Background • On 16 April 2018, five metropolitan Jobs and Skills Centres (JSCs) opened Eight regional JSCs are now also operational. • The McGowan Government s Plan for Jobs included a commitment to establish TAPE colleges as one-stop shops • JSCs provide a single point of contact to assist local community members and businesses with their career, training and employment needs

Current situation • On Tuesday 26 February the Geraldton Jobs and Skills Centre will be launched by the Minister for Education and Training. • JSCs provide a single point of contact to assist local community members and businesses with their career, training and employment needs • The launch event is a media and stakeholder engagement opportunity. • The event will be attended by approximately 70 people including the Minister for Education and Training, State Training Board members, union representatives, key community and industry representatives, Central Regional TAPE (CRT) stakeholders and the media. • Mr Bill Swetman, Managing Director CRT will act as master of ceremonies for the event. • Service agreements with the contracted providers have been signed and are in effect • A speech will be given by the Minister. • An Aboriginal elder will conduct the Welcome to Country • The Minister is requested to provide an address launching the Geraldton JSC, walk through the Geraldton JSC facility, do a short piece to camera for the media and network with stakeholders over a morning tea

Speech • I am pleased to be here today to officially launch the Geraldton Jobs and Skills Centre.

• The Geraldton Jobs and Skills Centre forms part of a network of Centres which have been established statewide.

• Geraldton is the fourth regional JSC to be officially

launched.

• Last year the Premier and I launched 5 metropolitan Jobs and Skills Centres, and we have also launched regional

Centres in Peel, Kalgoorlie and Albany.

• Over the next couple of months we will be launching further regional JSC s in Karratha and Broome.

• The Geraldton Jobs and Skills Centre combines and integrates the resources of Central Regional TAPE and Page 2 of 4

Joblink Midwest to deliver career, training and employment information and assistance to the Mid West region of Western Australia.

• The regions are very different to city, which is why we have taken our time to consult with the local community and find the right model that will work for each location.

• In Geraldton, this model includes a satellite service point in the CBD, in recognition that not all clients can be serviced from this TAPE campus.

Client Groups

• The Jobs and Skills Centre will build on the strengths of Joblink Midwest and Central Regional TAPE to provide

specialist local support.

• The combination will ensure services are tailored to meet the needs of the Mid West region.

• This includes helping local industry or employers looking for assistance in recruiting, or looking for assistance in who is coming out of their local training colleges and what qualifications they have. Page 3 of 4

• It includes assisting young people who need a bit of guidance on what is available to them or what matches their passion or desire.

• It will work closely with schools and youth service partners in the region.

• The campus location of the Geraldton Jobs and Skills Centre is situated close to Geraldton Senior High School and is easily accessible by career partners and other interested parties.

• A key factor in the design of the service model for the Mid West region was that to be successful, services need to extend outside of Geraldton and be available to outlying

areas.

• Outreach services will be provided throughout the Mid West and Gascoyne regions, from Exmouth in the north to Wiluna in the east and Cervantes in the south.

• And an additional drop-in centre will also be available to clients in Carnarvon at the Central Regional TAPE campus.

• The Geraldton Jobs and Skills Centre has only been open for a few weeks, but is already seeing solid results.

• Some 65 individuals and organisations have benefited from services offered by the centre.

• A total of 25 career guidance sessions have been held.

• Fifteen clients have been assisted with career action plans, 16 with resume support and 9 with job applications.

• As well as practical support, the service is also already providing mentoring services to young people in the Mid

West.

• These positive outcomes are sure to continue as the Centre becomes more established.

Concluding remarks

• The Geraldton Jobs and Skills Centre is a big step forward in the provision of practical assistance to local business, industry and jobseekers to enable the take up of opportunities that will be created by the future growth and diversification of the Mid West economy. Page 5 of 4

SCHOOL BACKGROUND/HISTORY: John Willcock Senior High School was established in 1975 The school has also been known as the Highbury Street Campus of Geraldton Secondary College, taking responsibility for secondary students in the public school sector from Years 8 and 9. In 2004, the Geraldton Secondary College separated and became John Willcock College (Years 8 and 9) and Geraldton Senior College (Years 10 to 12)

In 2015, John Willcock College celebrated the 40th anniversary of the school on the site. During that year, Year 7 students came on site for the first time and the cohort grew to include students from Years 7 to 9

In 2015, Hon Peter Collier MLC, then Minister for Education, announced, after a period of public consultation, that John Willcock College would return to a Year 7 to 12 school. A process of rebranding occurred and after canvassing public opinion, a new school name was decided upon - Champion Bay Senior High School. The rebranding exercise has included a new crest that reflects the historical and contemporary context of the school and the area, and a new uniform.

