Meeting Minutes 130th Annual Congress Military Order of the Loyal Legion of the United States Philadelphia, Pennsylvania October 17, 2015 Commander-in-Chief Waldron K. Post called to order the 130th Annual Congress of the Military Order of the Loyal Legion of the United States at 8:00 a.m. on Saturday, October 17, 2015 at the Union League Club, Philadelphia, Pennsylvania. He then declared that a quorum was present. INVOCATION: Past Commander-in-Chief Jerry Carroon gave the invocation. PLEDGE OF ALLEGIANCE: Registrar-in-Chief Adam Flint led the Pledge of Allegiance. Copies of the minutes were present at the meeting available for review should anyone wish to do so. MOTION: Approve the minutes as presented in the Proceedings of the 2015 Mid- Winter Meeting. MOVED: Past Commander-in-Chief Harrison, SECOND: Past Commander-in- Chief Carroon MOTION PASSED REPORTS OF OFFICERS Elected Officers Commander-in-Chief Post: He discussed his attached written report noting his activities since the 2015 Mid-Winter Meeting. He thanked Past Commander-in-Chief Burden for his efforts in handling a very successful fund raising campaign for the Memorial Fund. He also thanked everyone for their support during the last two years. Senior Vice Commander-in-Chief Simmons: His attached written report was read by Recorder-in-Chief Kane. It discussed his activities since the 2015 Mid-Winter Meeting. Junior Vice Commander-in-Chief Rojo: He discussed his attached written report stressing the importance of reviewing and evaluating the Memorial Fund grants. He also noted we participated in the Living Legacy Tree Planting Program of the Hallowed Ground Partnership. He again mentioned the concept of having an Executive Director for MOLLUS. Recorder-in-Chief Kane: He discussed his attached written report on the current status of office of the Recorder-in-Chief. He also noted the Florida Commandery Charters had been produced using The Texas Commandery Charter as a model. Registrar-in-Chief Flint: An attached written report listing all the new Hereditary and Associate Companions, and one Honorary Companion since the 2014 Congress. He also provided a listing of the winners of the U.S. Grant, Daugherty-Thompson Cups, and the Lincoln Membership Medal of Honor. Chancellor-in-Chief Coleman: He discussed his attached report enumerating new Companions who have joined the Order since October 2014; 21 Hereditary and 3 Associate and 1 Honorary from 10 different Commanderies. Treasurer-in-Chief Tryon: Discussed his detailed attached financial report which included the proposed budget for 2016. MOTION: Approved the Financial Report and the proposed 2016 budget

Chaplain-in-Chief Carroon: He read his attached report listing Companions who have become deceased since the last Congress. Surgeon-in-Chief Heller: No report. Appointed Officers Editor-in-Chief Rock: Absent. His attached report was read by Treasurer-in-Chief Tryon. In his report he encouraged submittals of MOLLUS news relevant to our organization. National Quartermaster Coleman: He submitted his attached written report updating the amount of merchandise sold since the 2014 Congress. He again noted that reasonable lead-time should be given for requesting the ROTC medals and certificates. The Past Commanders Stars cost $200 plus shipping and take 4 to 6 weeks to be supplied. National Webmaster and National Membership List Coordinator Harrison: He discussed his detailed written report. He noted that he was delayed in producing the new roster for 2015. His report also included the proposed list of nominees for 2015- 2017 Commandery-in-Chief officers, which will be presented under the Nominations Committee report. National Historian Oliphant: No report. National Membership Contact Converse: He read his attached report. Washington DC Representative Rojo: He suggested the idea of creating some form of National Commandery starting with the formation of a Committee composed of members of all Commanderies that will address the Washington Representation with a strategy and objectives. Since he does not spend much time in DC, he suggests we look for a new DC representative. Standing Committee Reports Finance & Budget: Covered under Treasurer-in-Chief report Audit Committee: Attached written report submitted Chair Harold Colvocoresses Membership Committee: Sr Vice Commander-in-Chief Simmons discussed his attached written report regarding awards, and Companion Watson spoke on membership development.

Nominations Committee: The proposed list of nominees for 2015-2017 Commandery- in-Chief officers was read. Constitution & Bylaws: Covered under New Business.

