INTERNATIONAL JOURNAL OF ECONOMICS AND FINANCE STUDIES Vol 10, No 1, 2018 ISSN: 1309-8055 (Online) THE DEVELOPMENT AND APPLICATION OF A REGIONAL AND LOCAL ECONOMIC DEVELOPMENT ASSESSMENT INSTRUMENT Daniel Francois Meyer, North-West University, South Africa [email protected] ─Abstract ─ ─Abstract ─ Globally, local economic development (LED) is recognised as a strategic process that assists with the acceleration of economic development in local regions, in both developed and in developing countries. Economic development practitioners have a need for user-friendly assessment instruments and tools to analyse and compare economic development in regions. The aim of the study was therefore to develop and apply an instrument to assess the economic development potential of a region since such a comprehensive strategic and practical instrument does not exist. Various types of regions, from national to local, could be assessed and compared using the instrument. The development potential (DP) of a region has been formulated as the aggregate of all local resources (R) multiplied by the aggregate of local capacity (C); therefore DP = R x C. Extensive research has lead to the identification of variables contributing to the extent of the local resources and capacity. The methodology included the identification of variables representing capacity and resources and the allocation of values for each variable through a quantitative survey method which included 380 local business people. The instrument was tested in a developing region in South Africa known as the “Vaal-Triangle” region, which includes the municipal areas of Emfuleni, Metsimaholo and Midvaal. In testing and applying the instrument in the study region, it was found that all three areas had low economic development indexes of below 30 (where the maximum is 100).

  • Integrated Development Plan (Idp) 2020/2021
INTEGRATED DEVELOPMENT PLAN (IDP) 2020/2021 FOREWORD BY THE EXECUTIVE MAYOR Once more, our communities in Emfuleni will undoubtedly exercise their democratic right to meaningfully participate in their municipality‟s annual planning processes through both the Integrated Development Plan (IDP) and the budget for the 2020/2021 financial year. The IDP and Budget Public Participation are mechanisms aimed at redressing the impact of over 300 years of colonization, exploitation and oppression of the masses of our people which subjected the nation to immense poverty, inequality and unemployment. The IDP and the Budget, as legal instruments, seek to expresses the balance between the people‟s aspirations and the availability and utilization of resources. This is done in order to realize the developmental agenda of the democratic government as dictated to by the electoral mandate. In our preceding IDP report as a municipality we presented substantial programmes that were guided by the imperatives of the Financial Recovery Plan (FRP) of the Municipality. That report further gave details on planned interventions by both the national and the provincial governments in assisting the Municipality to achieve a speedy recovery. IDP reports are presented to the general public as well as to various stakeholders as a detailed account of progress made from the previous financial year. To a greater extent, the substance of the last IDP was influenced by various government policies aimed at ensuring that service delivery is given priority in the current crisis, with a more pointed focus on water and sanitation and other related infrastructure backlogs. The draft IDP and Budget published during the public participation process attracted an insurmountable volume of significant comments from the public, the political leadership and management.

  • Water Management at a Large Opencast Strip Coal Mine in South Africa
8th International Congress on Mine Water & the Environment, Johannesburg, South Africa Water management at a large opencast strip coal mine in South Africa D.A. Salmon Principal Engineer, Anglo American Technical Division, Civil Engineering Department PO Box 61587, Marshalltown 2107, South Africa. #$564#%6 Water is a scarce resource in Southern Africa. Potential mining impacts on this resource are crucial to the management of water on the national scale. This paper describes the water management issues and approaches taken by Anglo Coal’s New Vaal Colliery from mine planning through to the full operational stage of the mine. New Vaal Colliery produces up to 15 million sales tons of coal per annum from an opencast strip operation developed adjacent to large residential and industrial areas and to the Vaal Barrage, a strategic surface water resource in Gauteng Province. The mining area also overlies the largest and most utilised aquifer in South Africa, the Transvaal Dolomite. Opencast strip mining takes place in three seams previously mined by underground bord and pillar methods and which were flooded by water treatment effluent prior to re mining. Opencast mining commenced in 1984. This paper describes the geohydrology, water management challenges and the management measures used to overcome the issues of mine flood control, mine drainage, and the prevention of surface and ground water pollution. The hydrology and the geohydrology, the results of water monitoring, pump testing, mine water chemistry determinations, ground water and surface water modeling, prediction of the post mining water scenarios are detailed. In particular, the relationship between three aquifers, river alluvium, Karoo rocks and the Dolomite and the flooded underground workings is described.
