Foreword 1.1 Project Introduction 1.1.1 Direction of Railway and Main Technical Standards Lanzhou-Chongqing Railway starts from Lanzhou terminal of Lanzhou city, , goes through administration areas such as and of Gansu, Hanzhong of Shanxi, Guangyuan, Nanchong and Guang’an of Sichuan, and Hechuan District of Chongqing, and ends at Chongqing terminal of Chongqing. A single-line railway branches out from Nanchong to Gaoxing via Guang’an. The railway line goes roughly in the south-north direction. A double-line railway, 819.975 Km in total, shall be built between Lanzhou station and Station of North of Beibei. Of it, 491.437 Km is for the section between Lanzhou and Guangyuan (not included) and 328.538 Km for the section between Guangyuan (included) and Chongqing. The length of single-line railway between Nanchong and Gaoxing via Guang’an is 93.639 Km. The construction period of this project is 6 years and the estimated total investment for this project is RMB 78.9 billion yuan, of which, 300 million US dollars are the loan from Asian Development Bank. The main technical standards for the main line of Lanzhou-Chongqing Railway: Grade of railway: State railway, grade I Number of main lines: Double-line railway for the section between Lanzhou and Chongqing and single-line railway for the section between Nanchong East and Gaoxing; Limited gradient: 13‰ for the section between Lanzhou and Guangyuan; 6‰ for the section between Guangyuan and Chongqing and for the section between Nanchong East and Gaoxing; Target speed: 200 Km/h for the section between Lanzhou and Chongqing and 160 Km/h for the section between Nanchong East and Gaoxing; Traction mode: Electric Traction mass: 4000t The minimum curvature radius: 3500 m for ordinary railway section and 2800 m for difficult railway section between Lanzhou and Chongqing 200 Km/h; 2000 m for ordinary railway section and 1600 m for the difficult railway section; Locomotive type: The section between Lanzhou and Chongqing: multi-unit passenger train, SS7E; SS7 cargo train. The section between Nanchong East and Gaoxing: SS7E passenger train and SS7 cargo train. Effective Line from the Starting to the Destination: Single locomotive: 850 m; dual locomotive: 880 m

1.1.2 Main Engineering Contents  Total cubic meter of earth and stone for the whole line is 22880.5×104m3, 17776.82×104m3 for excavation, 5103.68×104m3 for filling; there are 433 Super-major bridges, major bridges and medium bridges with total length of 181788 linear meters of whole line; there are 267 tunnels, 596.8km long wholly; there are 11 tunnels more than 10Km long with length of 168Km; the track laying of main track is 819.975Km, and that for hinge and link lines is 180Km; 23 traction substations; the whole line covers land of 5218.2hm2, land of permanent use covers 3289.7hm2 and the land of temporary use covers 1928.5 hm2.  42 new stations will be built and 15 stations will be modified along the whole line.  Pavements 1445.1 Km in length will be built.  There are 324 sensitive points for noise and vibration treatment along the whole line. Besides functional replacement is needed for 115 places, acoustic barriers (40310 m) or sound -insulating windows (83120 m2) will be arranged at 209 places. The total investment on noise treatment will be RMB 202.433 million yuan.

1.2 Characteristics of This Project Lanzhou–Chongqing Railway goes through, from the north to the south, such three geomorphic units as Loess Plateau, high and medium mountains of the Qinling Mountains and low mountain and hill zone and spans such four climate zones as the arid climate area in the mid-temperate zone of Loess Plateau, sub-humid climate zone of mid-temperate zone, North Asia tropical humid zone in the high and medium mountains in the Qinling Mountains and Middle Asia tropical humid zone in Sichuan Basin. Along Lanzhou-Chongqing Railway, there are many kinds of vegetation. The horizontal and vertical distribution of vegetation is obvious. Roughly, Qinling Mountains is taken as the dividing line. The land erosion area in the drainage area of the Yellow River, in which the railway goes, is big, and the erosion extent is mainly medium, but it is serious or extra serious for some sections. The erosion variety takes the water conservancy erosion as the main and such gravity erosions as mud-stone flow and landslide etc. often occur in the earth and stone and mountain area. The ecological environment along the line sections in the drainage area of the Yangtze River is comparatively better, and, basically no obvious erosion or only light erosion can be seen for soil erosion. Along the line, there are rich resources of wildings as well as cultural relics, which are mainly distributed in the natural reservation zones, the famous scenery spots and historical relics, forest parks, important marshes and the cultural relic protection zones and are greatly affected by the human activities. Ancient Xiaguanying relic, ancient Shannashuzha relic, Yuhe Natural Reserve of Gansu Province, Sichuan Maozhai Natural Reserve, Wetlands Natural Reserve of Jialing River Source, Myxiocyprinus Asiaticus of Natural Reserve, etc.; the target of eco-environmental protection is mainly cultural heritage, the vegetation, rare animal and land resources, etc. along the line. It is the important contents for environment monitoring work to strictly implement the relevant

state laws and regulations, abide by the requirements and replies from the relevant state and local

