1. INTRODUCTION

Introduction

1.1 TPS Transport Consultants Ltd (TPS) has been commissioned by Cussins & Keepmoat Homes to prepare a Travel Plan in support of an application for a proposed residential development of 350 dwellings (known as Holborn Riverside) located at the former Holborn Docklands, to the west of Commercial Road, South Shields.

Site Location

1.2 The site is bound to the north by South Shields town centre, the west by the River Tyne and to the east and south by a mixture of residential and commercial uses. The location of the development is shown in Figure 1.1; Appendix A includes an indicative masterplan for the proposals.

Development Proposals

1.3 The development proposals comprise a residential development of 350no. dwellings, which will form part of the regeneration of the former docklands. There is intended to be three phases of development; phase 1 will comprise 48no dwellings, phase 2 will comprise 109no. dwellings and phase 3 will comprise 193no. dwellings; a total of 53 dwellings (15%) will be

affordable; it is anticipated each phase of development will take between 12 – 18 months to complete. Table 1.1 provides a breakdown of accommodation type by phase.

1.4 Access to the site will be taken from 5no access points; four onto Commercial Road, on the eastern boundary of the site, and one onto West Holborn, on the southern boundary. The 4no. access points onto Commercial Road will re-use existing access points to the former docklands at Cone Street, Nile Street, Hill Street and Laygate Street. Alongside the vehicle

access points, a total of a 4no. pedestrian links are proposed which will serve to increase pedestrian permeability from the existing footway network, external to the site. Figure 1.2 shows the various access points for motorised / non-motorised users.

1.5 The development proposals will contribute towards the wider regeneration of the Riverside area of South Shields and will transform the currently derelict industrial land into a high- quality residential area. Given the nature and scale of the development proposals as a catalyst for the wider regeneration of the former industrial area, the site has been allocated for residential development by South Tyne Council as part of “The Strategic Housing Land Availability Assessment” (reference: SOS014 Holborn - South Shields Riverside); the allocation of the site for residential development highlights an acceptance of the principle of development in the order of the quantum / type proposed, and the associated traffic impacts.

1.6 The Travel Plan strategy set out within this report details the specific delivery mechanisms that Cussins & Keepmoat Homes intend to implement at the site, along with the specific tools that will be utilised by the Travel Plan Coordinator.

1.7 TPS is a specialist Travel Plan consultancy with extensive experience of developing and implementing residential Travel Plans for house builders throughout the UK. The content of the Travel Plan and the specific measures proposed, therefore, pays due regard to national and local travel planning guidance (Section 2), and the experiences of TPS in delivering Travel Plans at other similar residential developments.

Developers Commitment to Travel Planning

1.8 Cussins & Keepmoat Homes recognise that by developing a TP, sustainable travel patterns can be established from the outset and maintained over time, minimising the impact that the development has upon the local environment and ensuring that, where possible, all residents are able to make informed journey choices.

1.9 Residential travel plans can deliver a wide range of benefits to developers themselves, as well as to residents and the wider community. At the sales and marketing stage a proactive TP can assist a residential developer in promoting a site as an accessible and sustainable location to live, with a range of travel options available to prospective residents. This process enables residents to make a fully informed decision when choosing to move to the site, taking into account the site’s location relative to sustainable travel options, and the knock on effect this may have upon reducing the need to use a car for regular or one-off journeys.

1.10 The promotion of sustainable travel options from an early stage provides a cost-effective mechanism by which developers can minimise the level of car based trips generated by a development, which in turn reduces the impact a development has on local traffic levels, air quality and road safety.

1.11 The individual benefits to be derived through the use of sustainable travel options range from financial savings through reduced fuel consumption, improved health through increased use of active travel modes (walking and cycling), and greater choice in the travel options available.

1.12 By submitting this TP, the developer commits themselves to strategically implementing the measures contained within this document, monitoring the progress of the plan, amending it where necessary, and providing the necessary resources for proper implementation of the plan.

The Travel Plan Vision

1.13 The vision for this Travel Plan is to:

“Make the development a place where residents and visitors can be fully informed when choosing travel modes for undertaking both regular and one-off journeys, and in doing so reduce reliance upon the private car and the resultant impact on the local environment.”

Travel Plan Aims and Objectives

1.14 To achieve this vision, the aims of this Travel Plan are to:

 Maximise the attractiveness of the development to potential residents by highlighting the accessibility of the site by a range of travel options; and

 Minimise the effect the development has on the environment and local highway network by promoting the use of these sustainable travel options.

1.15 The resultant objectives of the TP are to:

 Identify the range of travel options available to the site;

 Identify the mechanisms required to maximise the use of sustainable travel modes amongst residents; and

 Identify the mechanism by which the success of this Travel Plan can be monitored and reported upon.

Report Format

1.16 Following this introductory section, Section 2 will outline the principles and benefits of effective travel planning, before considering the national and local policy context within which this TP has been developed.

1.17 Section 3 describes the accessibility of the site, focusing on sustainable modes of travel, and demonstrates connectivity between the site and key facilities in the local area.

1.18 Effective TPs are those that contain a range of specific measures, targeted at the demographic of the end users of a site and backed up by a communications strategy, which ensures people are made aware of the range of opportunities available to them. Section 4 outlines the measures for each travel mode that will be provided to support the future residents in making sustainable travel choices.

1.19 Finally, Section 5 describes the targets against which the success of the TP will be measured and outlines the monitoring mechanisms that will be put in place to assess progress towards a reduction in single occupancy vehicle trips.

2. POLICY CONTEXT

What is a Travel Plan?

2.1 A Travel Plan is a general term for a package of measures tailored to the needs of an individual site and aimed at promoting greener, cleaner travel choices and reducing reliance on the car. It involves the development of a set of mechanisms, initiatives, and targets that together can enable individuals on a site such as this to reduce the impact their travel has upon the local environment.

2.2 Travel planning at any site is a dynamic process that will grow and develop with time and in accordance with the changing circumstances and the environment in which it works. It is not a one-off event to be undertaken and completed, nor is it a document to be produced and put on a shelf.

National Policy Context

Government White Paper: Creating Growth, Cutting Carbon – Making Sustainable Local Transport Happen (DfT, 2011)

2.3 The government has recognised the need for a radical change in transport policy. In its Integrated Transport White Paper, a wide range of measures to deal with congestion and pollution are set out. The White Paper highlights the need for action at both a nationwide level as well as the local context.

2.4 The Government has also committed to the reduction in greenhouse gas emission through the 2008 Climate Change Act. The UK therefore has legally binding targets to reduce greenhouse gas emissions to 50% below 1990 levels by 2020 and to 80% by 2050; transport has a key role to play in this.

