Section 3 Introduction Section 20.1 of the Illinois Environmental Protection Act instructs the Illinois EPA to identify sites that generate, treat, store or dispose of hazardous wastes and to report the types and quantities of hazardous waste involved. Hazardous waste is defined by the Resource Conservation and Recovery Act (RCRA), which gave the EPA authority to control hazardous wastes from “cradle to grave.” This publication makes no attempt to analyze this data. Analysis is contained in a companion publication: Hazardous Waste Generation and Management: 1987-2003 -- A Summary of Reports to the Illinois Environmental Protection Agency. It may be reviewed through our Internet site at http://www.epa.state.il.us. Generators that shipped hazardous wastes This section lists the Illinois companies that generated and shipped off site for further management hazardous waste produced at the installation. At least one waste form code is listed with each site, which identifies each waste type. Waste form codes can be found in Table B. Generators that managed hazardous wastes on site This section lists Illinois firms that generated and managed hazardous waste on site during 2003 in RCRA-regulated units. This includes the Illinois generators that stored hazardous waste generated either during 2003 or in prior years. At least one system type code is listed with each site, which identifies each management category. Management method categories can be found in Table C. TSDFs that managed hazardous wastes This section lists Illinois TSDFs that received from off site and managed hazardous wastes during 2003. Some may be captive facilities that received and managed only those wastes generated by parent or other related organizations. At least one system type code is listed with each site, which identifies each management category. Management method categories can be found in Table C. How listings and data are arranged Listings and data within each section include the Illinois EPA and U.S.EPA identification numbers, the organization name and address, a waste form or system type code, and the tons of waste associated with this code. The Illinois EPA’s 10-digit identification number is the top number associated with each listing. It organizes the listings first by county, then by municipality. The first three digits identify the county, the next three the municipality, the final four a specific site. No pattern exists within communities, as site numbers are assigned on a “first-come, first-served” basis. County codes are listed in Table A. Note that the name listed is the most recent name known to the Agency for the location; it is possible a previous owner or operator at this location was the actual generator of the waste.