Environment Monitoring Report on New Lanzhou-Chongqing Railway Development Project in Year 2011 departments as well as various levels of departments for cultural relics, water conservation, forestry, environmental protection and fishing administration etc. and strictly execute the various measures in the EIA (environmental impact assessment) report during the construction. The big rivers spanned by the railway line are the Yellow River, the Wei River, the Tao River, the Bailong River, the Jialing River, the Fu River and the Qu River etc. Since high roadbeds will be replaced by bridges for this project, there is much bridge construction engineering for the whole line. The land occupation and disposed earth from the sub-grade for non-river-crossing bridges has certain impact on the ecological environment along the line, so has the construction of river-crossing bridges on the water quality and hydro bios of rivers. The total earth and stone workload along this line is large and the volume of disposed earth is far bigger than the volume of taken earth, so it is vitally important to further optimize the allotment of earth and stone cubage, reduce the earth-taking and earth-disposing volumes and occupied land areas, take such preventive measures as land reclamation and afforestation etc. in accordance with the land reclamation program and design for temporary land use and prevent the generation of new land erosion.

1.3 Environment Monitoring The environment monitoring is to supervise and check the implementation status of environment protection measures during the construction period of project on the basis of design and EIA of project, find the existing problems and suggest the solutions. By strengthening process control, the environmental monitoring ensures to carry out "Three-simultaneousness" system strictly. It reflects the dynamic implementation status of environmental protection work on the construction site during the construction activities so as to confirm whether the relevant rules and regulations for environmental protection have been satisfied and whether the requirements from Ministry of Railways and Asian Development Bank have been met. The focuses of environmental monitoring include:  Whether the environmental impacts caused in the construction period are the same as those environmental problems in the EIA report;  Implementation status of environmental protection measures in the EIA report;  Recognize and find the unanticipated environment problems and put forward the solutions; The environmental monitoring of Lanzhou-Chongqing Railway is taken by Beijing OASIS Environmental Protection Technology Co., Ltd. The service range is the main line of Lanzhou-Chongqing Railway from Lanzhou to North Beibei, which is 818.71 Km long in total. The cycle of environment monitoring work is the construction period of the whole line and within the two years after putting into operation after completion. For every half year of the construction period and for every year of the two years after completion, one environmental monitoring report (in both English and Chinese) should be prepared by OASIS Company on the basis of the on-site survey and collected monitored data and submitted to Foreign Capital Center of Ministry of Railways, Lanzhou-Chongqing Railway Co., Ltd., Development Planning Department of the Ministry of Railways and Asian Development Bank. The monitoring report shall include the following contents:  Impacts on the ecological environment imposed by construction of stations, tunnels, bridges and roadbed inside key ecological environmental protection zones such as natural preservation Beijing OASIS Environmental Protection Technology Co., Ltd. 3 Environment Monitoring Report on New Lanzhou-Chongqing Railway Development Project in Year 2011 zones, scenic spots, forest park and ancient cultural relics etc. as well as the recovery and treatment measures;  Impacts of arrangement, protection, reclamation and afforestation measures for the spoil ground on the water and soil conservation facilities, disturbance imposed by construction to vegetation and recovery and treatment measures;  Impacts of tunnel construction on ambient environment and implementation status of protective measures;  Impacts on the surface water body from the bridge construction and the implementation status of preventive measures;  Implementation of preventive measures on subgrade slope and the effects;  Impact and prevention of noise, sewage water, dust and solid waste created in the construction camps, on the pavements, on the temporary engineering sites and in beam construction and storage yards and rail construction bases, and recovery measures of land for temporary use.  Implementation status of various environmental protection measures adopted in the project (including the noise prevention engineering, sewage water treatment and electromagnetism).  Sanitation of construction camps and health propaganda to construction personnel;