2.5 The White Paper identifies the costs of transport upon society, in particular, the issues surrounding delay, pollution, health problems, and accidents, which are all caused by local congestion. As a result, it is stated that access to sustainable travel modes and improving accessibility can:

“Make a significant contribution to public health and quality of life”.

National Planning Policy Framework (NPPF – February 2019)

2.6 The revised National Planning Policy Framework was published in February 2019 and sets out the government’s planning policies for England and how these are expected to be applied. It continues to encourage development through the planning system, with a presumption in favour of sustainable development.

2.7 The NPPF states that “Development should only be prevented or refused on highways grounds if there would be an unacceptable impact on highway safety, or the residual cumulative impacts on the road network would be severe” (Paragraph 109). Whilst Paragraph 110 sets out that development proposals should seek to:

 Give priority first to pedestrian and cycle movements, both within the scheme and with neighbouring areas; and second – so far as possible – to facilitating access to high quality public transport, with layouts that maximise the catchment area for bus or other public transport services, and appropriate facilities that encourage public transport use;

 Address the needs of people with disabilities and reduced mobility in relation to all modes of transport;

 Create places that are safe, secure and attractive – which minimise the scope for conflicts between pedestrians, cyclists and vehicles, avoid unnecessary street clutter, and respond to local character and design standards;

 Allow for the efficient delivery of goods, and access by service and emergency vehicles; and

 Be designed to enable charging of plug-in and other ultra-low emission vehicles in safe, accessible and convenient locations.

2.8 The development is in a highly accessible location within South Shields (which is discussed further in Section 3) which meets the policy aspirations of the NPPF regarding accessibility by all modes of transport, particularly with an extensive range of public transport options available. In addition to overall layout of the site has been designed to incorporate safe routes for pedestrians and cyclists within the site. This Travel Plan sets out how the promotion of these sustainable travel options will be encouraged, supported and promoted complementing the aspirations if the NPPF.

Good Practice Guidelines: Delivering Travel Plans through the Planning Process (DfT & DCLG, 2009)

2.9 This wide-ranging document includes the stipulation that a full Travel Plan should be submitted with the planning application for any new development, and should include:

 Clear outcomes;

 Relevant targets and measures;

 Monitoring programmes; and

 Travel plan management structures.

2.10 It also states that:

“Successful travel plans require all stakeholders to work in different ways and in partnership. The highway/transport and planning authorities will need to work together and involve other external stakeholders, such as the local transport operators, as well as the developers.”

2.11 This Travel Plan has been prepared with the above in mind; it includes a comprehensive set of measures, along with mechanisms for managing their ongoing delivery and monitoring thee impact on travel behaviours.

Local Policy

North East Transport Plan (NETP) – December 2016

2.1 The North East Transport Plan serves as the joint transport plan between the seven Councils in the north east (Durham, , Newcastle, Northumberland, North Tyneside, South Tyneside and Sunderland), which together form the North East Combined Authority. The document primarily serves as a manifesto for the Combined Authority for the 20-year period to 2036. One area which the plan focuses on is sustainable transport; specifically stating that new developments will be designed to integrate walking.

2.2 The NETP was subject to public consultation in 2018, meaning that a revised version is to be expected in the near future. However, until an update is published, the 2016 document remains of relevance.

Tyne and Wear Local Transport Plan 2011-2021 (LTP3)

2.3 The Local Transport Plan (LTP3) for comprises a ten-year strategy (2011 - 2021) covering all forms of transport in Tyne and Wear and is underpinned by a series of three-year delivery plans. The delivery plans set out how the strategy will be put into effect at a local level.

2.4 The vision of the LTP3 is as follows:

“Tyne and Wear will have a fully integrated and sustainable transport network, allowing everyone the opportunity to achieve their full potential and have a high quality of life. Our strategic networks will support the efficient movement of people and goods within and beyond Tyne and Wear, and a comprehensive network of pedestrian, cycle and passenger transport links will ensure that everyone has access to employment, training, community services and facilities.”

2.5 The following goals are set out within the LTP3 to achieve the vision above:

 To support the economic development, regeneration and competitiveness of Tyne and Wear, improving the efficiency, reliability and integration of transport networks across all modes;

 To reduce carbon emissions produced by local transport movements, and to strengthen our networks against the effects of climate change and extreme weather events;

 To contribute to healthier and safer communities in Tyne and Wear, with higher levels of physical activity and personal security; and

 To create a fairer Tyne and Wear, providing everyone with the opportunity to achieve their full potential and access a wide range of employment, training, facilities and services.

2.6 The development proposals complement the policy aspirations of LTP3. The accessible location of the site will help create a healthier community and contribute towards a reduction in carbon emissions, as future residents will be able to walk or cycle to many nearby amenities and use public transport to readily travel throughout the wider Tyne & Wear region.

The South Tyneside Local Plan

2.7 The South Tyneside Local Plan forms part of the council’s latest development plan to help shape the Borough to 2036. This will influence how the region’s towns, villages, coast and countryside may change, where people live, work and shop and play, and how people move around. Once adopted, the Plan will provide:

 A framework to meet the needs of South Tyneside’s communities in a positive, managed and sustainable way;

 Those priorities for investment in jobs, homes and the timely delivery of the infrastructure necessary to support growth;

 The starting point for making decisions on day to day planning applications;

 A strategic policy framework for the preparation of Neighbourhood Plans.

2.8 Once adopted, the plan will fully replace the following adopted development plan documents:

 Core Strategy Development Plan Document (June 2007);

 South Shields Town Centre & Waterfront Area Action Plan (November 2008);

 Hebburn Town Centre Area Action Plan (October 2008);

 Central Jarrow Area Action Plan (September 2010);

 Development Management Policies (December 2011);

 Site-Specific Allocations (April 2012).

2.9 The draft policies of relevance to the current application are referred to in more detail below.

Policy RG1: South Shields Riverside (Strategic Policy)

2.10 Regeneration will be supported at the following sites in order to achieve an active and vibrant South Shields Riverside that contributes to the prosperity of the Borough:

2.11 Holborn Middle Dock and Windmill Hill

a) The former Holborn Middle Dock and associated land will deliver a mixed-use residential (approximately 400 homes) and office (approximately 200,000 sq. ft.) development. In taking forward the allocation we will require the developer to

provide a comprehensive masterplan to address ecology, flooding, environmental remediation and transport. Key considerations for the developer are:

i. Proposals should be supported by a site specific transport assessment, with particular focus on Commercial Road, South Eldon Street, A194 and Hudson Street.