Historic and Preservation Grants: The list of proposed grants contained in the attached committee report was presented by Jr. Vice Commander-in-Chief Rojo. The list was approved by Memorial Fund trustees. National Meetings: Jr. Vice Commander-in-Chief Rojo discussed his attached written report. Florida Commander Ward talked about the 2016 Congress being held in Pensacola, Florida, October 14-15 at Crown Plaza Hotel. Internet: Included in the attached National Webmaster report. Fraternal Relations: No report Special Committee Reports: Civil War Sesquicentennial: Past Commander-in-Chief Bury discussed his attached written report. He recommended the Commandery-in-Chief appoint a Special Committee to begin to focus on the special needs and programming that will reflect the nature and scope corresponding to that of May 30, 2009 Rededication Ceremonies of the Lincoln Memorial under the direction of the Presidential Commission. Library and Museum: Chancellor-in-Chief Coleman gave an update on the status of the Library and Museum. He noted that Oliver St. Clair Franklin and Sharon Smith, chair of the Board of Governors and President of CWMP respectively, will be attending our dinner. Commandery Reports CA: No report. Old Business Past Commander-in-Chief Burden gave a verbal update on the 2015 Memorial Fund fund-raising campaign. Commander-in-Chief Post presented Florida Commander Ward with the Meritorious Service Medal and the Florida Commandery charters. New Business Constitution and Bylaws The proposed Ohio amendment was read and discussed regarding Associate Members. The amendment is: b. Associate Companions shall pay the same dues and assessments as Hereditary Companions. Commanderies may provide for Life Membership for Associate Companions on the same basis as that provided for Hereditary Companions. Associate Companions may vote, serve on committees and be elected to Commandery offices, but no Associate Companion shall be eligible for election to office in the Commandery-in- Chief. MOTION: To approve the submitted proposed amendment to the MOLLUS Constitution and By-Laws MOVED: Past Commander-in-Chief Bury SECOND: Sr. Vice Commander-in- Chief Simmons MOTION PASSED The proposed Pennsylvania amendment was read and discussed regarding the admission of first cousins as Hereditary and Junior Companions is: Section 3. HEREDITARY COMPANIONS. The direct male descendants of the age of 18 years or more of (1) an eligible officer, or (2) the brother or sister (by blood) of an eligible officer; furthermore, (3) at its sole discretion, an individual Commandery may grant hereditary membership to the direct descendants of the immediate aunt or uncle (by blood) of eligible officers, that is, the first cousins of eligible officers. An applicant for membership shall furnish such evidence as may be required setting forth the facts upon which eligibility is claimed. Section 4. JUNIOR COMPANIONS. The several Commanderies shall provide for Junior Companions, and prescribe their rights and responsibilities. Any Companion of this Order (if his Commandery has made provision for Junior Companions) may file an application for Junior Companion in behalf of a direct male descendant under the age of 18 years of (1) a deceased eligible officer; or (2) a brother or sister of any such eligible officer; furthermore, (3) at its sole discretion, an individual Commandery may grant junior hereditary membership to the direct descendants of the immediate aunt or uncle (by blood) of eligible officers, that is the first cousins of eligible officers.

4 Such application is subject to the same requirements of evidence as that of a Hereditary Companion. No Junior Companion shall have the right to vote or hold office, nor shall he be subject to the per capita assessment levied upon each Commandery. Dear Commander-in-Chief Post,

