    Maintenance of ASR-affected Structures in Hokuriku Expressway, Japan Mamoru Moriyama1, Masahiro Nomura2 Abstract Increasing amounts of deicing salts have been used to ensure the safety of road surfaces in Hokuriku district, Japan. Sodium chloride, which accounts for the majority of deicers, has been causing damage to road concrete structures due to alkali-silica reaction. This report describes the current state of maintenance and repair techniques of these road structures affected by deicer-related alkali-silica reaction. Introduction Increasing amounts of deicing salts have been used to ensure safety of road surfaces in Hokuriku district, in Japan. The deicers used in this area have been mainly of sodium chloride (NaCl) type. In addition, the structures alongside the Japan sea coastline are subjected to monsoons, which increase its exposure to airborne chlorides from the sea. Therefore, these natural conditions set the road structures of the Hokuriku district in a permanent saline environment. As the effect of this chloride supply, the cases that alkali-silica reaction (ASR) deteriorates road structures have been increasing. On the other hand, river gravels and river sands have been used as concrete aggregates for a long time and these aggregates have been found in seriously ASR-affected structures. ASR has occurred mainly in structures primarily built from 1970 to 1985, a time when high alkali cement had been produced in Japan. Over the course of time, reactive river sands and gravels may not be properly assessed since these aggregates contain a wide variety of rock types, as well as different types and contents of reactive minerals. Central Nippon Expressway Company has covered the sections from Kinomoto IC (Shiga Prefecture) to Asahi IC (Toyama Prefecture) in Hokuriku Expressway and Oyabe-tonami JCT (Toyama Prefecture) to Shirakawago IC (Gifu Prefecture) in Tokai-Hokuriku Expressway, a total of 300km (9-39 years in service).

    Recent Trends in Japanese Transportation Masahiro Sugiyama 1. Countermeasures for Natural Disasters 2004 was a year with an unusually high occurrence of natural disasters. There were 10 typhoons from June and the country was visited by heavy rains in the Niigata/Fukushima region and Fukui region in July. The disasters led to more than 230 dead or missing and almost 170,000 homes immersed in water. In October, the Chuetsu Earthquake with an intensity of 7 rocked the country, resulting in 40 deaths and the evacuation of over 100,000 people. In December, furthermore, the Sumatra-Andaman Earthquake and ensuing tsunami, led to approximately 100,000 dead or missing in 10 countries around the Indian Ocean. Many Japanese were among the victims. Faced with such a serious situation, the annual White Paper on Land, Infrastructure and Transport in Japan 2005 published in fiscal 2004 mentions the disaster recovery countermeasures and rebuilding support offered by the national government and the Ministry of Land, Infrastructure and Transport under the title of "Aiming to Build a Country Resilient to Disasters." This attempt was made to actively respond to social needs, and discussion includes actions taken against heavy rains and typhoons, earthquakes and tsunamis.     vol.22 August 2001 ~Think Together about the Capital Functions Relocation of Japan~� Trends in the Diet ■ House of Representatives� The Special Committee for the Relocation of the Diet and Other Organizations (Chaired by Mr. Hide- toshi Nagai) dispatched its members to the "Gifu-Aichi Region" (on July 2), "Tochigi-Fukushima Region" (on July 3) and "Mie-Kio Region" (on July 31).� In the "Gifu-Aichi Region," the members were given general explanations by Governor Taku Kajiwara of Gifu Prefecture and Governor Masaaki Kanda of Aichi Prefecture on the spot and conducted field sur- vey of major locations in the "Aichi-Gifu Region," including aerial inspection using a helicopter.� In the "Tochigi-Fukushima Region," the members were given general explanations by Governor Akio Fukuda of Tochigi Prefecture and Governor Eisaku Sato of Fukushima Prefecture on the spot and con- ducted field survey of areas of interest, such as the Nasuno-ga-hara in Tochigi Prefecture and surround- ing areas of the Fukushima Airport in Fukushima Prefecture.� In the "Mie-Kio Region," the members were given general explanations by Governor Masayasu Kita- gawa of Mie Prefecture, Governor Yoshitsugu Kunimatsu of Shiga Prefecture, Governor Teiichi Aramaki of Kyoto Prefecture, and Governor Yoshiya Kakimoto of Nara Prefecture, and conducted field survey of areas of interest, such as the Ayama Town Observation Facility. For example, the construction of national highway networks, including expressways, has provided a major impe- tus in the rejuvenation of regional economies by encouraging plant locations near expressway interchanges. Additionally, it has helped enhance the quality and safety of national life by making broad-area medical services accessible to rural II areas and allowing broad rerouting to avoid highway disruption by natural disasters. An example includes the Sakai-Koga IC to Tsukuba Chuo IC segment of the Metropolitan Intercity Expressway Chapter 6 (Ken-O Expressway) opened on February 26, 2017, which resulted in roughly 90% connection of the 300 km of total roadway on the Expressway. This development is expected to attract more businesses and promote sightseeing activities. On the other hand, there are still missing links of expressways and arterial road networks in other parts of the country, which we plan to develop in a systematical manner.     TRANSPORT POLICY IN PERSPECTIVE : 2005 Preface Automobiles made rapid advances in the last century, surpassing railways to take over the main role of surface transport, and contributed greatly to the advancement of global socio-economic systems. Therefore, the 20th Century is very much "the Century of Automobiles". Automobiles are now playing a major role in moving people and transporting goods. Our lifestyles and the economy are based upon the mobility provided by automobiles in all aspects of our society, from where we live and how we do business. Our "automobile-dependent society" has become the base for more affluent lifestyles. On the other hand, road traffic problems including traffic accidents, traffic congestion, and environmental problems such as global warming and air pollution, social problems including the transport poor, urban sprawl and the decline of city centers, are widely acknowledged as serious problems throughout the world. Under these circumstances, we are reaching a major turning point in the movement toward a mature motorized society for the 21st Century. Fortunately, advanced road traffic systems and next generation motor vehicles that will be safer as well as more environmentally friendly are beginning to emerge. These include technological innovations for motor vehicle themselves, such as less polluting and more efficient hybrid motor vehicles, and the development of intelligent motor vehicles and roads that use ITS (Intelligent Transportation Systems) technology. In addition to the globalization of our economy, we must reassess the significance of roads and motor vehicle traffic systems in the overall transportation system in Japan, where the society has become more urbanized while the total population is declining and the population is aging rapidly.

    Hayatabi Central Nippon Expressway Pass Terms of Use Article 1: General Rules These Terms apply to the Hayatabi Central Nippon Expressway Pass (hereafter referred to as “CEP”) that is operated by Central Nippon Expressway Company Limited (hereafter referred to as “NEXCO-Central”). Article 2: Definitions of Terms Unless otherwise prescribed, the terminology used in these Terms shall be defined as follows. (1) Designated rental car company: A company designated by NEXCO-Central as an automobile rental company that rents automobiles that are able to use CEP (2) Designated ETC card: An ETC credit card that has been approved by the designated rental car company for use by the CEP user (3) Foreign traveler: A foreign citizen who has permission to stay in Japan, or a Japanese person to whom the government of a country has granted the right to reside permanently in that country Article 3: Subject Vehicles The vehicles that may use CEP are limited to ETC-equipped standard-sized vehicles that are rented by sales offices designated by a designated rental car company. (This does not cover vehicles classified as light, medium, large, or extra-large when pertaining to expressway usage.) Article 4: Subject Sections and Driving for which CEP can be used 1.
