It lies between 6° 52’ and 7° 10’ North Latitude and 126° 15’ East Longitude. It has a population of 65,785 with 886.39 sq. km land area at a population density of 74/sq.km. The functional role of the Municipality of Lupon in the regional economy has been defined as one of the major producer of fancy rice in Davao Region. It is also the source of brackish water aquatic and marine products. The income classification of the Municipality of Lupon is First Class with an Annual Income of P243,934,094.70 for fiscal year 2016. It is one of the fastest growing economy in the Province of Davao Oriental with more than one billion worth of capital investments. The recent upsurge of investment in the locality was attributed by the business friendliness of the local government unit, with emphasis to the ease of doing business which is compliant to the 2 days and 3 steps business permit processing time. With the LGU’s Vision “An ecologically balanced, globally competitive and highly progressive Municipality of Lupon with culturally diverse healthy constituents who are God-loving, climate change resilient, well- empowered, gender sensitive, socio-economically and politically sourced, living peacefully and harmoniously with structurally-sound infrastructure facilities under the administration of fair, just, transparent and responsive governance”, and Mission “The Local Government Unit of Lupon as an institution will undertake necessary measures in the fulfilment of its vision, in a paradigm that conform the present needs of its people” that is deemed to focus boost economic growth of the municipality. Lupon continue to improve its ranking in the Cities and Municipalities Competitiveness Index (CMCI) and a consistent passer of the Seal of Good Local Governance (SGLG). Transportation both of people and goods are essential factors in strengthening and developing the economy of municipality. With the growing developments over the Davao Region, it is necessary to find fast and safer means of transportation to hasten the flow of productivity and economic growth. Project Description The Lupon Port has a potential to be developed as an alternative docking and berthing facilities in this part of Davao Gulf. It could provide direct sea route to Davao City by fast craft ferry services from Lupon to Sta. Ana Wharf which has an estimated distance of 31 nautical miles more or less. Sea Route would be an efficient mode of transportation for commuters travelling from Davao Oriental to Davao City. With this new alternative transport system passengers will now have the option whether to take the usual land trip that is more time consuming or take the sea trip in going to Davao City and avoid being caught by traffic congestion along the Philippine-Japan Maharlika Highway. The project would provide solution to the long travel time of commuters from Davao Oriental to the City of Davao attributed by the increasing and massive traffic build-up in several choke points along the Philippines-Japan Maharlika Highway. Travel time from Mati City to Davao City in Public Utility Buses would take four (4) hours or more, and 3 hours by private cars. While travel time from Lupon to Davao City would usually takes three and a half (3 ½) hours by Public Utility Buses and two and a half (2 ½) hours by private cars. Over speeding of Public Utility Vans to reduce travel time has frequently caused major road accidents and PUV’s are being regarded as the most dangerous mode of transport in this route. Definitely, travel time in the future would take much longer due to sprouting growth centers along the national highway to Davao City. These condition required proactive and long term solution by establishing an Alternative Sea Transport Route via Davao Gulf. Expected Results The project is expected to yield doable results that would be beneficial to the Local Government Unit of Lupon as well as to the investors in the following key results areas. Crate New Gateway to Davao Oriental; Provide Fast, Efficient and Convenient Transport Services for the People; The project will be a catalyst for economic progress of the Municipality of Lupon; Increase local economic activity and creates more investment opportunity; Provide easy access, fast and convenient transport services in going in and out of Davao Oriental; Provide easy and convenient transport services for tourists; Increase tourism activities within the area including adjacent tourist destinations; Create sources of revenues for the local government; Provide employment opportunities for local residents. Target Clients/ Fastcraft Ferry Operators; Beneficiaries Commuters and passenger from Davao Oriental; Tourists; Businessmen and Investors Implementation The local government shall aggressively promote the project using several Strategies platforms that could be access easily by interested locator. Promotional materials shall be provided in major gateways, terminal, airports and in some hotels assuring that contact numbers, website and email addresses are legibly indicated. Personnel that are working for the promotion of the project should have sufficient knowledge about the project. An Investor’s Forum is needed to establish the needs and demand for a Fastcraft Operator to operate in the port terminal. There should be linkages established between partner agencies and sectors to address the needs for technical operation and facilities, manpower, and other viable resources in conducting port terminal operations. A project information officer shall be assigned to abreast the locator in real time about recent issues and concern of the project.
