Interning Insurgent Populations: the buried histories of Indian Democracy Nandini Sundar Darzo (Mizoram) was one of the richest villages I have ever seen in this part of the world. There were ample stores of paddy, fowl and pigs. The villagers appeared well-fed and well-clad and most of them had some money in cash. We arrived in the village about ten in the morning. My orders were to get the villagers to collect whatever moveable property they could, and to set their own village on fire at seven in the evening. I also had orders to burn all the paddy and other grain that could not be carried away by the villagers to the new centre so as to keep food out of reach of the insurgents…. I somehow couldn’t do it. I called the Village Council President and told him that in three hours his men could hide all the excess paddy and other food grains in the caves and return for it after a few days under army escort. They concealed everything most efficiently. Night fell, and I had to persuade the villagers to come out and set fire to their homes. Nobody came out. Then I had to order my soldiers to enter every house and force the people out. Every man, woman and child who could walk came out with as much of his or her belongings and food as they could. But they wouldn’t set fire to their homes. Ultimately, I lit a torch myself and set fire to one of the houses. -

Devising Pathways for Appropriate Repatriation of Children of Bru-Reang Community Ms. Stuti Kacker (IAS) Chairperson National Commission for Protection of Child Rights The National Commission for Protection of Child Rights (NCPCR) emphasizes the principle of universality and inviolability of child rights and recognises the tone of urgency in all the child related policies of the country. It believes that it is only in building a larger atmosphere in favour of protection of children’s rights, that children who are targeted become visible and gain confidence to access their entitlements. Displaced from their native state of Mizoram, Bru community has been staying in the make-shift camps located in North Tripura district since 1997 and they have faced immense hardship over these past two decades. Hence, it becomes imperative for the National Commission of Protection of Child Rights (NCPCR) to ensure that the legal and constitutional rights of children of this community are protected. For the same purpose, NCPCR collaborated with QCI to conduct a study to understand the living conditions in the camps of these children and devise a pathway for the repatriation and rehabilitation of Bru-Reang tribe to Mizoram. I would like to thank Quality Council of India for carrying out the study effectively and comprehensively. At the same time, I would like to express my gratitude to Hon’ble Governor of Mizoram Lt. He is presently posted as Deputy Inspector General of Police, Central Reserve Police Force in Manipur. http://www.vifindia.org ©Vivekananda International Foundation Page 3 of 22 Displaced Brus from Mizoram in Tripura: Time for Resolution Abstract History has been witness to the conflict-induced internal displacement of people in different states of Northeast India from time to time. While the issues of such displacement have been resolved in most of the North-eastern States, the displacement of Brus from Mizoram has remained unresolved even over past two decades. Over 35,000 Brus have been living in six makeshift relief camps in North Tripura's Kanchanpur, areas adjoining Mizoram under inhuman conditions since October 1997. They had to flee from their homes due to ethnic violence in Mizoram. Ever since, they have been confined to their relief camps living on rations doled out by the state, without proper education and health facilities. Called Internally Displaced Persons (IDPs), some of the young Brus from these camps have joined militant outfits out of desperation. There have been several rounds of talks among the stakeholders without any conclusive and time-bound resolutions. -

The present study tries to examine the role of Reang Home gardens in North Tripura district of Tripura. A total of 38 Home gardens in 4 hamlet or pada were randomly selected for the study. Total plant inventory and interview method were used to collect data. In Reang Home gardens at North Tripura District overall 148 species under 130 genera belonging to 55 families have been inventoried. Leguminosae and Poaceae were the most dominant families. Forty percent of the Reang Home garden plants were found to harbour edible plant species. (food, Fruits, vegetable, pulses, spices), 22% medicinal, 18% ornamental, 4% timber, 3% fine wood and other categories remain little over 3%. Reang Home garden shows a good diversity with multiple uses. Most Reang peoples rely on folk health care traditions. Domestication of wild plants for food, medicine and other purposes are an important activity. Indigenous knowledge is passed down through generations and is in reality a necessary means of understand- ing many aspects of science. The indigenous techniques of food processing by the Mizo residing in a landlocked state - Mizoram, in northeast India has not been recorded systematically. This article describes some of the most familiar techniques of Mizo traditional food processing techniques; however, minor differences have been observed among different parts within the state. It was amazing to observe that the Mizos utilize the available resources such as fire or sun for food pres- ervation and developed their own way of innovative scientific methods for food processing. It has been recommended that a study on the nutritive values of the Mizo traditionally processed foods would be very significant to see the impact of such processing on the health of the Mizo commu- nity. Identity Politics and Social Exclusion in India’s North-East: The Case for Re-distributive Justice N.K.Das• Abstract: This paper examines how various brands of identity politics since the colonial days have served to create the basis of exclusion of groups, resulting in various forms of rifts, often envisaged in binary terms: majority-minority; sons of the soil’-immigrants; local-outsiders; tribal-non-tribal; hills-plains; inter-tribal; and intra-tribal. Given the strategic and sensitive border areas, low level of development, immense cultural diversity, and participatory democratic processes, social exclusion has resulted in perceptions of marginalization, deprivation, and identity losses, all adding to the strong basis of brands of separatist movements in the garb of regionalism, sub-nationalism, and ethnic politics, most often verging on extremism and secession. It is argued that local people’s anxiety for preservation of culture and language, often appearing as ‘narcissist self-awareness’, and their demand of autonomy, cannot be seen unilaterally as dysfunctional for a healthy civil society. Their aspirations should be seen rather as prerequisites for distributive justice, which no nation state can neglect. Colonial Impact and genesis of early ethnic consciousness: Northeast India is a politically vital and strategically vulnerable region of India. Surrounded by five countries, it is connected with the rest of India through a narrow, thirty-kilometre corridor. North-East India, then called Assam, is divided into Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland and Tripura. Diversities in terms of Mongoloid ethnic origins, linguistic variation and religious pluralism characterise the region. This ethnic-linguistic-ecological historical heritage characterizes the pervasiveness of the ethnic populations and Tibeto-Burman languages in northeast. -

The Kukis traced their origin on the basis of mythological and legendary sources. The Kukis have three kinds of myth of origin. They are; Khul, Chhinlung and Sinlung. Based on the semyths, majority of indigenous scholars, historians and researchers had concluded modern China as the origin of the Kukis. This article makes an effort to search historical account and evidence on the conclusion of China as the origin of the kukis. Keywords: Chhinlung, Khul, Kuki, Sinlung, origin Introduction In the absence of written records, most tribal groups have traced their origin base on sources of myth and legend. The Kukisare no exception. The Kukis maintained that they are coming out from bowels of the earth or cave. The mythological cave is called by different Kuki tribes as Chhinlung, Sinlung and Khul. Due to unavailability of written documents, indigenous researchers and scholars have traced the origin of the Kukison the basis of these mythologies and taken as a historical fact. Chhinlung and Sinlung may be translated in English as ‘close stone’ (Chhin in Kukimeans close and lung means stone). Khulmay be equated with ‘cave’ in English word. A fundamental question arises to where these mythological Khul, Chhinlung and Sinlunglie or located. -
