KAZAKHSTAN AND CELEBRATE 25TH ANNIVERSARY OF THE ESTABLISHMENT OF DIPLOMATIC RELATIONS During the reporting period, Astana hosted a series of events dedicated to the anniversary of the establishment of diplomatic relations between the Republic of and the Republic of Azerbaijan. Thus, organized by the International Turkic Academy jointly with the Embassy of Azerbaijan in Kazakhstan, the presentation of the book ". Biography" in was held in the Nazarbayev Center. The event was attended by the National Adviser to the Ali Hasanov, representatives of the MFA of the RK, several international organizations, diplomatic corps accredited in Kazakhstan, as well as eminent scientists. The book was translated into Azerbaijani by the laureate of the Higher Media Award of Azerbaijan, the Gaspraly Award of the International Turkic Academy, journalist-publicist, ex-Director of the Correspondent Bureau for Central Asian countries of Azerbaijan Television, Aida Eyvazova (Aida Eyvazly Geiturk). The consultants of the publication are the president of the International Turkic Academy Darkhan Kydyrali and the deputy of the Milli Mejlis (Parliament) of Azerbaijan Javanshir Feiziyev, the editor is Veli Akbar. The book tells about the life of President Nursultan Nazarbayev, which can be an example for others, about his ardent struggle against forces threatening the existence of Kazakhstan as a state at different times. The text is supplemented with documents and photos from the personal archive of the Kazakhstani Leader. In his solemn speech, Adviser to the Azerbaijani President A. Hasanov specifically stated that “Quarter of the century is short term by historical standards, but for countries that proclaimed their independence a little more than two decades ago, this is an entire epoch. For 25 years we managed not only to preserve, but also to multiply centuries-old traditions of friendship, to bring Azerbaijani-Kazakh relations to the level of strategic partnership. And a huge role in this process belongs to Heydar , Nursultan Nazarbayev and the current President of Azerbaijan .” As the Kazakh media notes, during this period, a special issue of the IRS International Journal of Azerbaijan in dedicated to the 25th anniversary of the establishment of diplomatic relations between Kazakhstan and Azerbaijan was presented. It is published in 15 languages. The issue contains articles of the Ministers of Foreign Affairs of two countries - Kairat Abdrakhmanov and Elmar Mammadyarov, as well as the first vice-president of Azerbaijan, Mehriban Aliyeva. In addition, Ali Hasanov and Azerbaijani Ambassador to Astana Rashad Mammadov were awarded jubilee medals for the 25th anniversary of Kazakhstan's Independence. In turn, the president of the International Turkic Academy Darkhan Kydyrali presented the Kazakh chapan to a high-ranking guest, an Adviser to the President of Azerbaijan.

NURSULTAN NAZARBAYEV PAID AN OFFICIAL VISIT TO BELARUS On November 29-30, an official visit of the President of the Republic of Kazakhstan Nursultan Nazarbayev to Belarus took place. During the visit, N. Nazarbayev held talks with the Alexander Lukashenko. As the Belarusian media notes, after the official ceremony of the meeting between the heads of state, the talks were held in a narrow format. In his speech, the Kazakh leader said: "We have achieved significant progress in a short historical period. In difficult conditions we have created a powerful political base for bilateral cooperation. Our states are reliable partners who have an open and trusting relationship." Nursultan Nazarbayev also recalled the close economic cooperation between Kazakhstan and Belarus within the framework of a common integration association - the . It is noted that in Kazakhstan there are 260 Belarusian enterprises, 6 joint large automobile assembly plants. The Kazakh stores also sell products of Belarusian agriculture. In turn, Alexander Lukashenko noted the importance of Kazakh President's visit in the context of further deepening and expanding bilateral cooperation. "I am sure that your visit will increase the turnover, and we have everything for this." In general, during the talks, issues of mutual strategic cooperation in trade, mutual investment, financial instruments, education, information technologies, housing and road construction were discussed. The issues of creating transnational corporations within the framework of the Eurasian Economic Union were also considered. Based on the results of the Kazakh leader’s visit, a business forum was held. Thus, BelAZ and AstanaBelAZService LLP signed an agreement on the delivery of 25 dump trucks with payload capacity of 90 tons and 130 tons for a total of about $ 25 million to Kazakhstan. A memorandum between MAZ and Hyundai Trans Auto LLP was signed, according to which it is planned to deliver 100 truck sets of dump trucks and municipal vehicles in 2018. An agreement on the creation of a joint business council between the Belarusian Chamber of Commerce and Industry and the Foreign Trade Chamber of Kazakhstan was also signed during the forum.