Project Progress 2.1 Project Implementation Unit, Construction Companies and Supervisor of Lanzhou-Chongqing Railway The project implementation unit of Lanzhou-Chongqing Railway is Lanzhou-Chongqing Railway Co., Ltd. There are 16 bid sections, 17 contractors and 13 supervisors along the whole line. Table 2-1 lists the construction and supervisors of the bid sections. DK952+110.299 Co., Ltd. 2.2 Project Progress The construction kickoff meeting for this railway line was held on September 26, 2008, on which the construction of this project starts officially. In October 2008, construction of 28 Km-long Xiqinling Tunnel started, which is the control project of the whole line; in March 2009, Xiaguanying-Guangyuan section started for construction; in July 2009, the bidding documents for Guangyuan-Chongqing section were opened and the contractors concerned arrived at the site; in September 2009, commencement began in succession in all construction and supervision bid sections. Refer to Table 2-2 and Table 2-3 for the completed workload of the project along whole line and the completion status of key engineering, Xiqinling Tunnel by September 30, 2011. 3. Environment Management 3.1 Environment Management System As the implementation unit of this railway line, Lanzhou-Chongqing Railway Co., Ltd. is responsible for the environmental protection of this line. The Environmental Protection Bureaus of Gansu (Lanzhou, Dingxi and Longnan cities), Shanxi (Hanzhong city), Sichuan (Guangyuan, Nanchong and Guang’an cities) and Chongqing (Hechuan District) are responsible for supervision and management of environmental protection in their respective jurisdiction regions. Environmental monitoring for main line of Lanzhou-Chongqing Railway shall be undertaken by Beijing OASIS. The contractors and supervisors are responsible for daily monitoring and supervision during construction. The implementation unit and OASIS are responsible for collection of monitoring data, and then OASIS shall compile the environmental monitoring report and submit it to the MOR and Asian Development Bank. Refer to Fig 3-1 for the environmental monitoring procedure thereof: According to the characteristics of this project and frequent environmental problems in the construction, the monitoring unit advises to conduct the environmental protection and management from the following aspects:

 Advise the project management department of each bid section to have the full-time (part-time) worker for environmental protection. They need the pre-posting training of environmental protection, take charge of supervising and managing the environmental problem during construction process, and assist environmental administrative department to do well the environmental protection work.

Notes: Lanzhou-Chongqing Railway Co., Ltd.: As the project contractor, entrust the supervisors to complete the monitoring work, and when the contract is awarded, they will sign the contract containing environmental protection requirements with the constructors and supervisors. Contractor: It executes the project and completes the environmental protection work according to the contractual requirements. Supervisor: It supervises the engineering quality and environmental protection processing according to contractual requirements. Environmental Monitoring Unit: As an external monitoring unit, it evaluates the implementation of environmental engineering and submits the monitoring reports to Lanzhou-Chongqing Railway Co., Ltd., the MOR and Asian Development Bank.

 Each contractor is advised to perform the corresponding promise of environmental protection in construction contract. Formulate corresponding measures for environmental protection pursuant to the environmental protection requirements specified in the design document, protect the environment of construction site, and avoid and reduce environmental pollution or damage due to improper methods of construction. Upon occurrence of environmental damage, adopt measures actively for treatment, and invite relevant experts and units immediately for solution if independent solution is not available.

 The supervisor is required to be responsible for daily environmental monitor work in Beijing OASIS Environmental Protection Technology Co., Ltd. 7 Environment Monitoring Report on New Lanzhou-Chongqing Railway Development Project in Year 2011 accordance with the environmental protection requirements under the construction contract. Once an environmental problem occurs during the construction, it should supervise and urge its timely solution and include the environmental protection into the engineering quality supervision system.

3.2 Environment Management of Lanzhou-Chongqing Railway Co., Ltd. in 2011 3.2.1 Monitoring of Water and Soil Conservation In October 2009, Lanzhou-Chongqing Railway Co., Ltd. signed the monitoring contract of water and soil conservation for Gansu section of new Lanzhou-Chongqing Railway with Gansu Institute of Water & Soil Conservation and Gansu Lvhua Ecological Engineering Consulting Co., Ltd.; in December 2009, it signed such contract with Chongqing General Station of Soil and Water Conservation Monitoring; in June 2010, it signed such contract with General Ecological Environment Monitoring Station of Soil and Water Conservation of Sichuan Province. From the end of 2009 till now, 3 reports have been finished by Gansu Institute of Water & Soil Conservation and Gansu Lvhua Ecological Engineering Consulting Co., Ltd. From the report, it is known that they conduct the monitoring for six indexes about rectification rate of involved land, general management degree for water and soil loss, controlled ratio of soil erosion modulus, percentage of dammed slag or ashes, the recovery rate of vegetation cover, and grass coverage rate according to Technical Code of Practice on Water and Soil Conservation Monitoring (SL277-2002) and the monitoring requirements for Water and Soil Conservation Scheme of New Lanzhou-Chongqing Railway (draft for approval). During construction period, they conduct the monitoring in 20 places of typical fields of borrow pit and spoil ground , roadbed, two sides, station, and construction road. From report in the end of 2010, it is known that Gansu section of Lanzhou-Chongqing Railway has 7 borrow pits and 10 spoil grounds and 177 borrow pits in total. The total spoil amount is over 2.9×107m3 and covers land of 344.17hm2. In April 2011, Chongqing General Station of Soil and Water Conservation Monitoring reported to Lanzhou-Chongqing Railway Co., Ltd. the Stage Achievements of Water and Soil Conservation of New Lanzhou-Chongqing Railway in the first quarter of 2011. They mainly monitored Xinglongchang Station, spoil ground of Xinglongchang Station, Hechuan Station, spoil ground of Xinlongfeng Tunnel, and conducted the field monitoring and meansurement for situation of, danger or potential danger of water and soil loss, implementation of water and soil conservation measures. General Ecological Environment Monitoring Station of Soil and Water Conservation of Sichuan Province has collected and summarized the basic data of spoil ground by each contractor in Sichuan Section of Lanzhou-Chongqing Railway; up to now, the normal report has not been observed. Lanzhou-Chongqing Company is urging General Ecological Environment Monitoring Station of Soil and Water Conservation in Chongqing and Sichuan Province to prepare the phased monitoring report. On November 3, Liu Xinshan from Lanzhou-Chongqing Railway Co., Ltd. led the responsible persons of environment water protection and main leaders from China Railway 7th Bureau Group Co., Ltd., China Railway Tunnel Group, Railway First Survey and Design Institute, supervision

