LAGAN NAVIGATION TRUST Navigating the Future – Inland Waterways Development Thursday 7th December Waterfront Hall, Belfast 09.00 – 15.30 Lagan Navigation Trust is proud to present the Navigating the Future of Inland Waterways Conference 2017. At this full day conference, delegates will hear from rural and urban waterways experts from throughout the UK and Ireland. During this conference, delegates will make a focussed waterway response to the Programme for Government. Conference Agenda: Speaker Biographies: Name: James Lazarus Title: Head of Property Development Affiliation of Speaker: Canal & Rivers Trust James has 40 years experience in the property industry having started out in house agency and then commercial agency with Mann& Co, before moving to London and having spells working for Hillier Parker and Weatherall Green & Smith. In 1983, he joined a quoted conglomerate to run their property subsidiary English & Overseas Properties, which was floated in 1988. The business was sold in 1999 and James then set up and ran a development management business, TowerGate, undertaking small speculative developments for high net worth individuals before joining British Waterways, the predecessor to Canal & River Trust in 2006. James lives in Hertfordshire and enjoys travel, skiing and golf and has recently taken up cycling. In the last four years he has completed four long distance cycle rides raising in excess of £30,000 for C&RT. Name: David Wilkes Title: Associate Director Affiliation of Speaker: Global Flood Resilience Leader, Arup Leeds David Wilkes is an Honorary Fellow of CIWEM, a chartered civil engineer, and Global Flood Resilience Leader for Arup. He is Project Director working on river, coastal and integrated catchment management projects within Europe and across the globe. David has specialised in coastal, tidal and inland flood risk management for almost 40 years. The first 30 years with the public sector, and the last 10 with Arup as director on a multitude of projects. With the Environment Agency he was responsible for all operations at the Thames Barrier and the 120 miles network of defences which protect London from the storm tides. During this time he set up the TE2100 study to develop plans to protect London against sea level rise to 2100. His present responsibilities include being Project Director for the Leeds Flood Alleviation Scheme, for the Skipton Flood Alleviation Scheme, and for 4 projects associated with the Humber Estuary Strategy. He was Project Director for developing the practice guide to accompany PPS25 – Development and Flood Risk, and for the Cabinet Office report on Flood Resilience of National Infrastructure. Before joining Arup, David was a Flood Risk Manager with the Environment Agency and their predecessors, most recently for Yorkshire from 2000 to 2006 and from 1994 to 2000 as Manager of the Thames Barrier in London. During his time with the Environment Agency, David handled several operational and emergency events including the 2000 floods in Yorkshire and water resource protection during the Foot and Mouth epidemic. Name: Gerry Millar Title: Director of Property and Projects Affiliation of speaker: Belfast City Council Gerry is charged with the management and enhancing the values of Council assets, procuring and delivering all major capital schemes such as the Gasworks, Connswater Community Greenway, Girdwood and overseeing Council investment in wider City projects. Gerry was the Director of Improvement in Belfast City Council with a remit to push forward improvements to the Council overall and in preparation for potential changes brought about by the Review of Public Administration. Gerry’s previous position included the Head of Urban Development within the Development Department of Belfast City Council. His responsibilities included the management of the Council’s Capital Programme, Estate Management of all Council land, property and markets. He led a Brownfield Economic Regeneration Initiative (BERI) funded by the EU involving 8 transnational Cities. Procurement of services, supplies and works contracts and the development of the Council’s Planning and Transport policy responses. He also worked closely with the Department of Social Development in regard to its work in the City Centre and in neighbourhoods. During his time with the Council Gerry has gained experience in Building Control, CCT, Change Management and in Strategic Management within the Chief Executive’s Department before moving to Development. Gerry is a chartered surveyor by profession and was Chairman of the RICS (NI) 2007/2008, currently a board member of the RICS UK World Regional Board. Gerry has previous experience in public sector housing and private sector commercial property and construction and holds an MBA from the University of Ulster at Jordanstown. He is also a graduate of the Belfast Common Purpose programme. Name: Karol McCusker Title: Associate Director, Civil Infrastructure UK & Ireland Affiliation of Speaker: AECOM Karol is a Chartered Civil Engineer with over 15 years’ experience delivering flood and waterway projects