2.12 As a regionally significant site, Holborn Middle Dock and Windmill Hill has the potential for a flagship mixed-use development including high quality office space. Proposals for the site are intended to capitalise on the Enterprise Zone status of the upper tier of the site and will deliver high quality office space and significant jobs. It is envisaged the new commercial office development will be augmented with 200,000 sq. ft. of office space, as well as new high quality residential units which will create new neighbourhoods and provide a range of house types and tenures providing a balanced and mixed community. South Tyneside see this sites as a significant asset to the Borough particularly in terms of providing appropriate accommodation for new and growing business service companies and digital and tech companies.

Policy IN6: Travel - New Development (Strategic Policy)

2.13 Accessibility will be improved, and transport choice widened, by ensuring that all new development is well serviced by a range of transport modes, including public transport, footpaths and cycle routes that are fully integrated into existing networks.

a) Proposals for new development should:

i. Where appropriate, be supported by a Transport Statement or Transport Assessment and a Travel Plan, to assist consideration of travel impacts, improve accessibility and safety for all modes of travel associated with development proposals; and

ii. Ensure that development proposals mitigate impacts on the strategic and/or local highway network, arising from the development itself or the cumulative impacts of development, through the provision of, or contribution towards necessary and relevant transport improvements, including those secured by legal agreement; and

iii. Ensure that development proposals provide, or contribute to the provision of, new and/or improved (as appropriate) sustainable travel

infrastructure where the predicted number of additional trips will lead to a cumulative increase in car-based trips; and

iv. Give first priority to pedestrian and cycle movements, both within the proposal and to neighbouring areas, and ensuring that the scheme layout addresses the need for public transport connectivity at the outset; and,

v. Incorporate safe and secure layouts which minimises conflict between traffic, cyclists and pedestrians including taking the needs of cyclists into account in traffic calming schemes; and

vi. Where appropriate, improve locations that are less attractive to pedestrians and cyclists, including crossing points at roads; and

vii. Ensure sufficient conveniently sited and secure cycle spaces will be provided having regard to the Parking Standards SPD (or its successor document), together with, where appropriate, showers and changing facilities; and

viii. Ensure that proposals in terms of their layout do not compromise the potential for the future development of adjoining sites; and

ix. Protect and where possible enhance access to public rights of way; and

x. Consider appropriate road safety solutions where applicable; and

xi. Ensure that sufficient car parking spaces will be provided having regard to the Parking Standards SPD (or its successor document); and

xii. With respect to the highway management and adoption process, developments should have regard to our Highways and Design Standards (or its successor document). b) Development proposals must be designed to meet the needs of ultra-low emission vehicle users. In particular:

i. All major development will incorporate charging infrastructure for ultra- low emission vehicles; and

ii. Minor development should incorporate charging infrastructure for ultra- low emission vehicles where it is practicable to do so; and

iii. With reference to proposals that require the provision of ultra-low emission vehicle infrastructure, applicants should also have regard to the Parking SPD.

c) Development proposals must be designed to meet the needs of public transport users. In particular:

i. Road layouts must include direct, convenient and safe bus routes which are not obstructed by on-street parking; and

ii. Bus priority measures must be implemented, where appropriate; and

iii. Where appropriate and necessary, all new homes and commercial development must be no more than 400m from a bus stop; and

iv. Bus stops must have appropriately designed shelters, good pedestrian access and be open to public supervision; and

v. Proposals must demonstrate how they have sought to maximise opportunities to improve accessibility to metro stations.

2.14 Policy IN7 “Accessible and Sustainable Travel”, seeks to ensure the delivery of an accessible and sustainable travel network. The need for pedestrian and cyclist connectivity has been specifically referenced in this policy because of the particular importance the Council attaches to ensuring strong linkages both within the riverside area and between it and South Shields Town Centre. Strong linkages between the town centre and the riverside area has the potential to be mutually supporting for achieving vibrancy in both areas and will complement the new Public Transport Interchange in South Shields Town Centre.

South Tyneside Local Development Framework SPD8 – South Shields Riverside Regeneration, August 2009

2.15 Supplementary Planning Document No 8 - South Shields Riverside Regeneration, was adopted in 2009 and remains relevant to South Tyneside’s vision for the regeneration of the riverside. The SPD has been prepared in support of the Local Development Framework Policy ST1 and the adopted South Shields Town Centre & Waterfront Area Action Plan Policies SS1 – SS14.

2.16 The document seeks to set out a sustainable long-term policy framework for the South Shields Riverside Regeneration Area, complementing the spatial vision and policies of the Core Strategy, the South Shields Town Centre & Waterfront Area Action Plan and the emerging Site-Specific Allocations Development Plan Document.

2.17 The strategic vision for the South Shields Town Centre & Waterfront Area Action Plan (which is discussed in the following part of this section) is to:

“redevelop the riverside as a high quality new location for urban living, leisure, education and working restoring the link between local communities and the river, and attracting highly skilled jobs”.

2.18 The SPD provides further detail for this vision, stating:

“To a seek a more sustainable, longer-term view towards the regeneration of the riverfront that balances the desire for an active waterfront with the ambitions of a growing residential community. It is driven by five principle uses that prioritise to maximise the potential of the area. These uses are housing, offices, research and development including the knowledge economy, tourism, culture and leisure”.

2.19 In addition to the strategic vision, six key objectives which form the basis of the SPD are identified, which are:

• Objective 1 – To improve access to the waterfront for everyone;

• Objective 2 – To connect the waterfront to the town centre, new neighbourhoods, and communities;

• Objective 3 – To improve links between the existing fragmented neighbourhoods;

• Objective 4 – To support businesses and promote a mix of employment opportunities;

• Objective 5 – To establish a sustainable living environment through mixed housing tenures and design innovation; and

• Objective 6 – To create a sustainable community through a mix of uses.

2.20 A range of principles are outlined within the SPD, the most relevant of which to this document and the proposals can be summarised as:

Principle SSR4: Pedestrian and Cycle Movement – High quality pedestrian and cycling environments should be created by:

• Reconnecting the riverside with the wider development area through the creation of a number of main walks and views, including the Cliff Walk, the Board Walk and the High Line in accordance with Policy SS3 (E) of the adopted Area Action Plan;

• Connecting communities to the waterfront and overcoming level differences between the riverside and its hinterland through a tiered or terraced embankment to the rear of the Middle Docks site as part the New Shore Park; and

• Re-connecting South Shields Riverside to the wider South Shields area, to enable access to major public transport hubs, community services and facilities.