Both parties have exchanged opinions about environment evaluation, land acquisition, use, protection, flood prevention and formalities of spoil ground in Dingxi City, Min County and Zhang County. And they also negotiate on these problems such as providing of environmental protection materials, land use and other formalities, and adoption of necessary temporary measures. This has laid foundation to further implement ―Three-simultaneousness" system and accept supervision of local environmental protection department. 3.2.2 Protection of Cultural Relics In 2009, Lanzhou-Chongqing Railway Co., Ltd. successively signed the Agreement of Authorization for Archaeological Investigation and Exploration for Construction Engineering of Lanzhou-Chongqing Railway with Gansu Province, Sichuan Province and Chongqing City. According to Lanzhou-Chongqing Railway Co., Ltd., the archaeology department in Gansu Province, Sichuan Province and Chongqing City has finished the archaeological investigation and exploration for Lanzhou-Chongqing Railway; 103 preservation points of cultural relics are found, 2 in Gansu Province, 73 in Sichuan Province and 28 in Chongqing City. Lanzhou-Chongqing Railway Co., Ltd. has delivered the list of cultural relic of land along Lanzhou-Chongqing Railway to each construction and supervisor. On February 26, 2010, the department of Lanzhou-Chongqing Railway Co., Ltd. issued the Notice on Developing Preservation of Cultural Relics in Cooperation with Archaeology Department, ask each contractor to actively strengthen the contact with local archaeology department, and cooperate with the preservation work of archaeology department of each province (city) according to the law; as for verified relic point, it is not allowed to construct before archaeology department conducts the rescue work. On April 8, 2011, Lanzhou-Chongqing Railway Co., Ltd. received Reply on Route Selection Scheme of Lanzhou-Chongqing Railway for Ancient Xiaguanying Relic (WWBH [2011] No. 138) from State Administration of Cultural Heritage; this letter agrees in principle on the occupying scheme for southern side of existing line and proposes 4 points of modification and improvement advice and the other requirements. Up to now, the engineering of Lanzhou-Chongqing Railway neighboring ancient Xiaguanying relic has not been conducted. 3.2.3 Natural Reserves According to introduction of Lanzhou-Chongqing Railway Co., Ltd., we have known from Evaluation Report of Impact of Construction Project of New Lanzhou-Chongqing Railway on Natural Resources, Natural Eco-system and Main Protection Objects in Sichuan Maozhai Natural Reserve. Lanzhou-Chongqing Railway crosses Maozhai Natural Reserve for 12.87Km in bridge and tunnel form; 11.67Km of entrance of Zizhuyuan Tunnel (DK446+258) and exit (DK452+862), Major Bridge over Liujiahe River (DK452+862-DK453+153.5), roadbed (DK453+153.5-DK453+230), entrance (DK453240) and exit (DK456+448) of Liujiahe Tunnel, roadbed (Yaodu Station) (DK456+460-DK457+950) and entrance of Longchishan Tunnel (DK457+923) is located in the test zone of protection area; 1.2Km, the main body of Longchishan Tunnel crosses buffer zone and core zone of Sichuan Maozhai Natural Reserve in long tunnel form. All the corresponding construction sites are outside the buffer zone and core zone of protection area.

During this investigation, Qingyuan River Major Bridge, spoil ground at exit of Kezhai Tunnel, mixing station and the camp at exit of Shouyangshan Tunnel were investigated. The pile foundation of Qingyuan River Major Bridge has been completed, the construction site is clear and is being cleaned. The retaining wall has been built for spoil ground at exit of Kezhai Tunnel, and it is decided to flatten surface, cut slope in layers and build the drainage ditch of the top. The problem that septic tank sewage of construction camp at exit of Shouyangshan Tunnel is overflowed to pollute downstream villages

Investigation Situation has been solved, the septic tank has been dismantled and recovered the original appearance.

