1 PREFÁCIO Mais do que nunca o trânsito tem merecido atenção especial na agenda de nossa sociedade. É urna atividade que fundamentalmente tem o objetivo de melhorar a qualidade de vida das pessoas, encurtando caminhos, facilitando o deslocamento, aproximando pessoas e transportando o progresso. No entanto, seus efeitos colaterais, representados pelas diversas formas de violência produzidas pela má utilização dos veículos automotores - acidentes, crimes, danos ao patrimônio, trás também significativos danos com prejuízos a esta mesma qualidade de vida, o que exige de todas as sociedades uma atenção especial, na prevenção de seus malefícios. Esta apostila e uma ferramenta que terá uma contribuição importante neste sentido. Simplificar e socializar os conhecimentos especializados para a identificação dos veículos automotores nacionais e importados, propicia a transparência do processo de responsabilidade do controle da transmissão da propriedade dos veículos automotores e, também, o controle das condições dos itens de segurança necessário para que um veículo automotor circule em via pública. O nível de danos que a utilização dos veículos tem provocado em nossas vidas e na nossa sociedade exige um envolvimento público c comunitário prioritário, que produza programas conjuntos de prevenção do furto/ roubo de veículos automotores e dos delitos de trânsito. Os desastres nas nossas vias urbanas e rodoviárias continuam a ser muito elevado, ceifando vidas, preponderantemente jovens e, produzindo lesões irreversíveis, com muitas tragédias humanas. O furto e o roubo de automotores têm aumentado e está no centro da criminalidade violenta que tanto nos tira a tranqüilidade e tanto nos produz insegurança pública, funcionando como vasos comunicantes de empreendimentos criminosos mais graves, como os homicídios dolosos, os seqüestros relâmpagos, o comércio ilegal e violento de objetos e o tráfico de drogas.