I am pleased to make this report to you and the Companions attending the 130th National Congress of the Loyal Legion, in this, the 150th anniversary year of our Order. Since the February Mid-Winter Business meeting, I have attended several important functions, as we wrapped up the sesquicentennial oberservations of the Civil War across the country. On April 9th, PCiC Jeffry Burden and I represented MOLLUS at the sesquicentennial observance and reenactment of the Surrender Ceremony at Appomattox, Virginia. This was well attended, with excellent speakers and national news coverage. I then jetted over to Springfield, and served as the Master of Ceremonies for the Lincoln Tomb Ceremony, observing the 150th anniversary of our 16th President’s death. In July, I was in Alexandria, Virginia, attending the National Convention of the MOSB, not only as a National Officer, but bringing greetings from MOLLUS to the Commander General William Howard Jones, also a MOLLUS Hereditary Companion. In August, I attended the SUVCW National Encampment in Richmond, bringing greetings from yourself and MOLLUS. Especially enjoyable was an evening of stories reinforced by drinks, with the MOLLUS Companions in attendance, including John Grant Griffith, who is a great great grandson of General and President U. S. Grant. It has been my honor to serve under your Command, having learned much from you. I also appreciate the mentoring I’ve received from those Past Commander-in-Chiefs ahead of you, as well as the council and friendship of many different Companions and Officers at both the National and State levels. Some of you will follow as Commander-in-Chief, leading us into the future, with an eye on the past. “Learn to obey that you may learn to command”, was the motto at Wahlstatt, the Berlin Cadet School attended by Rittmeister Manfred Albrecht Freiherr von Richthofen, also known as The Red Baron.

To: Commander-in-Chief SUBJECT: 2015 Congress Report Dear Commander in Chief Post,

Having submitted separate reports as required by my additional responsibilities as Chair of the National Meetings, Historical Preservation and Grants Committees, plus the CinC DC Representative, it is with pleasure that I submit a summary of my activities as Junior Vice Commander in Chief since the Mid Winter Meeting.

The most important activity has been the effort to continue to review, discuss and update the value provided by the grants from the Memorial Fund, ensuring we know why we give and the importance of each contribution. We are ensuring that all members of the Historical and Preservation and Grants Committee are involved in at least one of the recipients and can articulate the purpose and value added to then and to MOLLUS. This continued action will prevent us from giving without a periodic review and our having the capability to explain our actions. And an item of interest is that our Treasurer in Chief does receive acknowledgments and thanks from the recipients. I have asked that these notes be shared with all, as this ensures we are in fact accomplishing our goals.

A new activity was our participation at the major tree planting ceremony this summer by the Living Legacy Tree Planting Program of the Journey Through Hallowed Ground Partnership. MOLLUS was asked to provide a keynote speaker and companion Mark Day who gave a great speech that was recognized as a most emotive moment during the ceremonies. Three trees were planted in remembrance of our three founding companions. The foundation has asked that MOLLUS becomes part of their board of directors. Given a change of leadership at the foundation this may be formalized at a later date through a letter to the CinC.

Further, we need to continue the discussion of having a dedicated MOLLUS Executive Director, taking into account the past experience when retired companions could take care of most day-to-day business areas that lack support. We need to ensure the growth we envision for MOLLUS in the near and long term future. As have experienced on various areas this year, most Companions, no matter how dedicated we are to our organization, have other jobs and obligations to tend to. Gentlemen,

I was honored to continue with my appointment as the MOLLUS Historical Journal Editor this past year. I truly enjoy the opportunity to serve the organization in this capacity and hope you all enjoy the Journal. I am always willing to take feedback as to layout or content and appreciate your critiques.

I would like to wish you all well and regret my inability to attend the Congress this year. I hope that it is eventful and enjoyable and some good work gets accomplished.

I once again encourage you to submit any MOLLUS news relevant to our organization. It is an exciting time for Civil War History and there is opportunity for membership recruitment. I am pleased to present my reports as National Webmaster, National Membership List Coordinator, and Chair of the National Standing Committees on the Internet and Nominations.

National Webmaster & National Standing Committee on the Internet Chair Report Presented below is a listing of the changes that have been made to the Website since the last Congress:

• There has been no change in the number of complete volumes of an original MOLLUS Commandery War Papers to the Website. We are still at 37 complete volumes now on-line: Illinois Commandery - Volumes 1, 2, 3, 6, 7, and 8; Indiana Commandery - Volume 1; Kansas Commandery - Volume 1; Maine Commandery - Volume 1, 2, 3, and 4; Massachusetts Commandery - Volumes 1, 2 and 3; Michigan Commandery - Volumes 1 and 2; Minnesota Commandery - Volumes 1, 2, 3, and 4; Missouri Commandery - Volume 1; Nebraska Commandery - Volume 1; New York Commandery - Volumes 1, 2, 3, and 4; Ohio Commandery - Volumes 1, 2, 3, 4, 5, and 6; and Wisconsin Commandery - Volumes 1, 2, 3 and 4. • Updated the Website listing of changes in the Commandery-in-Chief’s elected and appointed officers and committee appointments for 2013 - 2015; • Updated the Commandery-in-Chief Annual Award Recipient List; • Completion and placement of the Journal of Proceedings for the 2014 129th Report of the National Webmaster and National Membership List Coordinator October 17, 2015 Page 2

