It offers a broad and interactive forum for discussions about the challenges of these countries and the responses of other countries to their rise. The term ‘emerging-economy state,’ a part of the series title, or its shorthand ‘emerging states,’ is intended to promote dialogues between economists who have discussed policy problems faced by ‘emerging-market economies’ and scholars in political science and international relations who have discussed ‘modern state formation.’ Many emerging states are still in the middle-income status and not immune from the risk of falling into the middle-income trap. The manner of their external engagement is different from that of the high-income countries. Their rise has increased the uncertainty surrounding the world. To reduce the uncertainty, good understanding of their purpose of politics and state capacity as well as their economies and societies would be required. Although the emerging states are far from homogenous, viewing them as a type of countries would force us into understand better the similarity and differences among the emerging states and those between them and the high-income countries, which would in turn to help countries to ensure peace and prosperity. The series welcomes policy studies of empirical, historical, or theoretical nature from a micro, macro, or global point of view. It accepts, but does not call for, interdisciplinary studies. Instead, it aims to promote transdisciplinary dialogues among a variety of disciplines, including but not limited to area studies, economics, history, international relations, and political science. Relevant topics include emerging states’ economic policies, social policies, and politics, their external engagement, ensuing policy reactions of other countries, ensuing social changes in different parts of the world, and cooperation between the emerging states and other countries to achieve the Sustainable Development Goals (SDGs). The series welcomes both monographs and edited volumes that are accessible to academics and interested general readers. Sarah Louisa Birchley Preface This book is the result of our curiosity; of course, not only as academic researchers, but also as women who have traveled the world and worked overseas ourselves. Over the years, our careers have spanned different continents, providing us with various experiences and opportunities to interact with the world. I (Yokoyama) embarked on an international career when I graduated from university. When I returned to Japan at the age of 35, in 1990, the Japanese-style employment scheme was the mainstream in Japanese society. However, convinced that after having experience in different working styles while in overseas, I felt that Japanese HRM would likely change in the future. And it has. It now incorporates performance-related management practices and a more global outlook. I (Birchley) arrived in Japan in 2001, having just graduated with a degree in geography and having spent a short time working in Spain. In the early 2000s, with no cell phone or social media, living in a small, rural village in Gunma Prefecture, I quickly became embedded in the culture and ways of life in Japan; each day I found myself becoming more and more curious about the interactions I witnessed between my colleagues in the office and how my colleagues were supported in their work, what motivated them and how they worked together. I questioned what made them enjoy their work? Were they interested in leaving Japan, like I had left my home country? What was it like to live and work in another country? The geographer and business-mind in me was curious. We both became motivated to research this topic as we had a strong idea that an increasing number of young Japanese passing through our classrooms might be suited to or decide to seek an international career and/or had a desire to work for the improvement of society. The first step for me (Yokoyama) was to write a book called Human Resource Management in the UN: A Japanese Perspective, edited with Sarah, where I conducted research on Japanese UN staff and found that 40% of Japanese UN staff quit Japanese companies and made a UN career. This meant that they knew and had experience of both systems. In addition, I conducted in-depth interviews with these expatriate employees. After completion of the book, I wanted to develop my research by interviewing Japanese self-initiated expatriate entre- preneurs in Southeast (SE) Asia. Similarly, I (Birchley) began to explore vii viii Preface self-initiated expatriate academics working in Japan, arguing that psychological contracts among these expatriates are indicative of communication within the organization and form a useful basis for better understanding of intercultural workplaces. This research leads to an interest in expatriate entrepreneurs in Japan and entrepreneurship, workplace and career education. Having successfully worked together previously, we joined forces again to undertake this research.