2.21 Principle SSR4 establishes a desire to include pedestrian / cycle routes as a key part of the redevelopment of the waterfront area. As can be seen on the proposed masterplan for the site, there is a precedent to include additional pedestrian / cycle facilities within the site, whilst Section 3 identifies the existing pedestrian / cycle networks which residents and visitors of the site will be able to access.

South Shields Town Centre & Waterfront Area Action Plan

2.22 The South Shields Town Centre & Waterfront Area Action Plan (AAP) was the detailed development plan document for the South Shields area in the northeast of the Borough, which is due to be superseded by the South Tyneside Local Plan, once formally adopted. Nonetheless at this stage it remains a material consideration in policy terms . It sets out the more detailed strategy and vision, policies and site-specific land allocations for South Shields town centre, riverside and foreshore.

2.23 This AAP broadly covers the area to the north of the Westoe footpath / cycleway and is bounded by the northern and eastern edges of the Westoe Crown Village development. It includes:

• The wider South Shields town centre area;

• Associated key development sites along the Tyne Riverside, north from McNulty Offshore yard to the mouth of the River Tyne; and

• The more developed coastal foreshore area as far south as Gypsies Green at the northern end of the coastal Leas.

2.24 The development site is located within the AAP area, being located in a strategic waterfront site on the Tyne Riverside to the northeast of Westoe and the southwest of the South Shields town centre.

2.25 The document states that the overall approach to the future development and regeneration of the South Shields town centre and waterfront area is based on:

• Creating a town centre that expresses local identity, is vibrant, with a diverse range of retail, leisure and cultural facilities that are accessible to all;

• Promoting the regeneration of the riverside, providing opportunities for high quality mixed-use office, commercial, leisure, public services and residential development, expanding the town centre community; and

• promoting and enhancing the foreshore, the seaside resort of South Tyneside, as a key focus for leisure and recreation, consolidating and diversifying existing uses, upgrading the environment, and protecting the designated ‘developed coast’ from the sea.

2.26 The Riverside Regeneration area is sub-divided into ‘neighbourhoods’. Four of these – Harton Staithes, Holborn, Windmill Hill and High Shields – are allocated in this Area Action Plan. It is noted that a fifth and separate ‘neighbourhood’ – Trinity South – adjacent to Frederick Street district shopping centre, will be allocated in the Site-Specific Allocations DPD. Specific policies within the AAP that are of relevance to the proposals are detailed further below.

Policy SS3 Improving the Physical Accessibility of South Shields Town Centre and Waterfront

2.27 The accessibility of existing and proposed development sites within the South Shields town centre, riverside and foreshore areas will be improved for all modes of travel, giving priority to sustainable travel, by:

A) improving visual and physical infrastructure links between the riverside, town centre and foreshore / seafront, particularly along the King Street / Ocean Road axis;

B) improving pedestrian connections between the King Street and Waterloo Square / Coronation Street primary shopping areas, and with the Metro / bus station interchange, and between the Market Place and the Shields Ferry landing and Customs House on the riverside;

C) encouraging improvements at the Metro station and bus stands along Keppel Street and Chapter Row / Church Way;

D) improving links between the Arbeia World Heritage Site and the town centre, riverside and foreshore areas;

E) creating and improving pedestrian / cycle routes to and alongside the river to facilitate a continuous riverside walkway / cycleway, linking with the town centre and foreshore;

F) improving connections between attractions along the length of the foreshore;

G) improving traffic movement, circulation and management, including the focusing of road traffic for the town centre and riverside towards main gateways at the Crossgate / Station Road roundabout and at the Station Road / Coronation Street roundabout beside Harton Quay, and with a secondary gateway at the Crossgate / Westoe Road junction outside the Town Hall; and

H) improving connections and signage between town centre car parks, including improving links between the Coronation Street / Waterloo Square area and rationalised and consolidated provision in the area to the west of Fowler Street (by 2015).

2.28 All development proposals should be in accordance with the Council’s adopted car and cycle parking standards. The level of car parking provision should be sufficient to serve the needs of the town centre without adversely impacting on the viability of public transport or other sustainable travel initiatives.

2.29 Transport Assessments or Statements may also be necessary to assess traffic movements associated with proposed major redevelopment sites, including taking into account the implications for air quality and noise pollution. Sustainable travel plans may also be required (also to be detailed in a Supplementary Planning Document).

Policy SS11 Living in South Shields

2.30 South Tyneside Council will promote the provision of a sustainable mix and choice of housing in the South Shields town centre and riverside areas that meets the needs of everyone. Improvements to the quality of residential areas in the town will be encouraged, including proposals for the restoration of existing properties, bringing upper floors of premises back into viable use, and the reclamation and regeneration of disused sites.

2.31 The release of the following sites for residential development will be managed by South Tyneside Council, to bring forward net additional housing completions phased to the following RSS plan periods, where appropriate as part of a mixed-use development scheme:

A) 2011-2016 priority sites [Sub-total = approx.640 net additional dwellings]:

i) land to the west of Fowler Street- approx.40 dwellings

ii) the designated Riverside Regeneration area - approx.600 dwellings

- Harton Staithes (approx.100 dwellings / approx.8,500sqm)

- Holborn (approx.500 dwellings / approx.61,000sqm)

2.32 All proposals take into consideration the identified housing needs of the area, focusing primarily on providing 2-bed starter and 3-bed family homes, semi-detached and terraced houses and bungalows and upper-floor flats for owner-occupation. Proposals also include provision for affordable housing that contributes substantially to meeting the identified need for at least 359 additional affordable homes in the South Shields area in accordance with Core Strategy Policy SC4.

South Tyneside Local Development Framework – SPD7 Travel Plans, April 2020

2.33 The Supplementary Planning Document (SPD7) has been produced in support of the North East of England Plan (Regional Spatial Strategy), the Local Transport Plan for Tyne & Wear and the adopted South Tyneside LDF Core Strategy. These strategies require Travel Plans to be submitted with planning applications for all developments that would have significant transport implications including educational institutions, workplaces, public buildings, and new residential developments. This SPD provides developers, landowners, the community, and the Council with guidance on when Travel Plans should be produced and what they should contain.

