The Norse element in the Orkney dialect Donna Heddle 1. Introduction The Orkney and Shetland Islands, along with Caithness on the Scottish mainland, are identified primarily in terms of their Norse cultural heritage. Linguistically, in particular, such a focus is an imperative for maintaining cultural identity in the Northern Isles. This paper will focus on placing the rise and fall of Orkney Norn in its geographical, social, and historical context and will attempt to examine the remnants of the Norn substrate in the modern dialect. Cultural affiliation and conflict is what ultimately drives most issues of identity politics in the modern world. Nowhere are these issues more overtly stated than in language politics. We cannot study language in isolation; we must look at context and acculturation. An interdisciplinary study of language in context is fundamental to the understanding of cultural identity. This politicising of language involves issues of cultural inheritance: acculturation is therefore central to our understanding of identity, its internal diversity, and the porousness or otherwise of a language or language variant‘s cultural borders with its linguistic neighbours. Although elements within Lowland Scotland postulated a Germanic origin myth for itself in the nineteenth century, Highlands and Islands Scottish cultural identity has traditionally allied itself to the Celtic origin myth. This is diametrically opposed to the cultural heritage of Scotland‘s most northerly island communities. 2. History For almost a thousand years the language of the Orkney Islands was a variant of Norse known as Norroena or Norn. The distinctive and culturally unique qualities of the Orkney dialect spoken in the islands today derive from this West Norse based sister language of Faroese, which Hansen, Jacobsen and Weyhe note also developed from Norse brought in by settlers in the ninth century and from early Icelandic (2003: 157). -

GD 2016/0080 Background Information on Strategic Sea Services November 2016 Department of Infrastructure FOREWORD To the Hon Stephen Rodan, MLC, President of Tynwald, and the Hon Council and Keys in Tynwald assembled. Strategic sea services are one of the most significant influences on the current and future economic and social wellbeing of the people of the Isle of Man. Tynwald recognised the importance of this in July 2016 when it debated strategic sea services and determined that a full economic appraisal be obtained to assess: a) the requirements for a ferry service; b) comparison with other similar ferry services; c) service level requirements; d) vehicle and operational requirements; e) commercial issues including length of contract and other potential models and; f) associated financial issues. Tynwald also determined in that July 2016 debate that: all ownership models should be investigated and a report produced for debate and decision by Tynwald. International economics consultants, Oxera Consulting LLP, were appointed to undertake the independent economic appraisal requested by Tynwald. Park Partners Limited of London had already been appointed by the Department of Infrastructure to provide specialist support on the strategic options for future sea services by evaluating alternative ownership models. Sailing Solo Around the Shetland Islands Summer 2014 “There are no lay-bys up here, only a very hard shoulder” Geoffrey Bowler Royal Forth Yacht Club in “Comma” a 26 foot sloop Wick to Kirkwall, Pierowall, Scalloway, Walls, Brae, Collafirth, Muckle Flugga, Baltasound, Lerwick, Fair Isle, Kirkwall including encounters with the races and overfalls of Lashy Sound, running ahead of gales from France, sensing ghosts in Walls from Teuchter’s Landing, and learning how Swarbacks Minn was the source of Germany’s collapse in 1918 and other truths. Firth of Forth connections in Unst. Heuristic methodology and good luck in Lunning Sound. Encounters with natives of universal helpfulness, friendliness and pragmatism; hostile skua and pelagic trawler in Collafirth; and companionable cetaceans between Fair Isle and North Ronaldsay. From Scalloway, up the West coast of Shetland, past Muckle Flugga, then down the East coast to Fair Isle back to Kirkwall, Comma carried a crew of one. With apologies to Captain Joshua Slocum Comma (CR 2108) is a 7.9 m (26 ft) Westerly Centaur built 1978; with a Beta Marine 20 inboard diesel engine (2014) and 50 litre fuel capacity. She is bilge keeled, draws 0.9 m (3 ft) and displaces 6,700 lbs. Main sail 161 sq ft; now has a furling headsail but originally No.1 Genoa 223 sq ft, No. 1 Jib 133 sq ft. Scottish Executive: The NorthLink ferry services contract Prepared for the Auditor General for Scotland December 2005 Auditor General for Scotland The Auditor General for Scotland is the Parliament’s watchdog for ensuring propriety and value for money in the spending of public funds. He is responsible for investigating whether public spending bodies achieve the best possible value for money and adhere to the highest standards of financial management. He is independent and not subject to the control of any member of the Scottish Executive or the Parliament. The Auditor General is responsible for securing the audit of the Scottish Executive and most other public sector bodies except local authorities and fire and police boards. The following bodies fall within the remit of the Auditor General: • departments of the Scottish Executive eg, the Health Department • executive agencies eg, the Prison Service, Historic Scotland • NHS boards • further education colleges • Scottish Water • NDPBs and others eg, Scottish Enterprise. Audit Scotland is a statutory body set up in April 2000 under the Public Finance and Accountability (Scotland) Act 2000. It provides services to the Auditor General for Scotland and the Accounts Commission. Together they ensure that the Scottish Executive and public sector bodies in Scotland are held to account for the proper, efficient and effective use of public funds.
