C 126/4 EN Official Journal of the European Union 18.4.2015 NOTICES FROM MEMBER STATES DECISION No 807 of 4 December 2014 on the opening of a procedure for granting authorisation for prospecting and exploration of oil and natural gas — subsurface natural resources under Article 2(1) point 3 of the SRA in the area of ‘Block 1-22 Teres’, located in the exclusive economic zone of the Republic of Bulgaria in the Black Sea, and on the notification of the granting of authorisation through a competition (2015/C 126/04) REPUBLIC OF BULGARIA COUNCIL OF MINISTERS Pursuant to Article 5 point 2, Article 7(2) point 8, Article 42(1) point 1 and Article 44(3) of the Subsurface Resources Act and Article 4(1) point 1 and Article 16 of the Ordinance on conducting competitions and tenders for granting licenses for prospecting and/or exploration and concessions for extraction of subsurface resources under the Subsurface Resources Act, adopted by Decree No 231 of the Council of Ministers of 2010, THE COUNCIL OF MINISTERS HAS ADOPTED THIS DECISION: 1. The Council of Ministers opens a procedure for granting authorisation for prospecting and exploration of oil and natural gas in the area of ‘Block 1-22 Teres’, located in the exclusive economic zone of the Republic of Bulgaria in the Black Sea, with a size of 4 032 km2, with coordinates of the boundary points from No 1 to No 7 according to the Annex. 2. The Council of Ministers informs that the granting of the authorisation under point 1 shall be carried out through a competition in absentia. 3. The Council of Ministers determines that the authorisation period for prospection and exploration shall be 5 years from the date of entry into force of the contract for prospecting and exploration with the right to extend this period pursuant to Article 31(3) of the Subsurface Resources Act. 4. The deadline for purchasing the competition dossier shall be 17.00 on the 120th day following the publication of this Decision in the Official Journal of the European Union. 5. The deadline for submitting applications for participation in the competition shall be 17.00 on the 140th day following the publication of this Decision in the Official Journal of the European Union. 6. The deadline for submitting the proposals under the competition dossier shall be 17.00 on the 155th day following the publication of this Decision in the Official Journal of the European Union. 7. The Council of Ministers determines that the price of the competition dossier shall amount to BGN 10 000. The competition dossier can be obtained at the Ministry of Energy within the period set out in point 4 upon submission of a payment order. 7.1.   • Medininkai Castle Medininkai Castle It Is One of the 5 Objects Presented
    Newsletter No.2 For everyone interested in improving the accessibility of cultural heritage and tourism development Medininkai Castle Medininkai castle - is the largest enclosure type castle in Lithuania and one of the largest defensive structures of this type in the Eastern Europe. The castle was built by Grand Duke of Lithuania Gediminas (1316-1341) in order to protect the Grand Duchy of Lithuania from the attacks of the Teutonic Order. The castle was used purely for defensive purposes: it had no duke and there was no settlement around it. The exact date of the construction of the castle is not known. The first time when the castle was mentioned in historical sources was only in 1387, in the descriptions of the routes of the scouts of the Teutonic Order. At that time Medininkai was one of the largest cities of Lithuania and the defence centre. After the christening of Lithuania (1387) one of the first seven churches was built here under the order of Grand Duke of Lithuania Vytautas. The significance of the castle was the highest at the end of the 14th century - the beginning of the 15th century when it was used for defence. It is known that Algirdas and Jogaila, the son and grandson of Duke Gediminas. Later the castle became the summer residence of Grand Duke Kazimieras Jogailaitis. In 1415, Grand Duke of Lithuania Vytautas wrote a letter to Grand Master of the Teutonic Order in Medininkai castle, while in 1426 he called the castle “his own”. In the following centuries, the significance of Medininkai castle decreased and manor buildings were established here.

The LiDAR-based digital elevation models of representative sample areas of morainic uplands of the Last (Weichselian) and pre-Last (Saalian) Glaciations in Lithuania were selected, and the terrain ruggedness index (TRI) and slope angles (SAs) were calculated. Former hypsometric studies of the topography in Lithuania were mainly dealing with the indication of maximum, minimum or average altitudes of relief derived from topo- graphical maps. The SAs and TRI were calculated for the pattern areas (16 × 16 km) and their central smaller parts (5 × 5 km). In order to test how much morphometric parameters are dependent on the size of a sample area, smaller areas (located in the central parts of all five patterns) were analysed in a similar way, calculating SA and TRI values. The same order of the mean values of SAs was determined: the steepest slopes are characteristic of the Tauragnai, Plateliai and Vištytis patterns, and the gentlest slopes of the Varniai and Medininkai patterns.
