Dissertation Advisor: Ian Jared Miller Sakura Marcelle Christmas The Cartographic Steppe: Mapping Environment and Ethnicity in Japan’s Imperial Borderlands ABSTRACT This dissertation traces one of the origins of the autonomous region system in the People’s Republic of China to the Japanese imperial project by focusing on Inner Mongolia in the 1930s. Here, Japanese technocrats demarcated the borderlands through categories of ethnicity and livelihood. At the center of this endeavor was the perceived problem of nomadic decline: the loss of the region’s deep history of transhumance to Chinese agricultural expansion and capitalist extraction.

    Thirteenth Session, Commencing at 2.30pm INDIAN BANKNOTES AN IMPORTANT COLLECTION OF INDIAN 3931* PAPER MONEY Bank of Hindostan, 16 sicca rupees, 183. Calcutta (P.S137; Jhun.1.4.3). Nearly very fi ne and rare. $3,000 Acquired mostly during the 1960s and 1970s, the highlights The Bank of Hindostan (1770-1832) was the fi rst bank to issue banknotes in of the following collection include a Bank of Hindostan 16 Bengal Presidency. They circulated in Calcutta and nearby neighbourhoods. Only a few notes were still in circulation when the bank closed in 1832. Sicca Rupees, c1830; a group of 45 Government of India one sided (uniface) notes of 5 rupees to 1000 rupees, from 1872 to 1918. This group contains two specimen 5 rupees of 1915, a 50 rupees and a 1000 rupees of 1918. There is a good selection of 1917 one rupee notes including a specimen, also an attractive example of a 2 rupees 8 annas. The George V section contains most types and signatures up to the 1000 rupees. One of the major highlights of the collection is the George V, 10 rupees specimen note that was given to visitors invited to the inauguration of the India Security Press on 14 April 1928. This distinct type has a larger portrait of George V and was never issued for circulation. The section also contains a specimen 5 rupees, two 50 rupees and eight different 100 rupees. Following this is the George VI section which is almost complete and includes six 100 rupees and two 1000 rupees.

    147 CHAPTER 5 SOUTH AFRICA’S EXPERIENCE WITH INFLATION: A CENTRAL BANK PERSPECTIVE 5.1 Introduction Although a country’s experience with inflation can be reviewed from different perspectives (e.g. the government, the statistical agency responsible for recording inflation, producers, consumers or savers), this chapter reviews South Africa’s experience with inflation from the perspective of the SA Reserve Bank. The SA Reserve Bank was chosen because this study focuses on inflation from a monetary perspective. Reliable inflation data for South Africa are published as far back as 192153, co-inciding with the establishment of the SA Reserve Bank, although rudimentary data on price levels are available as far back as 1895. South Africa’s problems with accelerating inflation since the 1970s are well documented (see for instance De Kock, 1981; De Kock, 1984; Republiek van Suid-Afrika, 1985; Rupert, 1974a; Rupert, 1974b; or Stals, 1989), but various parts (or regions) of what constitutes today the Republic of South Africa have experienced problems with inflation, rising prices or currency depreciation well before 1921. The first example of early inflation in South Africa was caused by currency depreciation. At the time of the second British annexation of the Cape in 1806, the Dutch riksdaalder (“riksdollar”) served as the major local currency in circulation. During the tenure of Caledon, Governor of the Cape Colony from 1807 to 1811, and Cradock, Governor from 1811 to 1814, riksdollar notes in circulation were increased by nearly 50 per cent (Engelbrecht, 1987: 29). As could be expected under circumstances of increasing currency in circulation, the value of the riksdollar in comparison to the British pound sterling and in terms of its purchasing power declined from 4 shillings in 1806 to 1 shilling and 5½ pennies in 1825 (or 53 Tables A1 to C1 in Appendices A to C highlight South Africa’s experience with inflation, as measured by changes in the CPI since 1921.

The History of the Yen Bloc before the Second World War Woosik Moon The formation of yen bloc did not result in the economic and monetary integration of East Asian economies. Rather it led to the increasing disintegration of East Asian economies. Compared to Japan, Asian regions and countries had to suffer from higher inflation. In fact, the farther the countries were away from Japan, the more their central banks had to print the money and the higher their inflations were. Moreover, the income gap between Japan and other Asian countries widened. It means that the regionalization centered on Japanese yen was destined to fail, suggesting that the Co-prosperity Area was nothing but a strategy of regional dominance, not of regional cooperation. The impact was quite long lasting because it still haunts East Asian countries, contributing to the nourishment of their distrust vis-à-vis Japan, and throws a shadow on the recent monetary and financial cooperation movements in East Asia. This experience highlights the importance of responsible actions on the part of leading countries to boost regional solidarity and cohesion for the viability and sustainability of regional monetary system. 1. Introduction There is now a growing literature that argues for closer monetary and financial cooperation in East Asia, reflecting rising economic and political interdependence between countries in the region. If such a cooperation happens, leading countries should assume corresponding responsibilities. For, the viability of the system depends on their responsible actions to boost regional solidarity and cohesion.