Remark

During this investigation, Daping inclined shaft without rail of Muzhailing Tunnel, inclined shaft with rail, Nanshuigou inclined shaft and Dazhangou inclined shaft were investigated. The retaining wall has been built for spoil ground of

Daping inclined shaft without rail, but the discarded slag in some sections has been overflowed to retaining wall. The grade 3 sedimentation tank has been filled with discarded slag, losing sedimentation function. The sedimentation tank has no protective barrier. The collecting device is not set up for waste oil discharged from air cylinder of air compressor room. The spoil ground of Daping inclined shaft with rail is the adjusted spoil ground and some of the formalities have not been transacted. The contractor shall take the time to transact the relevant formalities with land department, water department

Investigation Situation and the other relevant departments. The spoil ground of Nanshuigou inclined shaft is discarding slag in layers, and the retaining wall has been built for one end of spoil ground. During this investigation, entrance of Hadapu Tunnel, A’wu Inclined Shaft, Xidie Inclined Shaft, and entrance of Zhifang

Tunnel were investigated. All of them used the air-cooled air compressor. The spoil ground at entrance of Hadapu Tunnel firstly built the retaining wall, but the positions of some retaining walls need to be adjusted due to construction of local roads. The domestic garbage tank was built in the camp. After separating, the doemstic garbage is used to fermant for villagers use. The septic tank was built for the toilet which is regularly dug. The environment is clean and tidy. The spoil ground of A’wu Inclined Shaft of Hadapu Tunnel has built retaining wall, and shall pay attention to discarding slag in layers and falling slope; the discarded slag in some sections has overflowed to retaining wall. Pay attention that spoil ground has impact on Investigation Situation neighboring houses, particularly the house safety in rainy season. The drainage ditch on top of Xidie Inclined Shaft Spoil Ground needs to be built and the retaining wall needs to be built for one end of spoil ground.

Each section conducted the serious check for spoil ground in this second half year, redetermined the quantity, location and mileage as per requirements of Lanzhou-Chongqing Railway; according to actual situation, the designed slag amount and land covering of individual spoil ground were adjusted. Up to now, the number of spoil ground under use is 407. In Table 4-19, if 2 contractors jointly excavate the same tunnel, its statistics is only included in one contractor. Left and right line of Xiqinling Tunnel was considered as two tunnels.

4.2.1 Situation of Spoil Ground

4.2.1.1 Basic Data of Spoil Ground

● Proposing of Problems Our compay reconfirmed and calculated the quantity and basic data in environmental protection implementation table reported to us in 2011 by each contractor based on those in their first half year of 2011. Compare the relevant change of spoil ground quantity and basic data reported in June. Have greatly changed the specific name, location, quantity, designed borrowing and discarding quantity and area of land covering in mu, and basic data. The spoil ground is one of the important contents for acceptance of environmental and water protection engineering for Lanzhou-Chongqing Railway; the unclear basic data of spoil grounds will directly affect the supervision and management of Lanzhou-Chongqing Railway in later stage of environmental

Beijing OASIS Environmental Protection Technology Co., Ltd. 71 Environment Monitoring Report on New Lanzhou-Chongqing Railway Development Project in Year 2011 and water protection work, and directly affect the handling of spoil grounds and acceptance of environmental and water protection engineering. ● Measures It is the third year for Lanzhou-Chongqing Railway to construct; the railway construction engineering has been fully conducted and the utilization of spoil ground has been basically developed. During this investigation, we cooperated with Lanzhou-Chongqing Railway Co., Ltd. to conduct the more careful check for the basic data, e.g. each contractor’s used quantity of spoil ground, location of each ground, designed spoil amount and occupied acreage, and examined the utilization and recovery situation of some large-sized spoil grounds at site. The company asks each construction section to report the statistics of borrow pit and spoil ground after unification, careful check and confirming all the basic data to lay basic data statistics carefully for future acceptance. ● Result Through repeated check with each contractor, the basic data of used spoil ground by each contractor has been basically known at present. From Summary Sheet of Main Environmental and Water Protection Engineering for Lanzhou-Chongqing Railway in Table 4-19, the used quantity of spoil grounds along whole line of Lanzhou-Chongqing Railway is 407 up to now. According to designed slag discarding, there are 5 spoil grounds that design to discard slag over (equal to) 100×104m3, 35 spoil grounds between 50×104m3 (excluding) to 100×104m3 (excluding), 128 spoil grounds between 20×104m3 (excluding) to 50×104m3 (including), 225 spoil grounds less than 20×104m3 (including); the total slag discarding is nearly 9556×104m3. ● Residual Problem Table 4-19 basically reflects the present use of spoil ground of Lanzhou-Chongqing Railway engineering; compared with reported data of first half year, the relevant data was supplemented and perfected to some extent. It is known that a few spoil grounds of some bid sections still needs expanding; some spoil grounds have not been used up to now; the data in table of environmental protection implementation situation is incomplete due to non-arrival of design drawing, etc., some short of designed soil discarding and some short of occupied acreage, so Lanzhou-Chongqing Railway Co., Ltd. will continue to check and adjust the basic data of spoil grounds. 4.2.1.2 Field Investigation of Spoil Grounds From this investigation, we stressed to investigate the recovery situation of large-sized spoil grounds for each contractor. During this environment monitoring investigation, we visited 18 contractors of 15 sections along whole line of Lanzhou-Chongqing Railway and checked 23 spoil grounds at site, including: Spoil ground of Dongdu Road Inclined Shaft of Humaling Tunnel, spoil ground at exit of Kezhai Tunnel, spoil ground of Daping Inclined Shaft without rail and that with rail of Muzhailing Tunnel, spoil ground of Nanshuigou Inclined Shaft and spoil ground of Dazhangou Inclined Shaft, spoil ground at entrance of Hadapu Tunnel, spoil ground of A’wu Inclined Shaft and spoil ground of Xidie Inclined Shaft, spoil ground at entrance of Zhifang Tunnel, spoil ground at Tianchiligou Inclined Shaft of Tianchiping Tunnel, spoil ground of Guangpinggou Inclined Shaft, No. 1 and 2 spoil ground at entrance of Luosha Tunnel, spoil ground at entrance of