2.34 SPD7 states that, “A Travel Plan is a long-term management strategy for an occupier or site that seeks to improve and manage access. It focuses on reducing the need to travel and delivering trip rate or modal share targets in any Transport Assessment. For the purposes of the planning process, Travel Plans must be documented and contain objectives and targets, the policies and measures to be implemented, an action plan and monitoring and review arrangements. Compulsory monitoring and submission of these results to the Local Planning Authority is standard. Travel Plans can make a significant contribution to meeting all these aims for both new and existing developments. Benefits can arise both in the immediate vicinity of the site and on the wider transport network as a whole, by promoting walking, cycling, public transport and other means of minimising single occupancy car journeys”.

2.35 Detail is provided within the document on what should be contained within a Travel Plan, these components can be summarised as:

 An introduction;

 Policies;

 Objectives;

 Transport Provision and Issue (including descriptions and maps to show existing transport infrastructure, services, and facilities);

 Proposed Actions and Measures;

 Indicators and Targets;

 Arrangements for the Monitoring and Review (in conjunctions with the council’s Travel Plan Officers); and

 Organisational Support (Including details of the nominated Travel Plan Co-ordinator and Communications Strategy).

2.36 In regard to Residential Travel Plans, the SPD states that the following: “Residential Travel Plans differ from school, workplace and other institutional Travel Plans in that they deal with more varied journeys from a place of origin rather than journeys to a single or limited number of destinations. They also require that an ongoing travel plan management organisation and structure needs to be put in place, as there is otherwise no single company or institution to continue or co-ordinate implementation. The main objectives of Residential Travel Plans are to:

 address residents’ need for access to a full range of facilities and activities;

 reduce the traffic generated by the development; and

 encourage good design principles and support the local community”

2.37 This Travel Plan has been prepared with consideration to the guidance outlined in SPD7, in particular consideration has been given to the required content and sections discussed; providing a clear set of measures and monitoring approach which will seek to reduce single occupancy vehicle trips to / from the site.

Summary

2.38 This Travel Plan has been prepared to take into account the overarching themes of both national and local policy guidance, which seeks to encourage development that is readily accessible by means other than the private car. It recognises that the proposed development site is allocated for residential development and as such, the principle of the suitability of the proposals in policy terms has been previously approved. Furthermore, this Travel Plan identifies how Cussins & Keepmoat Homes will support and encourage residents to take advantage of local active / sustainable travel mode

3. DEVELOPMENT ACCESSIBILITY

Introduction

3.1 This section of the Travel Plan identifies the existing opportunities for walking, cycling and public transport that will be available to future residents. It also considers connectivity between the site and nearby local amenities, demonstrating the ease with which residents will be able to undertake local trips without the need to travel by car.

Active Travel Options

Pedestrian Facilities

3.2 The Institution for Highways & Transportation (IHT) offers guidance on walking distance by journey purpose, as shown in Table 3.1, below.

3.3 As can be seen in Table 3.1, the preferred maximum walking distance for ‘walking / commuting’ is 2km. A 2km walking catchment from the site would, therefore, include the entirety of South Shields as well as, Westoe and Cauldwell. Figure 3.1 illustrates a 2km walking catchment from the site.

3.4 As can be seen on the proposed site masterplan, provided at Appendix A, pedestrian access to the site will be taken from a number of points on the northern, eastern, and southern boundaries of the site. As discussed previously, there are vehicle access points onto Commercial Street and West Holborn on the eastern and southern site boundaries, which will offer pedestrian access also. On the northern boundary, 2no pedestrian links are proposed, which will connect to the existing quayside and onto Riverside Court, on the eastern boundary a pedestrian link will be provided to the north of Cone Street, whilst another pedestrian access is proposed onto Commercial Road, close to the south-eastern corner of the site. The locations of the access points for pedestrian to the site are illustrated in Figure 3.2 overleaf.

3.5 There are continuous, lit, footways on both sides of Commercial Road, which facilitate a pedestrian route north – south through the surrounding area, as well as to South Shields town centre, which is located to the northeast of the site. It is anticipated that Commercial Road would be used to reach the wide range of leisure, retail and commercial uses located in South Shields town centre. The two pedestrian links on the northern boundary of the site, onto Riverside Court and the existing quayside could also be used to access South Shields town centre.

3.6 Further footways can be accessed on Laygate, which is located in the south-eastern corner of the site. An uncontrolled crossing point is located to the north of the proposed Laygate Street access. There are footways on both sides of Laygate, which facilitate an east – west pedestrian route towards the Fredrick Street local centre, which offers a range of amenities including a LIDL supermarket, shops and a Post Office. The footways on Laygate also benefit from street lighting.

3.7 A shared footway / cycleway provides a traffic-free route between Laygate and Station Road and would offer a more direct route for future residents living in the southern part of the site, than via Commercial Road alone.

3.8 Given the existing facilities to support pedestrian journeys locally, and the enhancements to be delivered as part of the development. It is considered that many local trips will be made on foot. Details of the amenities accessible within walking distance of the site are discussed in the later part of this section.

Cycle Routes

3.9 In addition to the wide range of amenities found within the town centre which are readily accessible on foot, the site is well located for access to the wider area by bike. It is generally accepted that destinations within a distance of 5km can be considered accessible by bike; likely destinations within 5km are detailed later in this section. A 5km cycle catchment of the site includes the entirety of South Shields, alongside Westoe, Cauldwell, Horsley Hill, Harton, Cleadon Park and West Harton; this catchment is illustrated in Figure 3.3 below.

3.10 As can be seen in Figure 3.3, there are a number of cycle routes in the vicinity of the site which could be utilised by future residents and visitors. Figure 3.4 illustrates the cycle routes in the vicinity of the site.

3.11 As can be seen in Figure 3.4, the closest cycle route to the site is National Cycle Network (NCN) Route 14 which runs along the traffic-free route that can be accessed from Laygate, to the southeast. NCN Route 14 is also known as the Three Rivers Cycle Route and connects a number of regional destinations including: Middlesbrough, Stockton-on-Tees, Hartlepool, Durham, Consett, Newcastle and South Shields.

3.12 In addition to NCN Route 14, further cycle facilities are located approximately 4 minutes north of the site on Crossgate; here NCN Route 1 and the North Sea Cycle Route can be accessed (as the two routes follow the same route). NCN Route 1 is a major national cycle route running north – south between Shetland and Dover, whilst passing through local destinations including Sunderland, Whitburn, and Seaham. The North Sea Cycle Route (which shares a route with NCN Route 1 locally) forms a north – south cycle route between South Shields and Staithes, which runs along the North Sea Coastline.

3.13 Given the proximity of the site to a number of local cycle facilities and amenities, it is considered that cycling will be an attractive option for future residents and visitors to the site. Details of the amenities located within cycling distance of the site are provided in the latter part of this section.

