INTRODUCTION Introduction 1.1 TPS Transport Consultants Ltd (TPS) has been commissioned by Cussins & Keepmoat Homes to prepare a Travel Plan in support of an application for a proposed residential development of 350 dwellings (known as Holborn Riverside) located at the former Holborn Docklands, to the west of Commercial Road, South Shields. Site Location 1.2 The site is bound to the north by South Shields town centre, the west by the River Tyne and to the east and south by a mixture of residential and commercial uses. The location of the development is shown in Figure 1.1; Appendix A includes an indicative masterplan for the proposals. Figure 1.1: Site Location Site Location (Source: Google Maps) Development Proposals 1.3 The development proposals comprise a residential development of 350no. dwellings, which will form part of the regeneration of the former docklands. There is intended to be three phases of development; phase 1 will comprise 48no dwellings, phase 2 will comprise 109no. dwellings and phase 3 will comprise 193no. dwellings; a total of 53 dwellings (15%) will be TPS Transport Consultants Ltd 1 TPS Project Number: P1536 Project Name: Holborn Riverside, South Shields Date: February 2021 affordable; it is anticipated each phase of development will take between 12 – 18 months to complete. Table 1.1 provides a breakdown of accommodation type by phase. The 4no. access points onto Commercial Road will re-use existing access points to the former docklands at Cone Street, Nile Street, Hill Street and Laygate Street. Alongside the vehicle TPS Transport Consultants Ltd 2 TPS Project Number: P1536 Project Name: Holborn Riverside, South Shields Date: February 2021 access points, a total of a 4no. pedestrian links are proposed which will serve to increase pedestrian permeability from the existing footway network, external to the site. Figure 1.2 shows the various access points for motorised / non-motorised users. Figure 1.2: Motorised / Non-motorised Vehicle Access Points (Source: Google Maps / Cussins & Keepmoat Homes) 1.5 The development proposals will contribute towards the wider regeneration of the Riverside area of South Shields and will transform the currently derelict industrial land into a high- quality residential area. Given the nature and scale of the development proposals as a catalyst for the wider regeneration of the former industrial area, the site has been allocated for residential development by South Tyne Council as part of “The South Tyneside Strategic Housing Land Availability Assessment” (reference: SOS014 Holborn - South Shields Riverside); the allocation of the site for residential development highlights an acceptance of the principle of development in the order of the quantum / type proposed, and the associated traffic impacts. 1.6 The Travel Plan strategy set out within this report details the specific delivery mechanisms that Cussins & Keepmoat Homes intend to implement at the site, along with the specific tools that will be utilised by the Travel Plan Coordinator. Local authorities are also showing a great deal of interest in this technology since AYL data can be used to drive systems which provide real-time passenger information at bus stops (which are perceived to be a potential source of increasing patronage and also have a high on-street profile). However AYL technology is still relatively new to the bus industry and little research has been carried out as to the potential benefits of these systems with the result that many systems have been bought ‘off-the-shelf without consideration as to whether the system could be better with re-specification.
