Is there going to be modification to current Yarrington Bridge to facilitate on fly over connection to IH 35 North and South. Yarrington Road was identified as a preferred connection point to I-35 as there is an existing overpass at the Union Pacific Railroad and the direct connection to I-35. 2 Anna Boling 8/2/2018 Comment Card D-3, Not D-2! Should this "plan" not come to fruition, do you have a Plan "B"? With the growth in the area, 150 will need greater Backup plan Currently, TxDOT and Hays County plan to move forward with the environmental capacity. Ownership and maintenance of road process to identify a recommended alignment. At this point, there is not a backup plan 2. Who will assume the maintenance of 150 in town and Center Street in particular should this change happen? to address the purpose and need for this project. Should the No-Build alternative be selected, roadway congestion and development in the area are expected to continue. TxDOT, Hays County, and the City of Kyle will coordinate on ownership and maintenance of the existing RM 150, Center Street, and any new alignments if a build alternative is selected. 5 [Not provided] 8/2/2018 Comment Card I've been to these meetings before, and it was clear to me at the first one that Corridor C was already chosen. The Questions on protected areas The Corridor C was previously identified as the preferred area to evaluate different reports were printed with that option as the featured one. The other corridors were listed merely for show. What we, Preference for Kohlers Crossing alignments for this project. the residents, want does not matter, as someone has already decided who will benefit from the building of a road Transparency and public input process that bypasses Kyle. Why are certain areas already protected from having a road go through them? I wish you people Water line The Kohlers Crossing connection was not selected in the previous study due to the would stop assuming we are too ignorant to see what is happening here. Printing out one map that shows only one proximity and impact to the schools and the lack of overpasses at UPRR and I-35. In option makes it clear what we say is irrelevant. If you were truly to show options, you would have planned this road addition, the City of Kyle Transportation Master Plan identifies a loop that would help to be the shortest, cheapest route to I35: That is to go through Kohler's crossing - an existing wide road. But I guess serve traffic looking for a connection to I-35 near Kohlers Crossing. Travel patterns will that would make it harder to hide the water line going to feed the unmanaged growth in Dripping Springs, wouldn't be evaluated as a part of this study. it? Public involvement is an important part of this process and the project team is evaluating all new alignments and input shared by the public. 6 [Not provided] 8/2/2018 Comment Card Who will be paying for this? Developers? Will there be a pipeline with it? I believe it's more necessary and definitely Funding Funding for construction has not yet been identified at this point and can potentially more beneficial to improve existing roads. Entrance - dangerously close to Arroyo Ranch. Why DS to 35? Eludes Pipeline come from multiple sources (state, federal, and local partnerships). downtown Kyle. Arroyo Ranch safety concerns Connection to I-35 This NEPA study is for a roadway facility and does not include planning for water or pipelines. No utility coordination has occurred and would begin later in the process. However, these issues are looked as part of the cumulative impact analysis. Sight distance and safe turning radii will be evaluated for all intersections. Additionally, safety comments for the intersection of Arroyo Ranch Road and RM 150 have been shared with Hays County and TxDOT staff for evaluation. The purpose of this proposed project is to relieve congestion and improve safety on the existing RM 150 facility from west of Kyle to I-35 and to provide additional links in the transportation network in this growing Central Texas region. Improvements to Center Street to add capacity would have significant negative impacts to property owners and businesses and the character of the area. Yarrington Road was identified as a better option due to the existing overpass at the Union Pacific Railroad and the direct connection to I-35. 7 JoAnn Villasana 8/2/2018 Comment Card I do not approve of new highway running through downtown Kyle + approve of current recommendations. Support recommendations Your preference has been noted and public input will continue to be an important part of this project 3 8 [Not provided] 8/2/2018 Comment Card A - Option A1 is best to leave space between Arroyo Ranch & gasline easement. Preference for A1 with signal Your preference has been noted and public input will continue to be an important part A - stop light at A1 & FM150 intersection Connection to Old Stagecoach of this project. B - To meet objective for traffic to bypass Kyle, are there plans to connect the bypass to Stagecoach, to have traffic feed into 2770? If not, shorter to go through town The existing connection of Old Stagecoach Road and RM 2770 would remain in place. In the previous study, the Kohlers Crossing connection was not preferred due to the proximity and impact to the schools and the lack of an overpass at UPRR and I-35. In addition, the City of Kyle Transportation Master Plan identifies a loop that would help serve traffic at RM 2770 looking for a connection to I-35 near Kohlers Crossing. 9 Larry Kruzie 8/2/2018 Comment Card I can live with any of the three proposed (D1, D2, D3) right of ways that is located near Roland Lane. I am the owner Preference for D2 Your preference has been noted and public input will continue to be an important part of Texas Old Town. If the right of way is on my East Boundary, it will be okay. If it is further East that will be fine also. If Impacts to Wildcat Hollow of this project. you could stay away from Wild Cat Hollow as much as possible I think that would be appreciated by the people who live in that subdivision. I think D2 is the one I favor the most. The environmental study is following the National Environmental Policy Act (NEPA) as an Environmental Impact Statement (EIS) and impacts to existing neighborhoods will be evaluated and considered.
