The governor is elected to a four-year term during the same year as a presidential election and may seek re-election to a sec- ond four-year term. No person may hold the office for more than two terms. The governor appoints the members of all boards and commissions, the heads of all departments in state government and all va- cancies in public offices unless otherwise provided by law. The lieutenant governor is elected for a four-year term and is subject to re-election. Under the Missouri Constitution, the lieu- tenant governor is Ex officio president of the Missouri Senate. Upon the death, convic- tion, impeachment, resignation, absence from the state or other disabilities of the governor, the lieutenant governor shall act as governor. By law, the lieutenant governor is a mem- ber of the Board of Public Buildings; the Board of Fund Commissioners; the Missouri Development Finance Board; the Missouri Lieutenant Governor Peter D.
