STUDIA VOL. 36 POLITOLOGICZNE STUDIA I ANALIZY Olena Yatsunska The impact of changes in electoral systems: a comparative analysis of the local election in Ukraine in 2006 and 2010 KEY WORDS: local government, local elections, proportional electoral system, majoritarian electoral system, mixed majoritarian-proportional electoral system, Ukraine STUDIA I ANALIZY Having gained independence in 1991 Ukraine, like most Central and East- ern European countries, faced the need for radical Constitutional reforms, with reorganization of local government figuring high in the agenda. Like other post-soviet countries, Ukraine had to decide on the starting point and like in the neighboring countries, democratic euphoria of the early 1990s got the upper hand: local authorities were elected on March 18, 1990, while the Law On Local People’s Deputies of Ukrainian SSR and Local Self-government was adopted by Verkhovna Rada of Ukrainian SSR on December 7, 1990. Ukrain- ian Researchers in the field of local government and its reforms concur with the opinion that the present dissatisfactory state of that institution was con- ditioned by the first steps made by Ukrainian Politicians at the beginning of the ‘transition’ period. Without clear perspective of reform, during more than 20 years of Independence, Ukrainian local government has abided dozens of laws, sometimes rather contradictory and has survived more than 10 stages of restructuring. Evolution of election legislation in Ukraine is demonstrated by Table 1. The table shows that since 1994 three electoral systems have been tested in Ukraine: 1, Majoritarian, 2, Proportional except elections to village and settlement councils and 3, ‘Mixed’ system (50% Majoritarian+50% Proportional). -

The author analyzes the inconsistencies between separate strategic goals of monetary regulation and determines the need for their prioritization in view of the challenges of economic reformation that evoke at different stages of market transformation. The author considers the strategy of money-and-credit regulation of the National Bank of Ukraine (NBU) that sets out the direction for the respective measures aimed at sustaining the stability of the national cur- rency and stimulating the economic growth. Latest with the signing of the EU-Ukraine Association Agreement in 2014 the transition towards EU standards has a formal basis. Since then, Ukraine – with strong support from the EU – is in the process of imple- menting legislative and regulatory measures in order to comply with this Agreement. Against this background, this contribution wants to shed some light into Ukraine’s efforts as well as to explain some of the complexities of this process by providing an in-depth background of the current Ukrainian banking regulation, its economics and the challenges of complying with new EU standards. The March elections were Ukraine’s fourth parliamentary elec- tions since the country declared independence in 1991, as well as the fi rst conducted by the government of President Viktor Yushchenko. The 2006 elections were a test for the Yushchenko administration to conduct a free and fair election. The interna- tional community and mass media were watching to see if the new government would make use of administrative resources and other fraudulent means to secure the victory for its political bloc in the election. -

Under Assault: Ukraine’s News Media and the 2004 Presidential Elections Jeremy Druker and Dean Cox No one should underestimate the political, social, and economic importance of the presidential election scheduled in Ukraine for October 2004. It is clear that this election offers an important opportunity for a new beginning for Ukraine, a country mired in official corruption. Yet given Ukraine’s recent history, including its last presidential and parliamentary elections, the next four months do not bode well for the independence of the country’s news media. President Leonid Kuchma (who under Ukraine’s constitution cannot run for a third term) and his allies will look to secure at all costs the victory of a chosen successor. The election of an opposition candidate could portend a sea change in the upper echelons of power and enable sorely needed reform of the political system. In the past, analysts in Ukraine and news media watchdog organizations outside this east European country have criticized Ukraine’s news media for performing poorly and failing to provide fair political and electoral information to the voting public. The financial dependency of the media and strict control of media companies by the ruling regime, local and regional administrations, and political parties have increased dramatically since President Kuchma’s 1999 reelection and intensified during the 2002 parliamentary elections, when intimidation of reporters and media outlets reached its highest point since the consolidation of Ukraine’s post-communist independence. Given the immense implications of a change in state power and the strong showing of opposition forces in recent polls, there is a danger that many news media outlets—particularly broadcast media—will outdo even their past efforts to skew the news agenda. -
