Several state-supported digital vigilante groups emerged in Russia at the downturn of the pro-Kremlin youth group Nashi (Ours), when its former commissars formed issue- specific movements to counter perceived legal and moral offences through exposure of targets on social media. One of such groups is StopXam (Stop a Douchebag), specializ- ing in road-traffic and parking violations. StopXam participants confront the drivers and retaliate by placing stickers that read “I spit on everyone I drive where I want” on the targets’ windshields. The retaliation is often accompanied by verbal and physical fighting; the process is filmed, edited, and shared on YouTube, receiving millions of views. While digital media made such practices possible, traditional broadcasters maintain significance in rendering meaning to the phenomenon of vigilantism and in framing vigilantes, their targets, police, and other actors. As the existing literature on digital vigilantism is predominantly focused on digital media affordances, this article aims to address this gap through a qualitative analysis of traditional media coverage of StopXam.

The Thematic Section shows their tree species composition in two different ways. The legend is placed at the beginning of each set of maps. If you are looking for an area near a town or village Go to the Index on page 153 and find the alphabetical list of settlements by English name. The Cyrillic name is also given along with the map page number and coordinates (latitude and longitude) where it can be found. Capitals of regions and districts (raiony) are listed along with many other settlements, but only in the vicinity of intact forest landscapes. The reader should not expect to see a city like Moscow listed. Villages that are insufficiently known or very small are not listed and appear on the map only as nameless dots. Vilyuiskaya 28, Novosibirsk 630126 Russia email: [email protected] Received June 23, 2013 Abstract—The paper discusses he dynamics of the cycles of longmonitored (1971–2012) wood grouse pop ulation inhabiting the experimental unit of the AllRussia Research Institute of Game Management and Fur Farming, as well as the dynamics of the cycles of 12 other populations in the Novosibirsk region that were sub ject to monitoring from 2000 to 2012. The population sizes were estimated using annual walkthrough surveys conducted according to uniform methods. The chronograms were tested for latent harmonic components. The districts involved in the walkthrough survey were attributed the spectra of population dynamics and eval uated in terms of periods and the power of the harmonic components of each spectrum. It was identified that the spectrum of the population dynamics was comprised of eight pronounced harmonic components differing in amplitude and power; the most powerful components referred to periods of 4.5 and 14.9 years. The rela tionship between the rate and the power of the dynamics of the wood grouse population cycles differs depend ing on the district of the Novosibirsk region.

The work employs standard methodological tools for the development of the regional strategic documents, such as assessment of the situation, general principles of the socioeconomic development of the Northern and Arctic regions, characteristics of the main tools and expected results of the strategy, and spatial planning issues. The new policy is aimed at the comprehensive elimination of the development contrasts between the municipalities of the North and the Arctic region. Great expectations are associated with the introduction of innovations in the universal delivery of the critical services and products to the remote towns and settlements of the region. The main methodological innovation applied in the Strategy is the establishment of three project offices working on the problem on three large-scale levels.

Based on NOAAfAVHRR satellite normalized diffbrence vegetation index (NDVb data of the ice-free periods in 2000 and 2001, we eval:ated the seasonal changes in the lake area and the sgrrounding vegetations of the Lake Chany complex. In Iate April or early May, the maximum lake area was observed and the lake area decreased drastically until late May or early June. T}ien, the }ake area decreased gradually from early Jtme to late Aug"st. Tke lake area in August was about 70 9'6 of the maximum. TheR, the area tends to inerease by early October. Compared with the grouRd truth in August 2001, the seasonally fiuc£uated areas on NOAA images corresponded to tke vast vegetations with severa} km in width of reed (Phragmites commztnis) stands which seem to be infigeRced by the inflow of snow meltwater aRd the growth of reeds.