across the UK and Ireland. He has delivered a number of innovative and award-winning public realm projects, including Newcastle sea defence scheme, Northern Ireland. He has worked on a number of the canals throughout all of Ireland, including Lock 3, Stranmillis Gate Way, Ulster Canal and the Lagan Navigation. Name: John Dolan Title: President of the Inland Waterways Association of Ireland (IWAI) Affiliation of Speaker: Inland Waterways Association of Ireland John Dolan is the President of the Inland Waterways Association of Ireland (IWAI). IWAI is an energetic, fun, voluntary organisation representing over three thousand enthusiasts in 23 branches across the island of Ireland all sharing a keen and passionate enthusiasm for the waterways of Ireland. Formed in 1954, the IWAI advocates the navigation, use, maintenance, protection, restoration and improvement of Ireland's navigable rivers and canals. When the Shannon was almost totally undeveloped for pleasure boating, the IWAI campaigned against the building of low bridges, thus ensuring the development of the river as a national asset. In the 1960s IWAI successfully campaigned to stop plans to close the Circular Line of the Grand Canal in Dublin. Later the Association campaigned for the re-opening of what is now the Shannon - Erne Waterway (formerly the Ballinamore & Ballyconnell Canal) and the Naas Line of the Grand Canal. Presently the IWAI is actively campaigning for appropriate bye-laws and legislation in relation to the Royal and Grand Canal and Barrow Navigation. IWAI played its part in the restoration campaign for the re-opening of the Royal Canal between Dublin and the Shannon. IWAI assistance to the campaign to re-open the Ulster Canal has also borne fruit with the announcement to re-open the section from the Erne to Clones. Currently, IWAI members are active on the Rams Island project on Lough Neagh and have restoration projects on the Boyne, Newry and Lagan Canals. IWAI Branches hold over 200 events each year across inland navigations with the wider communities in many locations. These events include Boat Rallies, Harbour Festivals, Walks, Social Gatherings, Heritage Activities; Family activities and Youth focused events. Name: Sharon Lavin Title: Head of Marketing and Communications Affiliation of speaker: Waterways Ireland Sharon Lavin, a Marketing professional with over 20 years Marketing and Communications experience. Sharon currently leads the Marketing and Communications team for Waterways Ireland for the past 2 years. She has extensive experience in marketing and promotion with a strong background in the private sector. Her role within Waterways Ireland is to promote the vibrancy and myriad of activities available on the inland waterways of Ireland and deliver increased recreational use and users to our waterways. Name: Erskine Holmes OBE Title: Chairman Affiliation of speaker: Lagan Navigation Trust Erskine has been the Chairman of the Lagan Navigation Trust since 2009 and has steered it through development of its objectives, policy drafting, strategic direction and establishing operational goals. He chairs a Board of Trustees numbering some 18 people who represent user groups, government agencies, local government and stakeholders. Erskine is a Trustee of Ulster Garden Villages (UGV) which funded purchase of Navigation House, the Trust offices. UGV is a leverage investor of £1m to Belfast City Council for the Lagan Gateway project at Lock No. 1 on the Lagan Navigation network. Name: Brenda Turnbull Title: Chief Officer Affiliation of speaker: Lagan Navigation Trust Brenda is Chief Officer of the Trust which has a remit from Government as custodians of the 27 miles (44km) derelict Lagan Navigation from Belfast to Lough Neagh. The Trusts area of influence is some 67sq miles (174KM2) in which 20% of the total population of NI lives. It has 27 locks 26 of which are derelict. Working all over the world in construction and regeneration Brenda has lived in Northern Ireland for the past 26 years travelling to her work in, for e.g. Russia, South Africa, Hungary and Japan amassing several thousands of Air Miles! Work with the Trust began in 2013 and this opened up an exciting opportunity to bring together her quite specific skill set and apply this to waterways restoration. Working for this very small charity requires leadership in a matrix of competing priorities an attribute which can only be accumulated through working in the public and private sectors at high level. These attributes are required in order to raise the profile of waterways restoration and its role as an economic driver which brings social value to communities. An acute political sensibility helps too. Brenda sits on the Board of the Upper Springfield Development Trust and The Waterways College in Northern Ireland and is the Regional Chairman & a Trustee of the Heritage Trust Network – the umbrella body supporting and lobbying for Building Preservation Trusts in the UK. She is also a founding member of the Network of Inland Waterways Europe – group of some 11 countries joint working to fund projects all over Europe.