The school is well known for its flagship ICT program and 1.1 device program, currently providing an iPad to each enrolled student. The school has also developed a successful music program involving performance and instrumental opportunities.

In 2014, John Willcock College provided a humanities and social sciences international tour to the Western Front for selected students in Years 9 and 10 In 2016 and 2018, selected students visited China as an international tour opportunity

• It s great to be here to celebrate the beginning of a new era for your school

- new name, new facilities and classrooms, new uniform, new logo and a new cohort of students.

• I was here around the same time last year when the new facilities were under construction, so it’s great to see the end result. I know the Premier also visited in August to see the progress both here and at Geraldton Senior High School.

• 2019 is a pivotal year for education in Geraldton, with both government secondary schools expanding and able to offer first-class, modern learning environments and a focus on specialist learning.

Page 2 of 5 • As you can see, today s new schools are pretty spectacular - they look more like university campuses than a traditional high school - and they are built to help students develop the skills we know they’ll need for the jobs of the future.

• Champion Bay Senior High School is no exception.

• The new metal, wood, combined and digital technologies facility has a little nod to the past being named the John Willcock Technologies Centre, while providing first class modern facilities.

• There is also a new dance studio, music centre, student services centre and cafeteria, as well as refurbishments to the admin area, performing arts theatre and media studies facilities.

• These have all been designed to ensure you get the best out of your education so that when you graduate from school, you’ll have not only the practical knowledge, but the skills we know you’ll need to have a great future - critical thinking, creativity, communication, flexibility, leadership, initiative, technology literacy and collaboration.

• But while all of these facilities are first-class, we know it’s not buildings alone that make a great school.

• What happens inside those classrooms and around the school grounds is just as important - a positive school culture is key - and it is what you’ll remember long after you graduate in Year 12.

Response of Central Office All public school students are funded through the student-centred funding model. In addition, district high schools, remote community schools and isolated primary schools that enrol Year 11 and 12 students receive Local Access funding. The funding allows these schools to deliver Year 11 and Year 12 courses that provide students with pathways to the attainment of the Western Australian Certificate of Education (WAGE). This is in effect, double funding of these students Year 11 and 12 students in all remote community schools, district high schools and isolated primary schools are eligible to access courses delivered by the School of Isolated and Distance Education (SIDE). These schools are not charged for this service This means that students have been funded multiple times- through the student-centred funding model, Local Access and SIDE

In 2018, Local Access funding to Dongara DHS was $163 880

From 2019 • Local Access funding will only be provided for the Years 11 and 12 student full-time equivalent (FTE) studying WAGE courses delivered by the school. • Local Access funding will not be provided for the student FTE accessing SIDE courses. However, student-centred funding will be maintained to enable supervision of these students. • Local Access funding will not be provided for students who live within daily travel distance of a senior high school. Page 3 of 5 Dongara District High School will lose Local Access funding in 2019 for students in Years 11 and 12 that are eligible to access daily bus travel (up to 90 minutes daily) to senior high schools and education support facilities in Geraldton An analysis of the Semester 1,2019 census data will determine the number of students eligible to attract funding. The larger Geraldton schools are able to offer a more comprehensive curriculum to students.

Students enrolled at Dongara District High School are still able to study a vocational education program at the school and/or a mixed mode ATAR pathway with delivery by school staff and through SIDE. Access to SIDE will continue to be free of charge to the school.

