Where places become vacant they will be allocated, through a fresh round of random allocation, to children on the waiting list from the stanine that has become vacant and in accordance with the oversubscription criteria. If there is no-one on the waiting list from the stanine that has a vacancy the place will be filled by a child from a neighbouring stanine on an even basis (i.e. if the first child is from a stanine above then the next will be from the stanine below).