From this investigation for spoil ground, the retaining walls have not been built for spoil ground of Dongdu Road Inclined Shaft of Humaling Tunnel, spoil ground of Daping Inclined Shaft with rail of Muzhailing Tunnel, spoil ground of Xidie Inclined Shaft, spoil ground at exit of Xiongdongwan Tunnel, spoil ground at entrance of Dabaoshan Tunnel and spoil ground of Langzhong Station, except that discarded slag from entrance of Jvgan Tunnel is being transported outside for local engineering use and retaining wall has not been built. The other contractors are organizing to build retaining wall or have completed according to ―Firstly retaining and then discarding‖ principle. Photo 1. The retaining wall has been built for spoil ground at Nanshuigou Inclined Shaft of Muzhailing Tunnel by China Railway Tunnel Group. Photo 3. Each contractor pays attention to discarding soil and meanwhile flattening the spoil ground, which has laid stronger foundation for final recovery of spoil ground. Photo 10. The spoil ground surface of Zhonggu Road inclined shaft of Humaling Tunnel by China Railway 19th Bureau Group Co., Ltd. has been flattened. Photo 11. The spoil ground at entrance of Hadapu Tunnel by China Railway 7th Bureau Group Co., Ltd. is discarding slags and grinding in layers. 4.2.1.3 Notes for Use of Spoil Ground ● Formalities of Spoil Ground Spoil ground of Dongdu Road Inclined Shaft of Humaling Tunnel by China Railway 19th Beijing OASIS Environmental Protection Technology Co., Ltd. 73 Environment Monitoring Report on New Lanzhou-Chongqing Railway Development Project in Year 2011 Bureau Group Co., Ltd. covers some area of reservoir; spoil ground at entrance of Zhifang Tunnel by China Railway 7th Bureau Group Co., Ltd. is located on one side of 212 National Highway close to Taohe River; Daping Inclined Shaft, Daping Inclined Shaft with rail of Muzhailing Tunnel, and Nanshuigou Inclined Shaft by China Railway Tunnel Group are located between 212 National Highway and the riverway. Some retaining walls have been built along the river for the above spoil grounds; but the intercepting and drainage engineering are not in place, the temporary flood prevention measures have not been adopted, and each project department has not given the approval document from water department. ● Safety Problem of Spoil Ground The spoil ground at entrance of Zhifang Tunnel by China Railway 7th Bureau Group Co., Ltd. covers an area of 28mu and is located one side of 212 National Highway close to Taohe River, the intercepting and drainage engineering have not been built; the spoil ground of Daping Inclined Shaft with rail and spoil ground of Nanshuigou Inclined Shaft are located between 212 National Highway and riverway, but their intercepting and drainage engineering has not been built and has no temporary flood prevention measures, so once the geological disaster occurs, the consequent is very serious. Some retaining walls of Tianchiligou Inclined Shaft of Tianchiping Tunnel and that of Guangpinggou Inclined Shaft of Tianchiping Tunnel were broken; for it repair, it shall fully consider the small Minjiang River brushes retaining wall during flood period. Photo 12. The retaining wall and drainage ditch have not been built for spoil ground of Daping Inclined Shaft of Muzhailing Tunnel by China Railway Tunnel Group. Photo 13. The retaining wall has not been built for the end of Xidie Inclined Shaft Spoil Ground of Hadapu Tunnel by China Railway 7th Bureau Group Co., Ltd., which poses a threat to downstream farmland. Photo 14. Some retaining walls of Tianchiligou Inclined Shaft of Tianchiping Tunnel by China Railway 13th Bureau Group Co., Ltd. have been destroyed. ● Few spoil grounds have not built the retaining wall or piled too high, so slope needs layering and reducing in time. 4.2.2 Tunnel Situation From Table 4-19, there are 79 tunnels over (equal to) 1000m along whole line of Lanzhou-Chongqing Railway (excluding 13 bid sections); among them, 48 tunnels (Left line and right line of Xiqinling Tunnel are considered as two tunnels) are over (equal to) 3000m, totally 397302m. During this investigation, some construction sites of 3 tunnels were investigated, including exit of Kezhai Tunnel by China Railway 16th Bureau Group Co., Ltd., Daping Inclined Shaft without rail and Daping Inclined Shaft with rail of Muzhailing Tunnel by China Railway Tunnel Group, and Xiqinling Tunnel by China Railway Tunnel Group. Kezhai Tunnel by China Railway 16th Bureau Group Co., Ltd. has been cut through and its tail-in work is being conducted; the equipments are prepared to be dismantled. Photo 15. The mixing station at exit of Kezhai Tunnel by China Railway 16th Bureau Group Co.,