SCHOOL BACKGROUND/HISTORY The school is proud of its academic programs and to supplement the very high standard of delivery of these programs, offers students the opportunity to participate in extension programs using online learning through SIDE for Years 7 to 12 and onsite delivery of PEAC in Geraldton for Years 4 to 6. Year? students are provided with a comprehensive transition program The school partners with tertiary institutions through the ASPIRE program, which supports academic Year 9 and 11 students to identify university pathways

Programs with a STEAM, marine and environmental focus feature as part of curriculum initiatives Partnerships with local industry, petroleum industry and the CSIRO are also developed. The school has had success at the First Lego League competition. The school has a vibrant cultural program and has participated successfully in the Rock Eisteddfod Challenge, Waikikiri dance competition, YOH and YOH Festival

The school operates a comprehensive onsite vocational education program for Years 9 to 12 All non-ATAR Year 11 and 12 students are enrolled in Certificate II either onsite through a Hospitality Cert II or at Central Regional TAFE. A small number of Year 11 and 12 students are enrolled in a mixed mode delivery, including studying through SIDE enabling them to follow an ATAR pathway, with additional support provided by qualified secondary teachers A school horticulture centre has been established for Kindergarten to Year 12 and it is a Stephanie Alexander School Garden School Kindergarten to Year 6.

There is a good level of parent involvement in the school. Regular Parents and Citizens Association meetings are made up of a core of enthusiastic and committed parents. A proactive unincorporated School Board plays a vital role in the formulation of the school vision, goals, and policies, and monitors the operation and outcomes of the school business plan.

DEVELOPMENTS/CONTENTIOUS ISSUE/S Geraldton Flexible Learning Centre is one of 15 non-diocesan Catholic schools. Therefore, although a member of the system agreement between the Minister for Education and Training and the Catholic Education Commission of Western Australia, the centre is governed by Edmund Rice Education Australia (a separate legal entity previously known as the Christian Brothers)

Page 2 of 4 The Catholic Education Commission of Western Australia has limited ability to effectively administer the system agreement for non-diocesan schools. A new system agreement is currently being developed and consideration is being given to strengthening regulatory oversight of non-diocesan schools

Edmund Rice Education Australia is the governing body of several other Catholic schools in Western Australia and in other states, including Trinity College.

SCHOOL BACKGROUND/HISTORY Geraldton Flexible Learning Centre is part of Edmund Rice Education Australia s national initiative, Youth+, responding to the needs of young people in the Midwest community of Western Australia Students include young men and women of secondary school age who have typically experienced one or more significant and complex educational, social, health and wellbeing factors that demand unique responses.

As a Curriculum and Re-engagement in Education (CARE) school, the centre provides an educational model where teachers and youth workers support social and wellbeing needs along with their academic requirements Teaching and learning is characterised by small class sizes and a flexible curriculum that draws on individual interest and needs.

Using a framework of Trauma Informed Practice, the centre engages students through relationship and a practical focus, which is based on the principles of Respect, Honesty, Safe and Legal and Participation. The principles establish a common ground among staff, students, carers and the wider community, where the means to resolve conflict, negotiate learning, recognise rights, responsibilities and consequences are modelled and explored, both within the group and individually

CURRENT SUCCESS A major achievement for the centre is the increase in attendance for students who have come to Geraldton Flexible Learning Centre with extremely low prior school engagement The centre reports having repeatedly seen individuals move from an attendance of below 15% to over 85% in short periods of time The centre also reports a growing improvement in the retention of students from one year to the next.

The centre operates a Mobile Engagement Program that has existed for a cohort of extremely disengaged young men for the last four years This program supports these students to transition into the centre environment with strategic, offsite engagement activities focused on rebuilding their capacity for schooling.

The centre has recently initiated a Girl’s Mobile Program to support the needs of young women who exhibited violence and antisocial behaviours stemming from backgrounds of extreme trauma These behaviours have previously prevented them from being in a school environment.

Geraldton Flexible Learning Centre reports that it works closely with government and non-government agencies to provide the best outcomes for young people and has seen a reduction in offending and recidivist behaviour among young people connected with the centre.

Page 3 of 4 UPDATE ON COMMUNICATIONS WITH CARE SCHOOLS ABOUT THE VIOLENCE IN SCHOOLS PLAN The Department of Education has been in discussions with CARE schools regarding the referral of students excluded from schools for behavioural and other issues

Initial conversations occurred with AISWA and CEWA and have now progressed to discussions with a principals group for CARE schools.