National Congress of the Commandery-in-Chief on the Website; • Completion and placement of the Journal of Proceedings for the 2015 Midwinter Meeting of the Commandery-in-Chief on the Website; • Continued placement of all Loyal Legion Historical Journals on the Website; • Continual updating of the MOLLUS Merchandise Website Price List and the addition of photographs for several of the merchandise; • Continued placement of the most recent Commandery newsletters on the Website; and • Continual updating of the National DOLLUS Website; and • Continual updating, as information is provided, of all the Commandery Web pages that still reside on the National Website.

National Membership List Coordinator Report There have been 45 Loyal Legion Historical Journals returned and 2 address change notifications received from the U.S. Post Office since the last Congress. All address changes are provided immediately to each Commandery when the Commandery-in- Chief is so informed. The cost associated with the returned Journals used to range between $0.54 to $0.57 each. Now, due to the interpretation of the U.S. Postal Regulations by the Post Office, which also has been confirmed by our mailing service, now ranges between $2.94 - $5.19 each depending on distance and weight of the item. Consequently the cost of the 45 Journal returns instead of costing $25.65 cost the Commandery-in-Chief $150.31; a 586 percent increase! In terms of the type of returns received, a few were the following two types:

However; the vast majority of the Journal Returns were of the type:

In the past, I have been able to absorb and, therefore donate the cost of returns and address changes. Given the significant increase in cost of the Journal returns, I was forced to request reimbursement, which I did and was subsequently provided by the Treasurer-in-Chief from the Memorial Fund.

I also have been in the process of adding past members names and ancestor information from old Recorder-in-Chief records to the older membership database and the current National Membership Database. This is a very long and tedious process. The databases currently contain 15,511 Companions. Finally, the two databases are periodically backed up on a separate onsite hard drive and periodically uploaded to a protected area on the National Server to ensure the Commandery-in-Chief membership data are not lost due to a failure of my computer. As a result of the recently adopted policy of charging non-MOLLUS members a fee to research the identity of and background information on the owners of MOLLUS Badges, the number of requests for such service has dropped to zero from non-MOLLUS members. I have, however, continued to provide this type of information to Companions.

Due to time constraints this last year, I was unable to produce the required “every five year” roster of MOLLUS and DOLLUS members. I will endeavor to provide this roster this next year

I understand that at this time of rememberance of the conflict that that may drive interest, however I believe the website is an anchor in itself to attract membership. And though I am retcent to award to much to any one person I must in all honesty commend PC-In-C Keith Harrison as a fundemental driver of that magnet and due all the respect that it warrents. FROM: CinC Washington DC Representative October 8, 2015 To: Commander-in-Chief SUB: 2015 Congress Report As noted in previous reports, there is little to report as to action items in the DC area with respect to what could be or should be our Lobbing efforts. To this end, I will repeat that in order for this office to have a dedicated effort, it is necessary to do so at the grass roots level with the Commanderies congressional delegations to ensure we have a voice and in time a vote in the Capitol. Perhaps, we could further discuss the creation of some form of a National Commandery, as part of this effort we can create a Committee composed of members of all Commanderies that will address the Washington Representation with a strategy and objectives. Once more, helped coordinate the second 5 De Mayo celebrations in Gettysburg. The event was larger that last year’s. Ms. Barbara Franco, the curator at the Seminary Ridge Museum and who initiated the celebration after reading the connection between the battles of Puebla and Gettysburg, has retired. At this point I am not sure if her replacement shares her same interest in growing the event and in time have a proper presence of MOLLUS, SUVCW and other allied organizations. Time will tell.