Public Transport

3.14 Whilst many local trips are likely to be undertaken on foot or by bike, it is nonetheless important to consider the options for travel by public transport, available within the vicinity of the site, particularly given the proximity of a number of urban centres that are readily accessible.

Bus Services

3.15 IHT’s ‘Planning for Public Transport in Developments’ report suggests 500m is the maximum distance people will walk to a bus stop, this is in circumstances where bus stops have a number of high frequency services. Table 3.1 shows the IHT guidelines for the recommended maximum walking distances to bus stops, based on service frequency.

3.16 The closest bus stops to the site are located on Commercial Road, on the eastern boundary of the site and in close proximity to the Laygate Street, Cone Street and Hill Street access points onto Commercial Road; with bus stops located within approximately 50m of each access point. Each bus stop on Commercial Road benefits from a flag and timetable information. For residents of the northern sections of the site, services from the B1344 and Coronation Street can be accessed in approximately 400m of the Cone Street access and the northern pedestrian access points (around a 5-minute walk); for residents living in the southern sections of the site, these services are located approximately 9 minutes’ walk (700m). The bus stop on the B1344 offers a flag and timetable information; whilst from the Coronation Street stop, there is a shelter, raised kerbs, bus cage and timetable information.

3.17 It is noted that further bus services are available from Western Approach, approximately 650m east of the centre of site, which are accessible within around an 8-minute walk. Although further than the 500m preferred maximum distance to a core bus corridor, it would be anticipated that future residents and visitors would be willing to walk an additional 150m to access a wider range of frequent services. The bus stops on Western Approach can be accessed via the footways on Commercial Road and Tudor Road (which is located to the

immediate east of Cone Street) and benefit from a bus layby and timetable information; there is a shelter at the southbound stop.

3.18 Figure 3.5 illustrates the locations of bus stops on Commercial Road, the B1344, Coronation Street and on Western Approach. A summary of the services available from these stops is provided in Table 3.3.

3.19 As can be seen in Table 3.3, the site is located within proximity of a number of frequent bus services. Bus services from Coronation Street and Western Approach in particular offer of high frequency services to a range of destinations including Newcastle, Sunderland, and Gateshead.

Metro and Rail Services

3.20 The closest Metro stations to the site are South Shields and Chichester, which are both located approximately 1.2km from the site. The South Shields Metro station would likely be more attractive for residents of the northern areas of the site, whilst the would be more attractive for residents of the southern sections of the site (dependent on the direction of travel).

3.21 South Shields Metro station can be accessed in around a 15-minute walk from the northern part of the site, a 4-minute cycle or in a 10-minute bus journey on the T503 service from Commercial Road. The station is a terminus station, which is located on the Yellow Line of the . Regular services can be accessed from the station to destinations including Hebburn, Gateshead, Newcastle city centre, Whitley Bay, Jesmond, and Gosforth. Facilities at the station include ticket machines, shelters, emergency help points, bakery and Nexus Travel Shop; the platforms also have step-free access. It should also be noted that the station serves as an interchange, meaning that a wide range of bus services can also be accessed from the Metro station.

3.22 Chichester Metro station is accessible from the southern part of the site in around a 15- minute walk, 5-minute cycle ride or in a 6-minute journey on the T503 bus service from Commercial Road. The station is also located on the Yellow Line of the Tyne and Wear

Metro, benefitting from regular services to South Shields, Hebburn, Gateshead, Newcastle city centre, Whitley Bay, Jesmond, and Gosforth. Facilities at Chichester Metro station include ticket machines, 4no. bicycle lockers, help point, newsagent and step-free access.

3.23 Services from South Shields and Chichester can be utilised to access national rail services, from the , which is around an 18-minute journey from South Shields Metro. Heworth Interchange is on the , with regular services between Middlesbrough and Newcastle via Sunderland, Metrocentre, Hartlepool and Whitby. In addition, services on the Green Line of the Tyne and Wear Metro can be accessed from Heworth Interchange (as well as at the preceding station, ); services on the Green Line run between Newcastle Airport and Sunderland.

Ferry Services

3.24 The Shields Ferry is located approximately 700m north of the centre of the site and can be accessed in around a 10-minute walk or in a couple of minutes by bike (with the shortest route via the northern pedestrian access points onto the existing quayside). The Shields Ferry is a regular ferry service (which permits pedestrians and cyclists) which connects North and South Shields, crossing the River Tyne, and runs at a 30-minute frequency Monday – Sunday. The ferry represents a much shorter route across the River Tyne between North Shields and South Shields with an approximate 7-minute journey time, whilst the same journey would take 22 minutes by car or 37 minutes on the Metro.

3.25 It should be noted that the ferry service is operated by NEXUS, meaning that ticketing is integrated with other public transport services (including the Tyne and Wear Metro). The Shields Ferry would represent an attractive, regular, travel option for future residents and visitors wishing to access destinations including North Shields and Tynemouth, which is more direct than other public transport services.

Car Club

3.26 Car clubs provide those who do not have access to a private car with the ability to use a vehicle over short rental periods, and at short notice. They are ideal for those who do not need to use a car on a regular basis, but who wish to have access to a car for occasional trips. This, for many people, can avoid the need to own and pay for a car. They also have the potential to bring about wider benefits to the environment and result in less congestion, by reducing the number of private cars on the road.

3.27 The closest car club vehicle to the site is located at the South Tyneside Council offices, which are located approximately 1km northeast of the centre of the site. From the site, the car club vehicle can be accessed in around a 12-minute walk, or in a 4-minute cycle. The car club vehicle is operated by Co-wheels which provides a BMW I3 EV for hire by registered users, prices for use of the vehicle start at £5.50 per hour (with no mileage charge). The location of the Co-wheels Car Club vehicle is provided in Figure 3.6 below.

Local Facilities

Summary of Accessibility

3.29 As has been discussed in this section, the site is located in a highly accessible location close to South Shields town centre. A range of local opportunities for walking, cycling and travel by public transport have been identified, demonstrating that future residents of the site would not require the use of a car to access amenities such as education, health, retail & leisure and employment. Furthermore, the local public transport options include high- frequency bus services and regular Tyne and Wear Metro services, meaning that a range of local and regional destinations can be accessed. It is, therefore, considered that the development of the site for residential use is consistent with national and local policy objectives.

4. TRAVEL PLAN MEASURES

Introduction

4.1 The key to successful travel planning is to identify the most suitable modes of transport that are realistic and practical for residents of a site such as this to adopt, before making these modes as attractive as possible. There is no single solution to any one person’s transport needs. Different people will respond to different measures, whilst some may not react to any. A range of Travel Plan measures is, therefore, proposed, which residents can pick and choose from, as they consider necessary.