Left-libertarianism is not a new star on the sky of political philosophy, but it was through the recent publication of Peter Vallentyne and Hillel Steiner’s anthologies that it became clearly visible as a contemporary movement with distinct historical roots. “Left- libertarian theories of justice,” says Vallentyne, “hold that agents are full self-owners and that natural resources are owned in some egalitarian manner. Unlike most versions of egalitarianism, left-libertarianism endorses full self-ownership, and thus places specific limits on what others may do to one’s person without one’s permission. To také vysveˇtluje, procˇ je rozmeˇr tohoto sektoru stále statisticky podhodnocován. Korˇeny nových podnikatelu˚ lze cˇasto sledovat hluboko až do usporˇádání bývalé totalitní spolecˇnosti - do výrazneˇ se konstituovaných skupin nomenklatury a "šíbru˚" tehdejší stínové ekonomiky. Šance zbývající cˇásti obyvatelstva byly pak pro vstup do trˇídy nových kapitalistu˚ výrazneˇ oslabeny z du˚vodu jejich nedostatecˇné vybavenosti kapitálem nejru˚zneˇjšího druhu. Makro a mikroekonomická politka byly významným faktorem, který rozvíjel, respektive tlumil produktivní orientaci podnikatelu˚ nebo ji prˇípadneˇ odkláneˇl do neproduktivních alternativ. Dosažitelnost kapitálu a institucionální podmínky ovlivnˇující fungování trhu˚ a chování podnikatelských subjektu˚zu˚stávají nadále hlavními faktory ovlivnˇujícími rozvoj celého hospodárˇství. V záveˇru práce se diskutují problémy soucˇasného podnikatelského klimatu a nastinˇují se neˇkteré alternativy hospodárˇské politiky. Abstract The impressive and spontaneous build-up of small and medium-sized private businesses in the Czech Republic between 1990-93 coincided with similarly dramatic changes in the "alternative" (shadow) economy. This is the reason why the size of the private sector is significantly statistically underestimated. The origins of the new private entrepreneurs can often be traced to communist times - to the group of nomenklatura and the group of illicit marketeers. The remaining part of society was partially handicapped in its entry into the new capitalist class because of its lower endowments of capital of various kinds.

The relevance of entrepreneurship to economic development has been highlighted by many researchers (e.g. Davidsson et al, 2006) and it is now well-recognised that education and training opportunities play a key role in cultivating future entrepreneurs and in developing the abilities of existing entrepreneurs to grow their business to greater levels of success (Henry et al, 2003). According to the European Commission (2008), the aim of entrepreneurship education and training should be to ‘develop entrepreneurial capacities and mindsets’ that benefit economies by fostering creativity, innovation and self-employment. Indeed the role of SMEs in terms of growth, competitiveness, innovation, and employment is now substantially embedded in the activity of the European Commission with the publication in June 2008 of the ‘Small Business Act for Europe’ and the ‘Entrepreneurship 2020 Action Plan’ in January 2013. The concept of an entrepreneurial Europe, which promotes the creation and development of innovative businesses, has led many of the EU Member States to strengthen their SME policies since academics, politicians, and policy makers increasingly acknowledge the substantial contribution that entrepreneurship can make to an economy (Bruyat and Julien, 2001). More globally, governments across the world are increasingly recognising the positive impact that the creation of new businesses can have on employment levels, as well as the competitive advantages that small firms can bring to the marketplace (Scase, 2000).

    Why Are Nominal Wages Downwardly Rigid, but Less So in Japan? An Explanation Based on Behavioral Economics and Labor Market/Macroeconomic Differences Sachiko Kuroda and Isamu Yamamoto In this paper, we survey the theoretical and empirical literature to investi- gate why nominal wages can be downwardly rigid. Looking back from the 19th century until recently, we first examine the existence and extent of downward nominal wage rigidity (DNWR) for several countries. We find that (1) nominal wages were flexible in the 19th century and the first half of the 20th century, but (2) nominal wages were downwardly rigid in almost all the industrialized countries in the second half of the 20th century, although (3) the extent of DNWR varied from country to country. Next, we use a behavioral economics framework to explain the reasons for DNWR. We also explain why the existence and extent of DNWR varied between time periods and/or from country to country, focusing on differences in the labor market characteristics (such as labor mobility and employment protection legislation) and in the macroeconomic environment (such as economic growth and inflation), which can alter employees’ and firms’ perceptions toward nominal wage cuts. Chinese-owned businesses in East Asia, the United States, Canada, and even farther afield are increasingly becoming part of what I call the Chinese commonwealth (Kao, 1993: 24; original italics). In his widely-read Harvard Business Review article, Professor John Kao (1993) concluded that Chinese business and its "worldwide web" will become a major force in the global economy in the next millennium. Similarly, Joel Kotkin argued in Tribes: How Race, Religion and Identity Determine Success in the New Global Economy that by the early twenty-first century, "the Chinese global tribe likely will rank with the British-Americans and the Japanese as a driving force in transnational commerce" (Kotkin, 1992: 9). Despite the 1997/1998 Asian economic crisis, it appears that current thinking in global business reveals a serious reappraisal of the economic potential of Chinese business and its associated organisations and institutions. The Weberian thesis on the inherent limits to the growth of Chinese business and societies has been subject to fundamental challenges by recent studies (e.g. Hamilton, 1996a; Whyte, 1996; Olds and Yeung, 1999). It's like the middle of the 19th century when European nations dominated the world economy - and then the United States elbowed its way into the club of industrialized nations. Again, in the middle of the 20th century, when Western nations dominated the world economy, Japan elbowed its way into the club. In both cases, the world economy continued to grow, if not to accelerate, although the monopoly of the "club" was broken. In absolute terms, each nation experienced growth in its production and exports, although their relative shares of the world market declined.
