William Balthrop Carole Blair Lawrence Grossberg William Keith © 2013 David Supp-Montgomerie ALL RIGHTS RESERVED ii ABSTRACT David Supp-Montgomerie: Speaking from the Heart: Mediation and Sincerity in U.S. Political Speech (Under the direction of Christian Lundberg) This dissertation is a critique of the idea that the artifice of public speech is a problem to be solved. This idea is shown to entail the privilege attributed to purportedly direct or unmediated speech in U.S. public culture. I propose that we attend to the ēthos producing effects of rhetorical concealment by asserting that all public speech is constituted through rhetorical artifice. Wherever an alternative to rhetoric is offered, one finds a rhetoric of non-rhetoric at work. A primary strategy in such rhetoric is the performance of sincerity. In this dissertation, I analyze the function of sincerity in contexts of public deliberation. I seek to show how claims to sincerity are strategic, demonstrate how claims that a speaker employs artifice have been employed to imply a lack of sincerity, and disabuse communication, rhetoric, and deliberative theory of the notion that sincere expression occurs without technology. In Chapter Two I begin with the original problem of artifice for rhetoric in classical Athens in the writings of Plato and Isocrates. -

Today, the Honourable Mary Ng, Minister of Small Business, Export Promotion and International Trade, during a call with Elizabeth Truss, the United Kingdom’s Secretary of State for International Trade, announced that Canada is ratifying the Canada-United Kingdom (U.K.) Trade Continuity Agreement (TCA). This announcement follows the Royal Assent of Bill C-18: An Act to implement the Agreement on Trade Continuity between Canada and the United Kingdom of Great Britain and Northern Ireland in the House of Commons. The Canada-U.K. TCA will provide Canadian exporters and businesses with continued preferential access to the U.K. market and 98% of Canadian products will continue to be exported to the UK tariff-free. The agreement provides much needed predictability and stability, and will support workers and businesses on both sides of the Atlantic. Canada and the U.K. are taking all necessary steps required to implement this agreement for April 1, 2021. As the Canada-U.K. TCA is meant to be an interim measure, Canada and the U.K. look forward to engaging in future negotiations on a new, high-standard and ambitious free trade agreement that will best reflect the bilateral relationship and trade priorities. -

The Liberal Party, which had been third in the polls for months, won a clear majority. The new prime minister, Justin Trudeau, provided more surprises, engaging in a whirl- wind of talks with first ministers as a group and with social partners that the previous government, led by Stephen Harper, had largely ignored. He promised a new covenant with Indigenous peoples, the extent of which surprised even them. Change was in the air. -

The Language and Linguistics of Donald Trump: Condoning and Promoting Rape Culture Through Words A SENIOR CAPSTONE PROJECT Presented to The Department of Anthropology The Colorado College By: Elizabeth Reece Baker 2017 Baker ii Abstract This project looks at the intersection of linguistics and social power in relation to rape culture, exploring these concepts in the context of President Donald Trump. Trump’s language in speeches, videos, and social media was analyzed for linguistic tactics that contribute to the continuation of rape-condoning attitudes. Several pervasive trends appear, such as deflection/denial of blame, “gaslighting,” and treatment of sexual assault as unimportant. These trends demonstrate how seemingly inoffensive language is critical to the continuation of rape culture. Canada-United Kingdom Trade Continuity Agreement Economic Impact Assessment December 9, 2020 Summary The Canada-United Kingdom Trade Continuity Agreement (CANADA-UK TCA) replicates the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) on a bilateral basis. The CANADA-UK TCA, therefore, is meant to maintain the status quo in the Canada-U.K. trade relationship. In order to examine the impact of the CANADA-UK TCA, we must analyze the potential economic impact of a situation where no CANADA-UK TCA is in place and the U.K. is no longer part of the CETA. The United Kingdom officially left the European Union (EU) on January 31, 2020, and CETA will cease to apply to Canada–U.K. trade on January 1, 2021. To avoid a gap in preferential trade access into each other’s markets, Canada and the United Kingdom negotiated a trade continuity agreement - the CANADA- UK TCA - that provides Canadian exporters, services providers, and farmers with continued preferential access to the U.K. market carried over from CETA. CETA removed 98% of tariffs on Canadian goods and over time will remove approximately 99% of tariffs, in addition to the other CETA benefits including improved access for services, greater certainty and transparency, protection for investments and intellectual property. In the absence of CANADA-UK TCA, bilateral trade between the two countries would be governed by the World Trade Organization (WTO) rules alone, and goods trade between the United Kingdom and Canada would be subject to WTO most-favoured nation (MFN) duties. In May 2020, the United Kingdom announced the applied MFN tariffs, which it refers to as the UK Global Tariff (UKGT), that would take effect on January 1, 2021. -

The impeachment “inquiry,” supposedly prompted by the president’s Ukrainian call, is simply the most recent in a long series of “coups” that sought to overturn the 2016 election and thus preclude a 2020 reelection bid. The pattern gives away the game. Usually the serial futile attempts to abort the Trump presidency — with the exception of the Mueller Dream-Team debacle — were each characterized by about a month of media-driven hysteria. We remember the voting machines fraud hoax, the initial 2017 impeachment effort, the attempt to warp the Electoral College voting, the Logan Act, the Emoluments Clause, the 25th Amendment, the McCabe-Rosenstein faux coup, and various Michael Avenatti–Stormy Daniels–Michael Cohen psychodramas. Ukraine then is not unique, but simply another mini-coup attempt that follows the last failed coup and will presage another coup to take its place when it too fails to remove Trump. All of these efforts reflect a desperate effort both to reverse the 2016 election and to preclude a 2020 reelection effort, and, barring that, to drive down the Trump polls to the point of making him delegitimized. -

How Russian Hackers and Trolls Exploited U.S. Media in 20161 KATHLEEN HALL JAMIESON Director, Annenberg Public Policy Center Elizabeth Ware Packard Professor, Annenberg School for Communication University of Pennsylvania s Election Day approached in 2016, up to one in eight prospec- tive voters had not yet decided for whom to ballot for presi- Adent.2 The factors accounting for that atypical state of affairs included dissatisfaction with the candidacies of Republican nominee Donald J. Trump and his Democratic counterpart Hillary Rodham Clinton and large scale defection from the two major political parties.3 Indeed, nearly four in ten respondents told pollsters they considered themselves Independents.4 These phenomena made the electoral outcome especially hospitable to cues in the communication environment in the campaign’s final month. Among those signals were some originating with Russian oper- atives bent on sowing discord in the body politic and undercutting the candidacy of the first female presidential nominee of a major U.S. polit- ical party. Explaining how those Kremlin-tied operatives exploited susceptibilities within the social media platforms and mainstream U.S. press is my goal here.