Ltd. will be dismantled to recover plowland.

Environment Monitoring Report on New Lanzhou-Chongqing Railway Development Project in Year 2011 The retaining wall for spoil ground of Daping Inclined Shaft without rail of Muzhailing Tunnel by China Railway Tunnel Group has been built, but the discarded slag from some sections has been overflowed to the wall; the discarded slag in grade 3 sedimentation tank has been full, and lost sedimentation effect; the sedimentation tank has no protective barrier, which exists safety potential; The collecting device is not set up for waste oil discharged from air cylinder of air compressor room and the discharged waste oil is directly sprinkled on the wall and ground. Photo 16. The slag from Grade 3 sedimentation tank of Daping Inclined Shaft without rail of Muzhailing Tunnel has been full and has no protective barrier. The spoil ground of Daping inclined shaft with rail of Muzhailing Tunnel by China Railway Tunnel Group is the adjusted spoil ground and some of the formalities have not been transacted. The contractor shall take the time to transact the relevant formalities with land department, water department and the other relevant departments. The retaining wall and drainage ditch have not been built for spoil ground. The spoil ground at exit of Xiqinling Tunnel by China Railway Tunnel Group firstly built the retaining wall, and is discarding soil, and the rest field area is larger; Grade 3 sedimentation tank has been set up for washing tank of mixing station and washing sewage of mixing equipments, but 2 sedimentation tanks hve been filled with discarded slag, losing sedimentation effect. The waste oil generated by mechanical maintenance point during repair was not received by oil receiver but arbitrarily sprinkled on the ground; there is much oil stain on soil slope of the construction site, no recovery measures exist, the management needs to be strengthend to improve construction environment as soon as possible and to eliminate oil pollution to the environment. Photo 17. The waste oil generated by mechanical maintenance point of Xiqinling Tunnel by tunnel group is sprinkled on the ground. 4.2.3 Bridge Situation of Whole Line From Table 4-19, there are totally 181 major bridges and super-major bridges along whole line of Lanzhou-Chongqing Railway (non-arrival of Weihegou Major Bridge); among them, 74 super-major bridges, totally about 81760m (Two bridges have incomplete data). During this investigation, Super-major Bridge over Qingyuan River by China Railway 16th Bureau Group Co., Ltd., Sanchakou Double-line Super-major Bridge by China Railway 2nd Bureau Group Co., Ltd. and Super-major Bridge over Jialing River by CCCC First Highway Engineering Co., Ltd. were investigated. For Super-major Bridge over Qingyuan River, all the piers have been completed, and the construction site is being cleaned, waiting for beam-erecting construction. The constrution boundary is very clear and the field is tidy. Photo 18. The construction boundary of Qingyuan River Super-major Bridge by China Railway 16th Bureau Group Co., Ltd. is very clear. The pier body of Sanchakou Double-line Super-major Bridge has been fully completed, waiting for beam-erecting construction. Photo 19. The pier body of Sanchakou Double-line Super-major Bridge by China Railway 2nd Bureau Group Co., Ltd. has been fully completed. Beijing OASIS Environmental Protection Technology Co., Ltd. 75 Environment Monitoring Report on New Lanzhou-Chongqing Railway Development Project in Year 2011 The pile foundation in water of Super-major Bridge over Jialing River has been fully completed, most of piers in water have been completed, only No. 69, No. 101 to 104 bearing platform are under construction, no river pollution was discovered during operation. No. 105 pier foundation along river is under construction, the slurry pond is protected tightly and all the slurry was transported to local brickyard. No. 92 pier in central island of Super-major Bridge over Jialing River has not been constructed up to now due to non-removal of power supply iron tower; No. 62 to 67 pier has not been constructed as the problem of removal household has not been solved; 10 piers in west bank have not been constructed due to relocation impact of transformer substation in west bank. The steel cofferdam has been used for construction of No. 69 bearing platform of Jialing River Super-major Bridge by CCCC First Highway Engineering Co., Ltd. to protect water body. 4.2.4 Beam Fabricating Plant 6 beam fabricating plants are set up along whole line; during this investigation, Weiyuan Beam Fabricating Plant and Chongqing Beam Fabricating Plant were investigated. Weiyuan Beam Fabricating Plant covers 276mu of basic farmland. According to actual situation of thin surface soil at site, the collected surface soil was stored in fabricating area, the cement side slope is used to enclose each storage area to avoid loss, which has made preparation for plowland recovery in the future; Grade 3 sedimentation tank has been set up for mixing station at the site. The filter dust hood has been set up for cement storage tank at mixing station to reduce the dust; each function area is divided clearly, and material storage area and storage shed are very clean. Photo 21. Weiyuan Beam Fabricating Plant by China Railway 2nd Bureau Group Co., Ltd. uses the beam area to deposit the surface soil. Photo 22. The cement tank of mixing station at Weiyuan Beam Fabricating Plant by China Railway 2nd Bureau Group Co., Ltd. has been installed with filter dust hood. Chongqing Beam Fabricating Plant covers an area of 211mu, Hechuan Area is planned as storage and transportation place of chemical industry park in the future, and no recultivation problem exist. More than 400 beams have been fabricated. The bean-erecting engineering is being conducted. The boiler at construction site was installed with dust catcher; the cemennting tank was installed with dust hood; the field was hardened, clean and tidy, and has no dust; the sewage of mixing station and in the field was discharged after treatment of Grade 3 sedimentation tank, the sedimentation tank was excavated in time and has good sedimentaiton effect, and the sewage after treatment was discharged to the water branch system in upstream of Peijiang River; in June 2011, no problem was proposed after local environment department sampled to monitor. The whitewashing was conducted for slope surface of neighboring mountains at the site, which has effectively prevented water and soil loss; the living quarters and production filed were afforested and beautified. The environment management documents, systems and inspection record are complete and the environment management system is effective. Photo 23. After treatment of Grade 3 sedimentation, the sewage of Chongqing Beam Fabricating Plant by China Railway 10th Bureau Group Co., Ltd. has been discharged. 4.2.5 Problem Tracking ● The investigation report in first half year of 2011 mentions that the sewage of construction camp at exit of Shouyangshan Tunnel by China Railway 16th Bureau Group Co., Ltd. pollutes the downstream villages; during this investigation, it was revisited. The septic tank of construction camp at exit of Shouyangshan Tunnel by China Railway 16th Bureau Group Co., Ltd. has been dismantled, recovering the original landform. Liu Xinshan, the director of Lanzhou-Chongqing Company asked the contractor to thoroughly clean the site, and deal with the completion work with the local place. Photo 26. The septic tank at construction camp of Shouyangshan Tunnel by China Railway 16th Bureau Group Co., Ltd. has been dismantled to recover the original appearance. ● As for the problem that the spoil ground at exit of Jvgan Tunnel surrounds the main track, the spoil ground is designed to discard slag of 36×104m3; up to now, over 20×104m3 slag has been discarded. The agreement has been negotiated with CCCC Second Highway Engineering Co., Ltd. to use all the slag for strengthening works of local Bailongjiang River’s bank, constructing market engineering in Hanwang Town and engineering in Yangtze River main road of Wudu City. After transfer of waste slag, the field shall be decided to be flattened, earthed and recultivated. Photo 27. The discarded slag spoil ground at entrance of Jvgan Tunnel by CCCC Second Highway Engineering Co., Ltd. is being transported for local engineering use.