Resourcing has been raised by CARE schools as a matter for consideration. The Department is exploring how funding can be provided to bridge the gap between enrolment of the student and federal funding commencing

Schools have also identified that there are existing wait lists for enrolment in CARE schools. Given the capacity issues, CARE schools will need to expand in order to allow more students in This matter has been raised with you by Valerie Gould who indicated that changes to advance determination would assist to accelerate expansion

ADVICE/BRIEFING MEETING WITH GERALDTON GRAMMAR SCHOOL REGARDING RESIDENTIAL COLLEGE ACCOMMODATION

MINISTER FOR EDUCATION AND TRAINING

ACTION REQUIRED That the Minister for Education and Training note the following information.

BACKGROUND • Residential colleges are a government boarding service for families living in rural and remote locations whose children do not have reasonable daily access to and from a local public school. • The 2019 boarding fee charged to all parents of students boarding in residential colleges is $14 143. • In 2019 the full cost of boarding, based on an average cost per student across the more cost effective residential colleges only, is $22 835. • In the 2017-18 financial year the average cost per student over all nine residential colleges was $31 220. • Prior to the gazettal of the School Education (Student Residential Colleges) Regulations 2017 on 18 September 2017, non-government school students were only able to have a place at a residential college if the school entered into a boarding arrangement with the Minister for Education Attachment 1 outlines those schools with current boarding agreements in place. • Prior to 2015, Geraldton Grammar School paid a depreciation and maintenance levy per student per annum for its students to have a place at the residential college. Those Geraldton Grammar School students with a place prior to 2015 had their own as well as their siblings arrangements grandfathered. The school was charged a depreciation and maintenance levy of 10% of the full cost of boarding ($2 283) per student per annum. In 2018 there were 13 students still under this rule • On 10 November 2014, the former Minister for Education wrote a letter to three non-government schools in Geraldton proposing a number of options for their students to continue to access a place at Geraldton Residential College • Dr Tim McDonald, former Director, Catholic Education Western Australia, confirmed securing 45 places for Nagle Catholic College students in perpetuity with a capital contribution of $80 000 per place to be made over five years and a depreciation and maintenance levy of 10% of the full cost of boarding ($2 283) per place. In 2018 the Minister agreed to modify the depreciation and maintenance levy to only apply to the number of Nagle Catholic College students with a place in a given year. • Ms Jenny Rolston, former Chair, Board of Governors, Geraldton Grammar School, confirmed the school would secure boarding for Geraldton Grammar School students when it was available by paying the difference between the boarding fee ($14 143) and the full cost of boarding ($22 835) annually. For 2019, this difference is $8 692 per student • Geraldton Grammar School has chosen to pass the full $8 692 cost per student onto the parents of students with a place at the residential college. • There was no response received from Mr Paul Arundell, former Principal, Strathalbyn Christian College, to the Minister s proposal

CURRENT SITUATION • Now that the Regulations have been gazetted, regulation 12 outlines the order in which places in residential colleges are to be offered. This enables isolated school students who attend non-government schools without an arrangement between the Minister and their school to access accommodation at government residential colleges without any additional payments. • Effectively, the Regulations provide for students to have equal rights to a place at a residential college and at the same cost, regardless of attending a public school or a non-government school. • Legal advice confirms that there is no impediment to individual agreements being in place or new ones put into place that require non-government schools to pay an amount to access places for students attending their school. • The Minister received correspondence, dated 6 November 2018, from Mr Shane Love MLA, Member for Moore, raising concerns about the cost of boarding for Geraldton Grammar School students The Minister replied explaining the history of the schools’ decisions and that the Department of Education will be undertaking a review, across all residential colleges, of the arrangements by which non-government schools access places at residential colleges • The Minister received further correspondence from Mr Love on 21 February 2019 welcoming the news of a review of arrangements and encouraging the Minister to meet with the parent body at Geraldton Grammar School. • Planning for the review is underway, and is expected to consider whether current arrangements are fair, reasonable, appropriate and in line with legislative requirements, and will also include consideration of the funds received through Abstudy payments. It is intended that the review will be highly consultative and completed in the first half of 2019.
