ISSUE: 2020 No. 126 ISSN 2335-6677 RESEARCHERS AT ISEAS – YUSOF ISHAK INSTITUTE ANALYSE CURRENT EVENTS Singapore | 3 November 2020 Why Myanmar’s 2020 Elections Matter Moe Thuzar* EXECUTIVE SUMMARY • Myanmar’s 8 November general elections are proceeding as planned. Authorities are undeterred by concerns over the surge in Covid-19 cases and the ongoing conflict in several ethnic areas. • The Covid-19 pandemic has produced socio-economic challenges across Myanmar that will linger on long after the 8 November polls. • The ruling National League for Democracy (NLD) is widely expected to be given a second mandate in the polls, though with a smaller majority than in 2015. • In 2020 the NLD faces more critical voters than in 2015. A combination of factors has dented the NLD’s track record over the past five years, notwithstanding a few bright spots in the tackling of high-level corruption. • With a returned mandate, the NLD could institute a ‘second wave’ of reforms focusing on land rights, education, healthcare, and labour law reforms, in addition to socio-economic reforms, over 2021 to 2025. • Young people are showing a heightened interest in politics and national development issues, and are keen to participate. * Moe Thuzar is ISEAS Fellow and co-coordinator of the Myanmar Studies Programme at ISEAS – Yusof Ishak Institute. 1 ISSUE: 2020 No. 126 ISSN 2335-6677 INTRODUCTION On 1 July 2020, the chair of Myanmar’s Union Election Commission (UEC) announced November 8 as the date for general elections, disseminating the information via its Facebook page. Yangon, Myanmar +951 562439 Acknowledgement of Myanmar Development Research This edition of the “Fact Book of Political Parties in Myanmar (2010-2012)” is the first published collection of facts and information of political parties which legally registered at the Union Election Commission since the pre-election period of Myanmar’s milestone 2010 election and the post-election period of the 2012 by-elections. This publication is also an important milestone for Myanmar Development Research (MDR) as it is the organization’s first project that was conducted directly in response to the needs of civil society and different stakeholders who have been putting efforts in the process of the political transition of Myanmar towards a peaceful and developed democratic society. We would like to thank our supporters who made this project possible and those who worked hard from the beginning to the end of publication and launching ceremony. Terms of Reference and Scope of Services Assignment Title: Regional Office Consultant (National) Reference No: C 53 ONE CONSULTANT for the RAKHINE STATE OFFICE Date of Issue: 03 Nov 2020 Background The Republic of the Union of Myanmar has received financing from the World Bank towards the cost of its NCDD Project which is being implemented by the Department of Rural Development (DRD) of the Ministry of Agriculture, Livestock, and Irrigation. NCDDP Cycle 5 is currently being implemented in 63 townships (see the below table), and will expand to a peak of 76 townships in Year 6 (2020). In each township, the NCDDP was originally implemented with the support of a township level technical assistance team (TTA) (procured by DRD and provided by a mix of domestic and international firms and NGOs). The TTA teams provided technical assistance and capacity building support to the township DRD teams for the initial operations in each township and the State/ Regional project offices are well organized with an adequate project staff to have close supervision/ administration to and liaising role between the Union and township levels. For detail, please visit http://cdd.drdmyanmar.org/ Rationale A total of 11 (eleven) State/ Regional Office consultants were recruited and contracted under 12 months’ assignment in October 2019. However, the consultant for Rakhine State office could not be mobilized due to less of interest by the applicants. The NCDDP is being implemented for its 4 project years in the two townships namely GWA and PONNAGYUN started in cycle 5 in 2017 and in 2020 or the 6th cycle, one more township is confirmed for further extension of the project implementation in Manaung township. -

We know that we are the lucky few who have had a chance to earn a high quality education abroad, usually because of our family’s f nancial capital, social capital or a combination of both. The majority of Myanmar youths across the country have not even dreamed of receiving such an opportunity. If we, the lucky few, do not create educational opportunities for Myanmar’s youths, then who will? I set foot on the rewarding journey of helping to shape the future of education in Myanmar soon after I defended my dissertation at Yale University in 2014. Not once have I regretted my choice. This journey would have been very rough had there not been strong f nancial and in-kind supporters. MYANMAR POLICY BRIEFING | 23 | September 2020 Myanmar: Ethnic Politics and the 2020 General Election KEY POINTS • The 2020 general election is scheduled to take place at a critical moment in Myanmar’s transition from half a century under military rule. The advent of the National League for Democracy to government office in March 2016 was greeted by all the country’s peoples as the opportunity to bring about real change. But since this time, the ethnic peace process has faltered, constitutional reform has not started, and conflict has escalated in several parts of the country, becoming emergencies of grave international concern. • Covid-19 represents a new – and serious – challenge to the conduct of free and fair elections. Postponements cannot be ruled out. But the spread of the pandemic is not expected to have a significant impact on the election outcome as long as it goes ahead within constitutionally-appointed times. The NLD is still widely predicted to win, albeit on reduced scale. Questions, however, will remain about the credibility of the polls during a time of unprecedented restrictions and health crisis. • There are three main reasons to expect NLD victory. Under the country’s complex political system, the mainstream party among the ethnic Bamar majority always win the polls. In the population at large, a victory for the NLD is regarded as the most likely way to prevent a return to military government. Martin Specialist in Asian Affairs March 28, 2016 Congressional Research Service 7-5700 www.crs.gov R44436 Burma’s 2015 Parliamentary Elections: Issues for Congress Summary The landslide victory of Aung San Suu Kyi’s National League for Democracy (NLD) in Burma’s November 2015 parliamentary elections may prove to be a major step in the nation’s potential transition to a more democratic government. Having won nearly 80% of the contested seats in the election, the NLD has a majority in both chambers of the Union Parliament, which gave it the ability to select the President-elect, as well as control of most of the nation’s Regional and State Parliaments. Burma’s 2008 constitution, however, grants the Burmese military, or Tatmadaw, widespread powers in the governance of the nation, and nearly complete autonomy from civilian control. One quarter of the seats in each chamber of the Union Parliament are reserved for military officers appointed by the Tatmadaw’s Commander-in-Chief, giving them the ability to block any constitutional amendments. Military officers constitute a majority of the National Defence and Security Council, an 11-member body with some oversight authority over the President. The constitution also grants the Tatmadaw “the right to independently administer and adjudicate all affairs of the armed services,” and designates the Commander-in-Chief of Defence Services as “the ‘Supreme Commander’ of all armed forces,” which could have serious implications for efforts to end the nation’s six-decade-long, low-grade civil war.
