The Centre has been emerging as one of the leading institutions in the country for higher learning and research in frontier areas of science and engineering. The Centre has also been recognized as a Deemed University. This year significant progress has been made in all spheres of academic activities at the Centre. Beginning this academic year, an MS-Ph D in Chemistry and Biology has been launched to facilitate our POCE and POBE students in their pursuit of research degrees. We will also be starting an Integrated PhD programme in Biology from the next academic year. There is a steady increase in the number of research students at the Centre pursuing various academic programmes. After obtaining the status of Deemed University, 66 students have obtained Ph D Degrees; 21 students M S (Engg.), one student M S (by research) and 09 students M S (Int. Ph D) degrees. The academic, research, fellowship and extension programmes have been progressing as envisaged. The publication record is growing steadily. The faculty members have made significant scientific contributions. Prof C N R Rao, National Research Professor and Linus Pauling Research Professor has received the Queen’s Royal Medal. He has also been awarded the August-Wilhelm-von-Hofmann medal for outstanding contributions in chemistry by the German Chemical Society. This is the highest international medal in chemistry and has been awarded to an Indian scientist for the first time. Previously, the medal had been awarded to Nobel laureates and other leaders in chemical research. Prof M R S Rao, President, JNCASR, has been awarded Padma Shri by the Government of India. Many of our faculty members have received recognitions like the Shanti Swarup Bhatnagar Award, National Bioscience Award, B M Birla Prize and Fellowships of the Science Academies. Based on the decision of the Council of Management, Dr. Manmohan Singh, Hon’ble Prime Minister, and Shri Kapil Sibal, Hon’ble Union Minister for HRD were conferred with the “Honorary Fellowship” of the Centre. This has been a year of significant scientific discoveries made by our faculty and students; to name a few, Chemists at JNCASR have unveiled a new composite that claims to be harder and stronger than the strongest metal. The new material is a carbon-based polymer reinforced with graphene, and has been developed at the JNCASR after two years of intensive research. The material may be relevant to several commercial applications including building super capacitators, photo voltaic and carbon-based large transistors. A group from MBGU has identified the gene locus causing hot water epilepsy. Researchers from NIMHANS and JNCASR have discovered the gene locus (at chromosome 10q21.3-q22.3) responsible for causing hot water epilepsy is positioned. This is the first identification of a locus for this unusual neuro-behavioural disease. For the first time, researchers of MBGU have found a link between acetylation of the histone chaperone NPM1 and manifestation of oral cancer. There is a drastic enhancement in the level of acetylated NPM1 in malignant oral tissues and hence it might serve as a diagnostic marker for oral cancer progression and abnormal acetylation could be a potential therapeutic target. The Science Outreach Program has become an important academic component of the Centre. Ltd. Acknowledgement Annual Report of the ‘Satyendra Nath Bose National Centre for Basic Sciences’ is a brief representation of its activities of a financial year. The report reflects research activities, administrative activities, academic progress and achievement of young research scholars, development of infrastructure and facilities, and establishment of network with advanced research groups around the world. It’s seventh time I have been assigned the job of compilation of Annual Report of the Centre. To prepare the Annual Report, all the faculty members and sections of the Centre spent their valuable time to provide respective data. It is a time bound work to be completed within a short span of time. This is the first time the Annual Report is translated and typed in Hindi within the Centre. The Hindi Officer, Sadhana Tiwari has given sincere fatigueless effort to translate the entire Annual Report in Hindi and library staff - Gurudas Ghosh and Ananya Sarkar typed the Annual Report in Hindi within a very limited time period. Words won’t be suffice to describe the painstaking labour of Hindi translation team.     EDITORIAL As we sail into the 8th year of our young institute, this newsletter aims to provide a common platform to bring together all the events associated with TIFRH, scientific and otherwise. In this inaugural issue, we bring to you an array of articles along with some creative titbits. We start off the issue with the cover story tracing the marvellous journey of TIFR Hyderabad, right from its conception to the point we stand today, a full-fledged institute bustling with research activities. We feature an article by Prof. Hari Dass, which will make you ponder about the no- cloning theorem in quantum mechanics and its implications, and Shubhadeep Pal, who gives an insight into the importance of reducing carbon emissions. We also feature an exclusive interview with the NMR bigwig, Prof. Shimon Vega, who talks about his foray into NMR, the long-standing relationship with his student, Prof. P.K Madhu, and dealing with hiccups in science. TIFR has a long history of outreach programs and other activities encouraging science education at the roots. At TIFR Hyderabad, we intend to continue this paradigm and to this end, Debashree Sengupta talks more about the active initiatives being taken in this direction. Moreover, amidst a variety of interdisciplinary research at TIFRH, we have highlighted a few in the ‘InFocus’ section of this issue. Lastly, in the non-science end of this issue, we present to you some comic relief, a poem about life and friendship in a research institute, and a photo gallery sporting a few talented shutterbugs at TIFR Hyderabad.