NEW PRESIDENT OF MADE THE FIRST FOREIGN VISIT On November 29, at the invitation of the Russian side, President of the Kyrgyz Republic Sooronbay Jeenbekov paid the first foreign visit to the Russian Federation. Within the framework of the visit, Sooronbay Jeenbekov held talks with Russian President , Russian Prime Minister . He also met with the President of the International Union of KVN (КВН) Alexander Maslyakov and awarded him the Dostuk Order for his great contribution to strengthening friendship between the peoples of Kyrgyzstan and , and for many years of productive creative activity. Within the framework of the visit, a bilateral meeting with the head of Russia Vladimir Putin took place. During the meeting, the sides discussed further deepening of bilateral cooperation, interaction within the framework of integration associations in the Eurasian space, as well as the implementation of joint projects. Vladimir Putin congratulated Sooronbay Jeenbekov on assuming the post of and noted the positive dynamics in the trade and economic relations between two countries. "You are an experienced person, recently headed the government, took a direct part in the work of all our political plans for cooperation between Russia and Kyrgyzstan. With your direct participation, Kyrgyzstan has become a full member of our main economic integration association. After that, there is a significant growth in trade turnover between Kyrgyzstan and the countries of the union. Well, regarding the bilateral level, after a slight decline last year, there is an increase of 32% in the first quarter of this year," Vladimir Putin said. He also expressed the hope that the cooperation between Kyrgyzstan and Russia will continue both in the sphere of economy and in the field of security, in particular within the framework of the CSTO. "Tomorrow, we will take part at the CSTO Summit. Relations are developing in all directions, we are pleased that your first visit as the head of state is made to Russia and we have the opportunity to talk with you about the further prospects of bilateral relations and our joint work in international organizations," Vladimir Putin stressed. Sooronbay Jeenbekov thanked his Russian counterpart for the invitation to visit the Russian Federation. "It is deeply symbolic for me that I am making my first foreign visit to the Russian Federation. It could not be otherwise. By this we show that the Kyrgyz Republic is firmly committed to strengthening our relations, our alliance and strategic partnership," said Sooronbay Jeenbekov, and expressed his gratitude to Vladimir Putin for personal attention to the development of Kyrgyz-Russian relations. He also noted that will make every effort to strengthen bilateral relations.

A SESSION OF THE CSTO COLLECTIVE SECURITY COUNCIL WAS HELD IN A SESSION OF THE CSTO COLLECTIVE SECURITY COUNCIL WAS HELD IN MINSK On November 30, a session of the CSTO Collective Security Council was held in Minsk. The meeting was attended by the following Presidents: the Republic of Armenia - S. Sargsyan, the Republic of Belarus - A. Lukashenko, the Republic of Kazakhstan - Nursultan Nazarbayev, the Kyrgyz Republic - S.Jeenbekov, the Russian Federation - V.Putin and the Republic of Tajikistan- E.Rahmon. According to the Belarusian media, the heads of states summed up results of the Organization's activities for the past period and outlined plans for the near-term perspective, discussed the current situation in the world and in the CSTO responsibility zone. The participants noted significance and effectiveness of the Astana negotiating platform in the context of the settlement of the crisis in Syria. During the session, a constructive exchange of views on topical issues on the international agenda took place, measures to strengthen regional security in the context of the situation on the Korean peninsula, the situation in Syria and Afghanistan were identified, and measures to strengthen information security were also identified. The President of Kazakhstan thanked the Belarusian side for the successful chairmanship in the CSTO in the past period. Nursultan Nazarbayev presented the priorities of Kazakhstan's chairmanship in the Collective Security Treaty Organization for the coming year in five directions, including the extension of the instruments of interaction of the CSTO member states in the military sphere. In conclusion, N.Nazarbayev suggested holding the next session of the CSTO Collective Security Council in Astana in the second half of 2018. Following the session of the CSTO Collective Security Council, a number of documents were adopted. Including, the CSTO Jubilee Declaration; a joint statement on the situation in Syria; a joint statement on supporting the mediation efforts of the OSCE Minsk Group co-chairs on the Nagorno-Karabakh conflict settlement;

