FIT Tokyo | 8 mei 2014 ________________________________________________________________________________ 5 1 VOORWOORD Op 8 september 2013 wees het Internationaal Olympisch Comité de Olympische en Paralympische Zomerspelen van 2020 toe aan Tokyo, Japan. De Olympische Spelen zullen er doorgaan van 25 juli tot 9 augustus; de Paralympics van 25 augustus tot 6 september. Als onderdeel van zijn kandidatuur lanceerde het “Tokyo 2020 Bid Comité” realisatieplannen voor de Spelen2. Het Comité voorziet daarin voor 383 miljard Japanse yen (4,4 miljard dollar) aan investeringen in sportinfrastructuur3. In die plannen zijn 37 sportstadia opgenomen, waarvan 22 nieuw te bouwen, 2 grondig te renoveren en 13 herin te richten. Van de 22 op te richten stadia zijn 11 tijdelijke structuren, die niet inbegrepen zijn in bovenvermeld budget. Het Comité verwacht deze door sponsors te laten financieren4. Daarnaast dient ook het Olympisch dorp voor de atleten volledig uit het niets opgebouwd en het internationaal mediacentrum (televisieverslaggeving en perscentrum) grondig vernieuwd te worden5. Deze marktstudie bespreekt kort het verloop van de overheidsaanbestedingen die zullen gebeuren voor de Olympische Spelen in 2020. Daarna volgt een overzicht van de belangrijkste voorziene projecten voor sportinfrastructuur, met per project een aanduiding van de tenders die gepland zijn in het Japanse fiscale jaar april 2014-maart 2015. Buitenlandse bedrijven kunnen in principe deelnemen aan de tenders die door de Japanse overheid zullen uitgeschreven worden. In de praktijk blijkt dat het volledige tenderproces in het Japans zal gebeuren. Daarom bespreekt deze studie als afsluiter een aantal strategieën die Vlaamse bedrijven kunnen volgen om hun kansen bij deze aanbestedingen in Japan te verhogen. Deze studie beperkt zich tot de bouw van de grote sportinfrastructuurwerken. Het zijn die projecten die het tijdschema bepalen voor de toelevering van andere producten en diensten voor de Olympische Spelen in Tokyo. Daarom is dit studiewerk niet alleen interessant voor bedrijven die toeleveren aan de bouwsector, maar ook voor firma’s die technologie en kennis aan te bieden hebben voor de sportsector. Het “Olympic Venues Department” van het Tokyo Organisatie Comité voor de Olympische Spelen (Tokyo Organizing Committee for the Olympic Games – TOCOG) zal in nauw overleg met TMG de vereisten voor de permanente sportaccommodatie vastleggen, deelnemen aan de beoordeling van de tenders en de designconcepten, controle uitoefenen op de realisatie van de bouwwerken en communicatie met het Internationaal Olympisch Comité vergemakkelijken. TOCOG coördineert planning, design, uitschrijven van tenders en management van de bouwwerken. Die informatie is alleen beschikbaar in het Japans. Engelse vertalingen van een groot aantal aanbestedingen van de overheid zijn beschikbaar op https://www.jetro.go.jp/en/database/procurement/local. Als de tenders voor de Olympische Spelen hierop zullen verschijnen, dan zal dat gebeuren onder Procuring Entity: 13000 Tokyo-to. Buitenlandse firma’s die aan deze tenders willen deelnemen, houden er beter rekening mee dat ze erkend moeten worden door de Japanse overheid volgens de Japanse “Business Construction Law”6. Deelnemen aan de aanbestedingen kan on-line na registratie met een elektronische identiteitskaart7. In maart 2014 heeft TMG alvast een lijvig overzicht van 1369 bladzijden over de aanpak van die studie gepubliceerd, echter alleen in het Japans9. De studie kan interessant zijn voor bedrijven die willen meedingen voor de infrastructuurwerken. Zij worden immers verwacht om zelf ook een milieu-impact-studie op te stellen10. De publicatie is ook interessant omdat het meer gegevens verschaft over de 37 sportstadia die zullen gebruikt worden tijdens de Olympische Spelen. In wat volgt zullen de 11 nieuwe permanente sportstadia, de 2 te renoveren permanente sportstadia, het nieuw te bouwen atletendorp en het te renoveren internationaal mediacentrum in het kort behandeld worden op basis van de Japanse- en Engelstalige bronnen die hierover op dit moment beschikbaar zijn.
