To the House of Representatives: In compliance with the resolution of the House of Representatives of l\Iarch 26, 1860, requesting "copies of all official correspondence between the civil and military officers stationed in Utah Territory, with the heads or bureaus of their respective departments) or between any of said officers, illustrating or tending to show the condition of affairs in said Territory since the 1st day of October, 1857, and which may not have been heretofore officially published," I transmit reports from the Secretaries of State and of War, and the documents by which they were accompanied.