Construction Activity 247 1 About The Institute History: The Harish-Chandra Research Institute is one of the premier research in- stitutes in the country. It is an autonomous institution fully funded by the Department of Atomic Energy (DAE), Government of India. The Institute was founded as the Mehta Research Institute of Mathematics and Mathematical Physics (MRI). On 10th Oct 2000 the Institute was renamed as Harish-Chandra Research Institute (HRI) after the acclaimed mathematician, the late Prof Harish-Chandra. MRI started with the efforts of Dr. B. N. Prasad, a mathematician at the University of Allahabad, with initial support from the B. S. Mehta Trust, Kolkata. Dr. Prasad was succeeded in January 1966 by Dr. S. R. Sinha, also of Allahabad University. He was followed by Prof. P. L. Bhatnagar as the first formal Director. After an interim period, in January 1983 Prof. S. S. Shrikhande joined as the next Director of the Institute. During his tenure the dialogue with the DAE entered into decisive stage and a review committee was constituted by the DAE to examine the Institute’s future.

Bose National Centre for Basic Sciences, Kolkata 700106, India Based on some analytic structural properties of the Gini and Kolkata indices for social inequality, as obtained from a generic form of the Lorenz function, we make a conjecture that the limiting (effective saturation) value of the above-mentioned indices is about 0.865. This, together with some more new observations on the citation statistics of individual authors (including Nobel laureates), suggests that about 14% of people or papers or social conflicts tend to earn or attract or cause about 86% of wealth or citations or deaths respectively in very competitive situations in markets, universities or wars. This is a modified form of the (more than a) century old 80 − 20 law of Pareto in economy (not visible today because of various welfare and other strategies) and gives an universal value (0.86) of social (inequality) constant or number. I. INTRODUCTION Unlike the universal constants in physical sciences, like the Gravitational Constant of Newton’s Gravity law, Boltzmann Constant of thermodynamics or Planck’s Constant of Quantum Mechanics, there is no established universal constant yet in social sciences. There have of course been suggestion of several possible candidates. Stanley Milgram’s experiment [1] to determine the social ‘contact-distance’ between any two per- sons of the society, by trying to deliver letters from and to random people through personal chains of friends or acquaintances, suggested ‘Six Degrees of Separation’.

The Council has lived up to country’s expectations on all major fronts of its activity: research and development of vaccines and drugs for infectious diseases like tuberculosis, malaria, filariasis, HIV/AIDS, research in the areas of modern biology like molecular biology, genomics, bioinformatics, fertility regulation, cancer and other non-communicable diseases, consultancy and human resource development, national and international collaborations and biomedical informatics and communication. During the period under report, the Memorandum for the Expenditure Finance Committee (EFC) of ICMR has been approved by the Government of India and Rs.870 Crores have been allocated for the 10th Plan. The research activities will now be pursued with greater vigour as more funding would be available. To optimize resource utilization, the Council is using the Combined Approach Matrix being used by Global Health Forum for Health Research for setting research priorities in various disciplines. The Council continued to play an important role in detecting new and emerging infections in India like the Chandipura virus encephalitis in Andhra Pradesh and Gujarat and outbreak of mysterious fever in Siliguri.