- Statement on joint measures to strengthen the defense potential of the CSTO member states; decision on reforming the Secretariat and the Joint Staff of the CSTO. In addition, within the framework of the session, the Action Plan on the implementation of the Collective Security Strategy until 2025 was approved, and an Agreement on Information Security to strengthen cooperation on countering cyber threats and challenges in the information sphere was signed. It should be noted that on the margins of the CSTO session, bilateral meetings of the heads of member-states to the organization were held. In particular, at the request of the Kyrgyz side, Nursultan Nazarbayev held a meeting with Sooronbay Jeenbekov, during which the President of Kazakhstan congratulated the on winning the elections. "It is necessary to restore brotherly relations between the two countries. It is in the interests of our peoples," Nursultan Nazarbayev noted. The President of Kazakhstan noted that in the near future working groups of the governments of two countries would develop and sign the Road Map. After the completion of this work, according to the appeal of the Kyrgyz side, existing issues at the Kazakh-Kyrgyz border will be resolved. In addition, Nursultan Nazarbayev invited the President of the Kyrgyz Republic to officially visit Kazakhstan. In turn, Sooronbay Jeenbekov thanked Nursultan Nazarbayev for his congratulations and invitation to visit Kazakhstan. “We discussed the issues of cooperation between our countries and came to a common opinion on a number of positions. I asked, in spite of existing problems, to open the border under my personal responsibility," said the President of Kyrgyzstan. At the end of the meeting, the sides stressed the good-neighborly nature of the relations between the two countries, expressing the desire to resolve all emerging issues in a constructive manner.

NEGOTIATIONS OF LEADERS OF AZERBAIJAN AND AFGHANISTAN WERE HELD IN

On November 30, Ashraf Ghani paid an official visit to Azerbaijan. During the visit, the Afghan leader took part in the 7th ministerial conference of the Istanbul Process - Heart of Asia, which was held in Baku on December 1. A.Ghani held a number of official meetings, during which five documents were signed in the field of economy and trade, investment protection, cooperation in law enforcement and security, education, and air services. During the meeting of Presidents of Azerbaijan Ilham Aliyev and Afghanistan Ashraf Ghani, the sides discussed a wide range of issues. In his speech, I.Aliyev noted: “First of all, I want to express gratitude to Mr. President for accepting my invitation and arriving in Azerbaijan. This morning we opened the 7th ministerial conference of the Istanbul process, called the "Heart of Asia". I take this opportunity to congratulate Mr. A.Ghani and the Government of Afghanistan on the great social and economic successes of the country. We held many meetings with Mr. President. I remember our first meeting. Then Mr. President’s vision for the future of Afghanistan’s development made a deep impression on me. I am glad that his plans are being implemented. I am confident that the reforms and development initiated by him will yield good results. As a friendly and partner country, Azerbaijan is proud that it stands shoulder to shoulder with Afghanistan on this path of development,” I. Aliyev said. Following the talks with the participation of two leaders, the signing ceremony of the Azerbaijani- Afghan documents took place. In particular, agreements in the field of trade, investment, education, security, as well as in the aviation industry were signed. Recall that Afghanistan, Azerbaijan, , , , Kazakhstan, Kyrgyzstan, , Russia, , Tajikistan, , Turkmenistan, the United Arab Emirates and the United Nations take part in the Istanbul Process - the Heart of Asia. The Istanbul Process - the Heart of Asia is an important regional platform for promoting stability, peace and prosperity in the region, close regional cooperation and political dialogue towards expanding ties.
