Five Indian Provisional Patent Applications were filed in respect of inventions of faculty members Prof K S Narayan, Prof G U Kulkarni, Prof Ranga Udaykumar, Prof Tapas Kundu and Dr Jayanta Haldar as Principal Inventors. National Phase Applications were filed for three inventions: (a) ’Optimal wing planforms for reducing the induced or total drag of the wing of an aircraft driven by wing-mounted tractor propellers/rotors’ by Prof R Narasimha, filed in USA, Europe, China, Brazil, Japan, Korea; (b) ‘Inhibition of Histone Acetyltransferases by CTK7A and methods thereof’ by Prof Tapas K Kundu, filed in USA, Europe and China; (c) ‘A novel process for micropattern generation on polymer thin films using pulsed laser diffraction’ by Prof G U Kulkarni in collaboration with IIT-K, filed in USA. During the last six months the Centre has successfully licensed 5 inventions of Prof G U Kulkarni, Dr Subi J George and Dr T Govindaraju as principal inventors. The Council has lived up to country’s expectations on all major fronts of its activity: research and development of vaccines and drugs for infectious diseases like tuberculosis, malaria, filariasis, HIV/AIDS, research in the areas of modern biology like molecular biology, genomics, bioinformatics, fertility regulation, cancer and other non-communicable diseases, consultancy and human resource development, national and international collaborations and biomedical informatics and communication. During the period under report, the Memorandum for the Expenditure Finance Committee (EFC) of ICMR has been approved by the Government of India and Rs.870 Crores have been allocated for the 10th Plan. The research activities will now be pursued with greater vigour as more funding would be available. To optimize resource utilization, the Council is using the Combined Approach Matrix being used by Global Health Forum for Health Research for setting research priorities in various disciplines. The Council continued to play an important role in detecting new and emerging infections in India like the Chandipura virus encephalitis in Andhra Pradesh and Gujarat and outbreak of mysterious fever in Siliguri.

Accepted 01 March 2011 HCV NS3 protein plays a central role in viral polyprotein processing and RNA replication. We demonstrate that the NS3 protease (NS3pro) domain alone can specifically bind to HCV-IRES RNA, predominantly in the Published SLIV region. The cleavage activity of the NS3 protease domain is reduced upon HCV-RNA binding. More 14 June 2011 importantly, NS3pro binding to the SLIV hinders the interaction of La protein, a cellular IRES-trans acting factor required for HCV IRES-mediated translation, resulting in inhibition of HCV-IRES activity. Although overexpression of both NS3pro as well as the full length NS3 protein decreased the level of HCV IRES Correspondence and mediated translation, replication of HCV replicon RNA was enhanced significantly. These observations suggest that the NS3pro binding to HCV IRES reduces translation in favor of RNA replication.
