to the Alaska Engineering Commission in 1917 and finally to the Alaska Railroad in 1923.