4.2 The following section will first discuss Travel Plan management and coordination before highlighting the range of measures that will be delivered as part of this TP.

4.3 The measures proposed below, are based upon the experiences of TPS in delivering residential travel plans at other, similar, sites. They are practical and effective in encouraging sustainable travel behaviours in a residential context.

Travel Plan Budget

4.4 By submitting this TP, Cussins & Keepmoat Homes commit themselves to strategically implementing the measures contained within this document, monitoring the progress of the plan, amending it where necessary. To achieve this, necessary resources and funding will be made available to the Travel Plan Coordinator (see below).

Travel Plan Coordination

4.5 It is recognised that an important element of the success of this TP will be the appointment of a Travel Plan Coordinator (TPC). The TPC will be in place at least 3 months prior to first occupation, and throughout the period of development build out. Prior to the appointment of the TPC, all queries regarding the TP should be directed to:

4.6 The role of the TPC will include (but not be limited to):

 Overall management of the Travel Plan, including delivery of the measures set out in this section;

 Stakeholder engagement, including with the South Tyneside Council;

 Engagement with residents, including the provision of a Personal Journey Plan on request;

 Maintaining an understanding of local travel options, and updating Travel Plan materials as appropriate;

 Engagement with the sales team with a view to ensuring travel information is effectively passed onto prospective and new residents;

 Undertaking resident travel surveys; and

 Preparation of an annual monitoring report.

Resident Engagement and Information Provision

4.7 One of the principal aims of this Travel Plan is to ensure that the range of sustainable travel options is effectively promoted to all residents, both prior to moving to the site and also following occupation, such that sustainable travel habits can be encouraged from the start.

4.8 Whilst promotion of individual travel modes is set out further on in this section, the following sets out the engagement techniques that will be utilised in delivering this information to residents.

Resident Engagement Strategy 1: Provision of a Travel Information Guide

4.9 A travel guide will be developed for the site, which contains relevant site specific advice and information on the range of sustainable travel options available. This guide will be made available within the sales office, and then provided to all new residents at first occupation, alongside their welcome pack. An example guide can be found in Appendix B.

4.10 The information available on each mode will be covered further in this section, however, in summary the travel guide will summarise / include:

 The range of sustainable travel options available, and the location of the site relative to key local destinations;

 Links to public transport timetables and route maps for relevant local services;

 Links to a cycle map illustrating local links; and

 Links to further useful sources of information and advice on sustainable travel options.

Marketing Strategy 2: Provision of a Residents Travel Website

4.11 Websites offer an ideal means of providing people with access to up to date information, and direct links to useful information and tools, such as journey planning websites, car share schemes, timetables and maps. They are more flexible and environmentally friendly than provision of hard copies of travel information, which is likely to change over time.

4.12 A bespoke travel information website will, therefore, be set up for the development, providing residents with access to the latest local information, advice and news. This website will be managed by the TPC throughout their involvement at the site, after which control of the website will be offered to a local residents’ group (or willing individual) to ensure that the opportunity exists for travel planning to continue at the site.

4.13 The residents travel website will contain a wide range of site-specific travel information and advice and will, where appropriate, provide direct links to external sources of information, including but not limited to:

 The provision of public transport timetables and maps for download;  Links to journey planning software;  Information and advice on car sharing, with a link to the Liftshare car share scheme;  Cycle maps to download;  Advice on walking and cycling in the local community;  A map illustrating the key local travel options and key local trip destinations; and  Real time information for the closest bus stops. 4.14 The website will be promoted to prospective residents via the sales office, in the travel information leaflet and newsletters (which have been discussed previously).

Marketing Strategy 3: Provision of an Annual Travel Newsletter

4.15 To ensure continued engagement with residents, after they initially move into their property, a newsletter will be issued to all occupied dwellings on an annual basis, with the first issue being sent out 12 months after first occupation. The newsletter offers the opportunity to re- promote the various local transport options and to update residents as to any changes to local infrastructure / services.

Marketing Strategy 4: Free Personalised Journey Planning for each household

4.16 Each household will be offered a free personalised journey plan, which they can make use of by contacting the TPC. The TPC would input the residents' journey information into MyPTP and would then email the journey plan to the recipient. Residents will be made aware of the service via the aforementioned leaflet.

Walking

4.17 Walking contributes towards maintaining fitness levels and research indicates that 30 minutes of brisk walking per day could halve the risk of heart disease. Given the location of the site and the local walking routes available, travelling on foot will provide many residents with a practical way of accessing key local destinations.

Walking Strategy 1: Promote and encourage walking through the distribution of promotional material which outlines the benefits

4.18 For those who are out of the habit of walking, even half a mile can feel like a real effort to begin with, but once they are doing it regularly it becomes easier and quicker. Marketing walking can foster this virtuous cycle by highlighting benefits to health and wellbeing.

4.19 Walking will, therefore, be marketed through the resident engagement techniques outlined previously in this section. In particular, this marketing should include:

 The benefits of walking (health, financial, environmental etc);

 Promotion of local and national schemes and initiatives;

 Promotion of local walking routes and the location of key local destinations within a realistic walking distance; and

 Promotion of links to further sources of advice and information, including the Google Maps journey planner (which allows residents to plan a journey on foot) and local walking maps and commuter information sites such as, www.gosmarter.co.uk

Cycling

4.20 Cycling has many benefits in terms of health and fitness, mental wellbeing and reliability. In traffic congestion and over short distances cycling offers competitive journey times with motorised transport. Furthermore, cycling is recognised as having the potential to significantly contribute towards reducing car parking demand and peak hour congestion.

Cycle Strategy 1: Promote and encourage cycling through the distribution of promotional material which outlines its benefits.

4.21 Cycling and its various benefits will be marketed through the resident engagement techniques outlined earlier. In particular, this marketing will include:

 The benefits of cycling (health, financial, environmental etc);

 Promotion of local and national initiatives, https://letsride.co.uk/;

 Links to the South Tyneside cycle map, and details of key destinations within a realistic cycling distance http://www.gosmarter.co.uk/sites/default/files/South%20Tyneside_North.pdf ;

 Cycle Streets: an online cycle journey planner;

 Links to local cycle maps, and details of key destinations within a realistic cycling distance;

 The location of local cycle retailers; and

 Direct residents to the Go Smarter ‘Fix it yourself’ booklet as a means to encourage residents to undertake basic checks to keep their bike in good condition.

