The Surveillance Dimensions of the Use of Article Social Media by UK Police Forces Elena M. Egawhary Columbia University, USA [email protected] Abstract This paper explores the various surveillance practices involved in the use of social media for communication and investigation purposes by UK police forces. In doing so, it analyses internal policy documents and official guidance obtained through freedom of information (FOI) requests sent to 46 police forces in the United Kingdom. This analysis finds that UK police forces advise their staff to simultaneously engage in both surveillance and counter-surveillance strategies in their use of social media as a policing tool. Introduction The use of social media by UK police forces falls into two broad categories: communication (or engagement) and investigation (or operational use). UK police forces began registering corporate accounts on Twitter and Facebook for communication purposes for the first time in 2008. However, UK police forces’ use of the internet for investigative purposes dates back to April 2001 with the creation of the National Hi-Tech Crime Unit (NHTCU) to “investigate attacks on the Critical National Infrastructure; major internet based offences of paedophilia, fraud or extortion; information from seized electronic media and gather intelligence on cybercrime and cybercriminals” (Corbitt 2001: 29). Prior to 2001, most of the responsibility for using social networking sites to investigate crime fell to a small number of digital evidence recovery officers who were “swamped and learning on the job” (Thomas 2005) resulting in a reportedly “huge workload” (Goodwin 2005). This suggests that the use of social media in UK policing began in an unstructured way and “on the basis of initiatives by individual officers and subsequently with varying degrees of official support” (Crump 2011: 1). -

DELIVERING P.O.P. THE IMPLEMENTATION OF PROBLEM ORIENTED POLICING IN LANCASHIRE LANCASHIRE CONSTABULARY, NORTHGATE, ENGLAND, 2000 SUMMARY: During 1997 the Lancashire Constabulary looked for a policing style, which would deliver its aim of making the communities of Lancashire, feel safe involved and reassured. A subsequent presentation at Lancashire Police HQ by a representative of PRCU (then PRG), highlighted POP as potentially suitable. A formal project management methodology was used to set out the process to be followed. Although no 'implementation template existed, the project was able to highlight strategic issues which had consistently confronted other agencies. This led to a risk assessment identifying areas which could create the most difficulty to implementing POP within the Constabulary. During the start of the 1998/9 year the Chief Constable of Lancashire stated that all officers and support staff of the Lancashire Constabulary would embrace Problem Oriented Policing. This led to each division and department developing both one year and three year plans showing how they would deliver POP. The result was a phenomenal range of co-coordinated interventions made at Force, Divisional, and geographic level, thereby creating the policing environment in which community based initiatives could thrive. The result has been a reversal in level of performance in terms of Crime Reduction from lagging behind the national average during 1992-7, to being the country's top performer during 1998/9. More qualitative assessment was provided in the form of an independent evaluation by the District Audit Office, which established the level of implementation of POP on each Division and Department. -

The claimant’s claim under Regulation 5 of the Agency Worker Regulations 2010 fails. REASONS Background to the claim 2. By a claim form dated 9 May 2018, and having achieved an early conciliation certificate on 1 May 2018, the claimant brought a claim under the Agency Workers Regulations 2010, Wages Act and Working Time Regulations against RACS Group Limited, Servoca Resources Solutions Ltd, Reed Staffing Services Ltd and the Chief Constable of Merseyside Police. Claims against all but the Chief Constable of Merseyside Police were withdrawn on 13 June 2019. Case management hearings took place on 30th of August 2018, 5 November 2018, 25 April 2019 and on 10 September 2019 before Employment Judge Buzzard at which the claims were clarified. 4. The only claim at final hearing was the claimant’s complaint that contrary to his rights under the Agency Workers Regulations, the respondent paid him at a lower rate than a comparator directly employed employee.
