Terms of Reference: Consultancy for HIV and AIDS Material Development for CLC Classes (Nepal) I. Background: UNESCO’s contribution to the global response to HIV and AIDS is manifest in its position as the lead agency in the UNAIDS Global Initiative on Education and HIV and AIDS (EDUCAIDS) which acknowledges the importance of comprehensive education sector engagement as part of the national response to tackle the HIV and AIDS epidemic. The UNESCO Kathmandu Office, jointly with the Ministry of Education (MOE) and the UN Country Team, conducted a national consultation on drafting MOE Policy and Strategy for HIV and AIDS in March 2010. On the basis of endorsed guidelines and support for the Programme Acceleration Fund (PAF) project, UNESCO will design and develop learning materials for Community Learning Centre (CLC) participants so that they can identify and give potentially life‐ saving information to spouses of migrant workers who are at high risk of contracting the disease. The pilot project will focus on vulnerable women living in two districts: Doti; and Bardiya in the mid and far west regions of the country. In the first phase, an expert NGO or consultant will be hired to review existing documents, materials and draft the training materials for CLC participants. They will then be tasked with designing and developing the learning materials for CLC participants. The second party will draft the final learning materials, pre‐test the documents and provide support in disseminating the information in the CLC classes and workshop/meetings. They will also provide training support to the CLC facilitators. II. Contract Objectives The overall objective of the scope of work is to design and develop the learning materials for the mid and far western regions of Nepal in the Nepali, Doteli and Tharu languages, and to provide support to conduct the literacy facilitator’s training More specifically, the contract will be designed to: • Develop learning materials on HIV and AIDS in the Nepali , Doteli and Tharu languages for proper use; • Help and raise the awareness of illiterate spouses of migrant workers through CLCs; • Support the design of draft training packages for CLC facilitators and facilitate the training which will be organized by the UNESCO Office in Kathmandu; • Provide support in conducting different levels of consultation with different agencies and individuals to finalize the CLC learning materials on HIV and AIDS. These learning materials aim to help achieve the general objective of this project through non‐ formal means of education. The outcome of the developed materials should be used through an action plan to enable the appropriate follow‐up measures and monitoring of the project. Trained literacy facilitators will use these materials on a regular basis. III. Scope of Work The expert NGO for HIV and AIDS material design, preparation and training package development for the CLC participants will be expected to undertake the following activities: • Review existing CLC materials and coordinate with the UNESCO Office in Kathmandu; • Collect , review and design learning materials on HIV and AIDS for CLC participants; • Pre‐test the draft training materials with CLC participants; • Finalize learning materials for participants and prepare an assessment form; • Coordinate with the Department of Education of the Ministry of Education; National Centre for AIDS and STD Control (NCASC); HIV AIDS and STI Control Board (HSCB); national and international NGOs and concerned individuals to finalize the learning materials; • Coordinate with the District‐Level CLC Team, District Education Offices, the District Public Health Office and relevant NGOs; • Provide support in preparing a training package for CLC facilitators and the delivery of training. IV. Deliverables and Process 1. Detail work plan for drafting the Learning material for CLC classes. 2. Final Learning Materials for providing training for CLC classes. 3. Training package for CLC facilitators. 4. Final Report. Process • Consult and coordinate with the HIV and AIDS focal point from UNESCO and discuss all steps; • Review and read the existing resource materials on HIV and AIDS and consult with the focal person of NCASC, HSCB, focal person at the Ministry of Education and the Department of Education; • Contractor will design and develop a package of HIV and AIDS learning materials for illiterate women to be used through CLC classes; • Coordinate with Local NGOs working in the field of HIV and AIDS for their support; • Consultative meeting with District Education Office, District Health Office, and District AIDS Coordination Committee (DACC) members; • Establish linkage between CLC and local illiterate vulnerable women (spouse of migrants); • Support in organizing CLC training organized by UNESCO and support in the assessment of knowledge and skills of illiterate women by using proper checklists; • Pre‐test of draft learning materials and support in dissemination of the learning materials; • Support and share experiences on HIV and AIDS developed materials at an advocacy workshop which will be organized by the UNESCO Kathmandu office; • Provide a report on the HIV/AIDS learning materials. V. Supervision and Coordination The Selected NGO will be supervised by the Education Programme Officer (with support from a HIV consultant) at the UNESCO Office in Kathmandu. The selected NGO will work in close collaboration with the Department of Education, UNESCO and consult with national and international agencies and individuals. In addition, the NGO will coordinate with NCASC /HSCB and DEO /DACC and local potential NGOs in the respective districts. VI. Budget: Sn Items Unit Target Rate Total NRS Remarks GRAND TOTAL NRS .