Cycling Strategy 2: Promote activities delivered at the Go Smarter Bike Park

4.22 Go Smarter Bike Park is located at the Temple Park Centre which is located approximately 3.7km southeast of the site; which can be accessed in a 13-minute cycle ride from the site. It offers a range of support for those wishing to cycle, including:

 Cycle skills training;

 Led bike rides and walks;

 Cycle hire; and

 A bike buddies’ scheme.

4.23 The Go Smarter Bike Park will be promoted via the various aforementioned media channels, whilst more information can be found at: https://www.southtyneside.gov.uk/article/71105/The-Bike-Park

Cycling Strategy 3: TPC to negotiate discounts with local cycle retailers

4.24 The TPC will seek to arrange discounts at local cycle shops for residents purchasing safety equipment, bikes and essential parts. Local stores may consider providing information as a

minimum, or discounts to residents if they believe that they will garner enough trade from the site.

Public Transport

4.25 The public transport opportunities afforded by the location of the development site have been outlined earlier within this document, with a range of choices available to residents.

4.26 People are, however, often unaware of their public transport options and by simply providing travel information a significant increase in public transport use can be achieved. This is even more critical where the residents of a new development are potentially unaware of the local geography and the public transport network in general.

4.27 With this in mind, all residents will be provided with a range of information on the public transport opportunities. Furthermore, with a range of user friendly initiatives now available to people, such as Google and Traveline, journey planning is very easy and convenient and will be promoted to all residents.

Public Transport Strategy 1: Public Transport will be marketed as a sustainable and practical method of transport

4.28 Travel by public transport will be marketed through the resident engagement techniques identified earlier in this section with relevant information provided on the options available. In particular, the following information will be distributed:

 Details on the location of local public transport facilities, including distances to bus, rail, metro and ferry services;  Promotion of links to further sources of advice and information, including: o GoSmarter Webpage: www.gosmarter.co.uk with detailed information on all public transport options; o Nexus Webpage: www.nexus.org.uk with detailed information on all public transport options, including a live travel map and timetables;

Public Transport Strategy 2: Promote ticket options to residents

4.29 There are a range of ticketing options available for public transport which could be utilised by future residents of the site. On the Nexus website (https://www.nexus.org.uk/tickets?mode%5B0%5D=43&type%5B0%5D=) there is a ‘ticket finder’ function, helping residents to ensure that they are aware of the most cost-effective tickets for their journey. The TPC will also liaise with local public transport operators to

determine if they would be prepared to offer free ‘taster tickets’, for residents to try out public transport.

Sustainable Car Use

4.30 It is unrealistic to expect that all journeys will, or even could, be undertaken by sustainable modes of transport. Sometimes the only option available to a resident is to travel by car and in such instances the aim of the travel plan should be to identify ways in which travel by car can be achieved in a more sustainable way.

Sustainable Car Use Strategy 1: Promote Car Sharing

4.31 Car sharing will be promoted as an alternative to single occupancy car use. Residents would not need to own a car to take part in the car share scheme as you can offer a lift, request a lift or take turns driving. In order to encourage car sharing, the scheme and the benefits of car sharing will be promoted via the resident engagement techniques outlined previously.

Sustainable Car Use Strategy 2: Promote Electric Vehicle Use Advice on Go Smarter Website

4.32 Residents will be made aware of the benefits of electric vehicles, together with locations of charging points, via the aforementioned media channels. Further information on the benefits of Electric Vehicle Use can be found at, http://www.gosmarter.co.uk/go- electric/home

5. TARGETS, MONITORING AND REPORTING

Introduction

5.1 When delivering a Travel Plan, it is important to monitor its progress and success. One easy way of understanding the impact of the TP is to consider the proportion of residents travelling by car alone in the context of other modes. A monitoring strategy has been set out below, which details how the success of the Travel Plan will be recorded and reported to the Local Planning Authority /Local Highway Authority.

Travel Plan Targets

5.2 Targets are essential to ensure everyone involved in the Travel Plan process knows what needs to be done and to enable progress to be assessed. Targets should be SMART (see below) and can take the form of ‘aim-type’ targets and ‘action-type’ targets:

 Specific;

 Measurable;

 Achievable;

 Realistic;

 Time-bound

Action-type Targets

5.3 Action-type targets are non-quantifiable targets and take the form of actions that need to be achieved.

5.4 The action-type targets specific to this Travel Plan can be found in Section 4. Appendix C provides an action plan, detailing roles, responsibilities and timescales for delivery.

Aim-type Targets

5.5 Aim-type targets are quantifiable targets against which the effectiveness of the Travel Plan in achieving its stated aims and objectives can be measured. In order to set aim-type targets it is first necessary to have a ‘baseline’ against which progress can be assessed.

5.6 One of the primary objectives is to reduce the overall level of single occupancy vehicle trips associated with the development. Prior to the occupation of the development, to establish an indicative baseline level of single occupancy vehicle trips, 2011 Census data for ‘Method of Travel to Work’ for MSOA South Tyneside 002 has been used.

5.7 Table 5.1 below summarises the 2011 Census ‘Method of Travel to Work’ data for South Tyneside.

5.8 From the baseline data presented in Table 5.1 a 10% reduction in the proportion of residents driving a car or van, is considered a reasonable target over an initial 3 year period. Beyond that the target will be to at least maintain this mode share. This target has been applied to the baseline vehicle mode split; shown below in Table 5.2. It should be noted that the baseline mode split will be validated by way of an initial resident travel survey and should it differ significantly from that present above, the targets will be reviewed accordingly.

Travel Plan Monitoring

Monitoring and Review Strategy 1 – Baseline Resident Travel Survey

5.9 Within 12 months of first occupation of the development, it is intended to validate the baseline situation (and thus the appropriateness of the targets) via a resident travel survey. The survey will determine the single occupancy vehicle mode share for residents travelling to work and will be organised by the site wide TPC. Following the closing of the survey period, a monitoring report will be prepared to summarise the results; this report will be submitted to the Local Authority within 1 month of the survey period closing.

Monitoring and Review Strategy 2 – Annual Resident Travel Survey and Reporting

5.10 On the anniversary of the baseline resident survey a follow-up survey will be undertaken annually until the development is fully occupied. This will follow the same format as the baseline survey, such that comparisons can be made with the initial survey. The results of the annual survey will be presented in an annual Monitoring Report for submission to the Local Authority, within 1 month of the survey period closing.

5.11 The Monitoring Report will provide an update on the delivery of the Travel Plan measures and progress towards the targets. Where progress is shown, the report will identify how the TPC will seek to address this.
