Op 16 april 2009 heeft de Raad van Bestuur van de Nederlandse Mededingingsautoriteit (hierna: NMa) een melding ontvangen van een voorgenomen concentratie in de zin van artikel 34 van de Mededingingswet. Hierin is medegedeeld dat De Persgroep N.V. voornemens is zeggenschap te verkrijgen, in de zin van artikel 27, eerste lid, onder b, van de Mededingingswet, over PCM Holding B.V. Van de melding is mededeling gedaan in Staatscourant 76 van 22 april 2009. Naar aanleiding van de mededeling in de Staatscourant zijn geen zienswijzen van derden naar voren gebracht. Ambtshalve zijn vragen gesteld aan verschillende marktpartijen. 2. Op grond van artikel 9 van de Tijdelijke wet mediaconcentraties heeft het Commissariaat voor de Media advies uitgebracht omtrent de onderhavige concentratie.1 II. PARTIJEN 3. De Persgroep N.V. De Persgroep is een mediabedrijf dat voornamelijk actief is op de Vlaamse mediamarkt met onder meer dagbladen en televisiezenders. In Nederland is De Persgroep uitgever van het dagblad Het Parool en exploiteert zij het radiostation Q-music. 4. PCM Holding B.V. (hierna: PCM) is een besloten vennootschap naar Nederlands recht. Zij heeft als aandeelhouders: Stichting Democratie en Media (90,25%), Stichting de Volkskrant (7,5%), Stichting ter bevordering van de Christelijke Pers in Nederland (2,5%) en Stichting Lux et Libertas (één aandeel), hierna tezamen: ‘de Stichtingen’.

The topic is very broad. It includes defending cultural autonomy in face of the influences of globalized media, in addition to using media as a tool for preserving multiculturalism in societies and for integrating minorities. This paper explores the media system of the Netherlands (the Low Countries), also known as Holland, through the phenomenon of ‘pillarization’ in the media and its development towards ‘multiculturalism’ and ‘cross-culturalism’. Furthermore, it sheds light on the influence of these developments on minorities in the Netherlands. 1. Introduction: Why the Netherlands?