4.3 Protection of Cultural Relics Take into consideration of ancient Xiaguanying site in construction range by Bid Section 7 of China Railway 21st Bureau Group Co., Ltd., so State Administration of Cultural Heritage has agreed in principle the southern side occupying scheme for existing line of Lanzhou-Chongqing Railway, but it is still not under construction.

5. Problems and Suggestions ● About Land Acquisition Formalities of Spoil Ground: In consideration that the contractor’s temporary land acquisition formalities to take occupied flood land as spoil ground were not clear, Lanzhou-Chongqing Company reminds each contractor to note that such units who occupy river flood land and reservoir as spoil ground must have the formal approval formalities for competent departments of water affairs (riverway) and water conservancy, except those agreed by land department of county level or above. Or else, the spoil ground cannot be smoothly accepted due to incomplete formalities.

● About Retaining Wall Damage of Spoil Ground: It is suggested to repair the broken retaining walls in some riverways in time; during repair, the prevention effect of retaining wall from river water’s brushing shall be fully considered; the slag into riverway shall be thoroughly Beijing OASIS Environmental Protection Technology Co., Ltd. 77 Environment Monitoring Report on New Lanzhou-Chongqing Railway Development Project in Year 2011 cleared to dredge the riverway and to ensure normal flood discharge of the riverways.
