Februar 2012) Das Eidgenössische Volkswirtschaftsdepartement, gestützt auf die Artikel 1 Absatz 2, 8 Absatz 2 Buchstabe b, 21 Absatz 2 und 30 der Artenschutzverordnung vom 18. April 20071 (ASchV),2 verordnet: Art. 1 Gegenstand (Art. 1 Abs. 2 ASchV) Diese Verordnung legt fest, welche Tiere, Pflanzen und daraus hergestellten Erzeugnisse kontrolliert werden. Art. 2 Anmeldung von Tieren, Pflanzen und Erzeugnissen (Art. 1 Abs. 2 und 22 ASchV) 1 Die im Anhang 13 aufgeführten Tiere, Pflanzen und Erzeugnisse müssen bei der Ein- und Ausfuhr bei der Zollstelle angemeldet werden. 2 Davon ausgenommen sind Erzeugnisse nach Artikel 4 dieser Verordnung sowie nach Artikel 9 Absatz 1 ASchV. An additional challenge is that many transnational shipments have unreliable geographic provenance. Therefore, frequently the lowest taxonomic determination is genus, which allows unscrupulous importers to evade the endangered species laws. In this study we explore whether analysis of wood using a Direct Analysis in Real Time (DART) Time-Of-Flight Mass Spectrometer (TOFMS) can assist in making unequivocal species determinations of Dalbergia. DART TOFMS spectra were collected from the heartwood of eight species of Dalbergia and six other look-alike species. In all, fourteen species comprising of 318 specimens were analyzed and the species chemical profiles were examined by statistical analysis.Dalbergia nigra (CITES Appendix I) was differentiated from D. spruceana; D. stevensonii (Appendix II) was distinguished from D. tucurensis (Appendix III), and all the look-alike timbers could be readily distinguished. Surprisingly, D. retusa (Appendix III) could not be differentiated from D. -

NIRS has been studied as tool to identify some woods but has not been tested for Dalbergia. This study explored the efcacy of hand-held NIRS technology to discriminate, using multivariate analysis, the spectra of some high-value Dalbergia wood species: D. decipularis, D. sissoo, D. stevensonii, D. latifolia, D. retusa, all of which are listed in CITES Appendix II, and D. nigra, which is listed in CITES Appendix I. Identifcation models developed using partial least squares discrimi- nant analysis (PLS-DA) and soft independent modeling by class analogy (SIMCA) were compared regarding their ability to answer two sets of identifcation questions. The frst is the identifcation of each Dalbergia species among the group of the six above, and the second is the separation of D. nigra from a single group comprising the other species, grouping all Dalbergia as one class. For this latter study, spectra of D. cearensis and D. tucurensis were added to the broader Dalbergia class. These spectra were not included in the frst set because the number of specimens was not enough to create an exclusive class for them. -

XXX CONVENTION ON INTERNATIONAL TRADE IN ENDANGERED SPECIES OF WILD FAUNA AND FLORA ____________________ Seventeenth meeting of the Conference of the Parties Johannesburg (South Africa), 24 September - 5 October 2016 Species trade and conservation INTERNATIONAL TRADE IN ROSEWOOD TIMBER SPECIES 1. This document has been submitted by the European Union and its Member States and Mexico.* Background 2. Timber is one of the most high-value wildlife products in trade, and rosewood species are amongst the most demanded timbers on the international market due to their attractive ornamental heartwood. The term ‘rosewood’ is used to describe several species from different genera, but is most commonly applied to selected species of Dalbergia, a genus comprising 287 species with a wide distribution across tropical Southeast Asia, Africa and Central and South America (The Plant List, 2013). Not all Dalbergia are considered rosewoods, with the term restricted to tree species that possess the characteristic heartwood. In addition, species of the genus Pterocarpus may also be referred to as rosewoods in trade, such as African rosewood P. erinacea (Groves and Rutherford, 2015)1. In 2014, a working list of species in the commercial timber trade reported that 32 species of Dalbergia and 12 species of Pterocarpus were present in trade (Mark et al., 2014). 3. There are 58 species of Dalbergia currently included in the CITES Appendices. Dalbergia nigra, a Brazilian endemic, was listed in Appendix I at CoP8 in 1992, due to large-scale harvesting for the luxury timber trade (Taylor et al., 2012). At CoP16 in 2013, four proposals to list logs, sawn wood and veneer sheets of D.