Further, as I do not spend much time in DC due to my job, I suggest that we search for a new DC representative who spends most of his time in the area and hopefully, whose job is related to lobbying.

We focused on the 2013 2014 fiscal year, which runs October 1, 2013 to September 30, 2014. We substantiated the major bank and investment account balances as of September 30, 2014 by agreeing balances on financial reports provided to us to bank or investment account statements:

Report of the National Committee on Meetings 2015 Congress Meeting

Commander-in-Chief Post and Companions:

I am pleased to report the current status of planning for future national meetings following the long-term calendar that my predecessor structured to ensure an effort for geographic balance and select places that present new venues, when possible.

MOLLUS Congresses as proposed to location (the date is up to the host commandery), are planned making an effort to involve as many Commanderies as practical; and, expand whenever possible ensuring participation from coast to coast. There needs to be more discussion with respect to holding future congresses in California and Texas. However, we need to be aware of the logistics of travel in relation to those who regularly attend and those who may be attracted or discouraged based on time/distance/costs. We also need firm commitment from the Commanderies to ensure they have the infrastructure and time to organize the congress.

Of course, our new CinC designate can probably organize a spare AA 737 to do a milk run and pick up most attendees.

The Civil War Sesquicentennial Committee was a Special Committee formed for the 150th Anniversary of the War of the Rebellion and observances of what was occurring 150 years ago. The period set forth for this committee concludes with this Congress. The National Award for the Ohio Commnadery’s “Lincoln at Cleveland 2015” is still pending and the respective 150th anniversaries of the Founding of various Commanderies are yet to come; we recommend that the Commanderies make special programs to celebrate their respective founding.

We would draw the attention of the Commandery in Chief to the current 100th Anniversary of the building of the Lincoln Memorial under Chief Justice and Former President Taft (who was an Honorary Companion of the Loyal Legion), and the corresponding 100th Anniversary of the Dedication of the Lincoln Memorial charged by President Warren Harding to the Loyal Legion. After discussion with Companions Harold Holzer and Frank Williams who represent the Lincoln Foundation (Formerly the Lincoln Bicentennial Commission) and the Lincoln Forum respectively; we would recommend the Commandery-in-Chief to appoint a Special Committee be begin to focus on the special needs and programing that will reflect the nature and scope corresponding to that of May 30, 2009 Rededication Ceremonies of the Lincoln Memorial under the direction of the Presidential Commission.

This Special Committee welcomes suggestions and any further direction(s) that the Commander-in-Chief and the Commandery-in-Chief so wishes us to take/make.

Report On The Civil War Museum Of Philadelphia

Two MOLLUS Companions are members of the Board of Governors of the Civil War Museum of Philadelphia. Rob VanGulick, Past PA Commander, continues to serve as the PA MOLLUS representative on the Board. He also serves as the Board Treasurer. Joe Coleman serves as the representative of the Commander-in-Chief. The Board meets quarterly and an Executive Committee of the Board, of which Rob is a member, meets an additional four times annually.

The Board is engaged in ongoing discussions with the Gettysburg Foundation (GF) and the National Constitution Center (NCC) on a permanent exhibit at the NCC and extended storage at the Gettysburg Visitor Center. Language is being developed to effect such an arrangement. The Board has had the luxury of having attorneys at Pepper Hamilton, through the courtesy of Board member Judge James Giles, work on the necessary documents to effect the agreement. Due to the involvement of the Philadelphia Orphans Court and the Pennsylvania Attorney Generals office, key players in anything related to the CWMP and the disposition of the collection, legal requirements are daunting. Judge Advocate-in-Chief Jerry Fisher has also been involved in the review of letters of understanding being developed as part of the process.

For those attending the dinner this evening, Oliver St. Clair Franklin and Sharon Smith, Chair of the Board of Governors and President of the CWMP respectively will be in attendance showing their strong support and acknowledgement of MOLLUS as the founders of the CWMP (formerly the Civil War Library and Museum).

CONNECTICUT COMMANDERY REPORT TO MOLLUS CONGRESS

October 17, 2015

The Connecticut Commandery currently has 34 hereditary, 9 associate, 4 honorary, 2 senior life members and 4 dual.companions, for a total of 53.

Since our mid-year report in February our Commandery has been fairly active.

Several Companions met on June 8, 2015 at Cedar Hill Cemetery in Hartford to place flags on the graves of Civil War officers. We noticed that the grave of General Joseph Hawley was in poor condition, so we voted to contribute to the Cedar Hill Foundation for the restoration of that grave. We keep finding more Civil War officers graves to decorate.

On July 26, 2015, companions met for our annual meeting at the GAR hall in Rockville, CT. We discussed at length the proposed bylaws amendment, which would have allowed associate companions to hold state level offices. A majority of the CT companions voted against this amendment.

On September 20th, Companions Lee Tryon and Jerry Carroon represented MOLLUS at the Massing of the Colors event in Niantic, CT. At this event, hereditary and patriotic organizations bring their flags together; Lee and Jerry carried our CT MOLLUS flag. This year the event was hosted by the Connecticut Society of Colonial Dames of the 17th Century.

On September 26th, Companion Peter Stevens presented the MOLLUS “ROTC” medal to Cadet Shannon Balance at the U.S. Coast Guard Academy; she was also given a copy of Union Blue and a check for $200.

Annual Report of the District of Columbia Commandery, Military Order of the Loyal Legion of the United States

Commander-in-Chief Post,

I have the honor of presenting you and the Officers of the National Commandery MOLLUS with this report on the activities of the District of Columbia Commandery which also includes the States of Delaware, New Jersey, Maryland, and the District of Columbia and suburbs.

TRANSFER OF COMMAND: On July 9, 2015, Col Robert D. Pollock, USAF (ret) celebrated his retirement from the Pentagon. He and his wife moved shortly thereafter to Urbana, Ohio. Prior to leaving the area, Commander Pollock transferred command of the District of Columbia to Kevin L. Martin. The District of Columbia Commandery has greatly benefitted from Rob’s leadership and we thank him for many years of his service to the Organization.

LINCOLN AT THE CROSSROADS ALLIANCE (LATCRA): At the request of President Maria Elena Schacknies, we have been invited to provide a MOLLUS liaison to LATCRA who will also sit on the LATCRA Board of Directors. I have agreed to fill this position.

EVENTS & MEETINGS: OnDecember 4, 2014,weheldour66th Biannual Elections and made awards both inside and outside MOLLUS during our Holiday Luncheon at Fort Myer. In February 2015 we had the honor of hosting the Mid-Winter meeting of MOLLUS, and our Gala Lincoln’s Birthday Dinner in Alexandria, VA. We participated in Remembrance Day in Gettysburg, Appomattox Courthouse 150th, Lincoln’s Tomb Ceremony in Springfield, both the traditional and observed Memorial Day in Arlington, and Fourth of July. We were also represented in the 2015 Sons of Union Veterans of the Civil War National Encampment in Richmond, Virginia

Re: Congress 2015 report from the Michigan Commandery

Greetings Commander-in-Chief Post, National Officers, and fellow Companions:

The membership of the Commandery stands at twenty-nine. Our treasury stands at $1,113.47 in our savings account and $2, 120.98 in a CD.

The Commandery remains active in honoring the soldier of the Civil War and President Abraham Lincoln. Quite often, the Commandery joins or is joined by members of the Allied Orders of the G.A.R. in ceremonies and other programs. Events since the Mid- Winter meeting include –

1. Conducted and/or participated in Memorial Day exercises in Traverse City, Grand Rapids, Lansing, Flint, Flushing, and Bay City.

2. On May 30, helped dedicate a new memorial boulder with bronze tablet in Dutton, MI, recognizing the service, support, and sacrifice of the residents of Gaines Township in 1861- 1865.

3. On May 30, dedicated a new granite marker at the grave of Captain Christopher C. Bruton, identifying him recipient of the Medal of Honor. His grave gave no indication to his Civil War service. I hope to submit this story for a future article in the Journal.

Bruce Butgereit was elected as Commander of the Commandery in July of 2003; relieving Companion Keith Harrison who had faithfully served in that position for seventeen years. After twelve years, Bruce has decided that it was time to not seek re-election and to allow other capable officers to serve.

At our 10 October, 2015, meeting, the following officers were elected –

EXCELSIOR! This report covers the activities of the New York Commandery since the February 2015 Mid-Winter Meeting.

Membership: The Commandery continues to promote our Commandery and actively seek new members. It should be noted that in February the New York Commandery bestowed an honorary membership upon national recognized Lincoln scholar, Harold Holzer.

ROTC Partnerships: The New York Commandery this spring partnered with the Naval ROTC (NROTC) program at Rutgers University, whose NROTC program covers several area schools within the scope of the Greater-New York Metropolitan area, including Princeton University where we’ve had a long standing Army ROTC relationship. On May 1st, 2015, we presented the innugural New York Commandery NROTC Scholarship to Midshipman 3/C William Tower. Princeton University Army ROTC awardees this year were Joshua Hamilton and Brian Malmgren.

To Commander-in-Chief Post, The Officers and Companions assembled at the 2015 Congress-The Union League, Philadelphia, Pa,; The Ohio Commandery submits the following report to the Commandery-in-Chief.

The Ohio Commandery having met in regular session at the Rutherford B. Hayes Presidential Center, on 12 September 2015, enacted the following Resolutions:

1) The Ohio Commandery does not support amending Constitution regarding the membership eligibility to include “First Cousins” as Hereditary Companions of the Order. Additionally at the Meeting of the Ohio Commandery it was brought to our attention that The Aztec Club which was also formed based on the Order of the Cincinnati, recently changed their eligibility to include Cousins, and was later informed by the Order of Cincinnati’s Board of Officers that they no longer regard the Aztec Club within the same Socially Prestigious Standing as a result of deluding the blood lines of representation within the Aztec Club’s membership. 2) The Ohio Commandery requests all Commanderies to support enacting the change in the Regulations to enable Commanderies to allow Associate Companions to be elected to Commandery Offices. It is the consensus of the Commandery that Associate Companions not only want to be contributing members, but want to have more abilities to serve the Order. A copy of the proposed changes are hereto attached.

The Ohio Commandery’s five month long series of events under the umbrella of “Lincoln at Cleveland 2015” which was the 150th Commemoration of the Lincoln Funeral Visitation to Cleveland, Ohio recently won an Outstanding Award from the Ohio Historical Society. The Award was presented at the Annual Luncheon Meeting of the Ohio Historical Society within the History Outreach Awards which recognizes outstanding projects that have educational content, that have contributed to the promotion and understanding of local and state history, and that have had an impact on the community– in other words, projects that inspired, connected, and educated their audiences to local history. On behalf of the Ohio Commandery, Past Commander-in-Chief Gordon R. Bury received the Award. Ohio was further represented by Ohio Commander Col. Robert Pollock, Senior Vice Commander Peter Hristko, and Companion Tim Daily along with DOLLUS National President Lynne Bury, Dames Judy Hristko and Mary Louise Daily.

The awards submission was under the category of “Public Programing”, which includes, but are not limited to, school programs, workshops, tours, and lectures. Programs were judged on their historical and educational value and on their implementation. Included with the over 400 page award nomination materials was written descriptions and photographs of the five month long series of programs. The judges determined whether the public programs were award-worthy based on submitted nomination materials. The Ohio Local History Alliance’s Outstanding Achievement Award for Historical Outreach is a State Level Award. Also, it is hoped that the same type of National Award on the same basis, will be made early next year from the American Association for State and Local History (AASLH). Gordon R. Bury Gordon R. Proposed Amendment 60 Day Notice The Commandery of the State of Ohio, MOLLUS wishes to offer the following proposed Amendment to Article V, Section 5, Subsection b of the Constitution and Bylaws of the Military Order of the Loyal Legion of the United States, which currently reads: b. Associate Companions shall pay the same dues and assessments as Hereditary Companions. Commanderies may provide for Life Membership for Associate Companions on the same basis as that provided for Hereditary Companions. Associate Companions may vote and serve on committees, but no Associate Companion shall be eligible for election to office in a Commandery or the Commandery-in-Chief. ………………………………be amended to read: b.
