Yangon, Myanmar +951 562439 Acknowledgement of Myanmar Development Research This edition of the “Fact Book of Political Parties in Myanmar (2010-2012)” is the first published collection of facts and information of political parties which legally registered at the Union Election Commission since the pre-election period of Myanmar’s milestone 2010 election and the post-election period of the 2012 by-elections. This publication is also an important milestone for Myanmar Development Research (MDR) as it is the organization’s first project that was conducted directly in response to the needs of civil society and different stakeholders who have been putting efforts in the process of the political transition of Myanmar towards a peaceful and developed democratic society. We would like to thank our supporters who made this project possible and those who worked hard from the beginning to the end of publication and launching ceremony. In particular: (1) Heinrich B�ll Stiftung (Southeast Asia) for their support of the project and for providing funding to publish “Fact Book of Political Parties in Myanmar (2010-2012)”. Burma Coup Watch for Month of May 2021: Lacking Control and Concern, Junta Tries to Keep Itself Alive

BN 2021/2038: updated 2 Jun 2021 BURMA COUP WATCH FOR MONTH OF MAY 2021: LACKING CONTROL AND CONCERN, JUNTA TRIES TO KEEP ITSELF ALIVE The junta, still unable to gain political, territorial, or economic control in the fourth month since its forcible and unconstitutional power grab, has engulfed the entire country in armed conflict. Security forces created battlefields in more towns and cities, expanded airstrikes on Chin, Kachin, Karen, Karenni, and Sagaing States/Regions, and shelled villages in all of these places as well as in Shan State. During May alone, security forces killed at least 125 civilians and displaced over 150,000. There were 530 violent attacks that either targeted or failed to protect civilians in the first three weeks of May, and a total 2,098 incidents 1 Feb–21 May. In total, they have killed over 1,000 civilians, injured thousands more, displaced over 200,000 mainly ethnic minority people, and detained at least 5,554 politicians, activists, journalists and others, in attacks against the democracy movement. The National Unity Government (NUG) formed an interim armed force, began a constitutional reform process, and took other democratic, inclusive governance measures. It suggested granting ICC jurisdiction over events since 1 February. Junta leader Min Aung Hlaing snubbed ASEAN’s 5-point consensus by escalating violence and discarding commitments without consequences—ASEAN members instead moved to remove the call for an arms embargo at the UN General Assembly. -

Fishery Performance Indicators and Coastal Fisheries Management in Southern Rakhine, Myanmar Michael De Alessi School of Aquatic and Fishery Sciences, University of Washington March 2017 In Collaboration with: Martin Callow, Thaung Htut, Phoe Cho, & Mya Than Tun (Wildlife Conservation Society, Myanmar), Dr. Maung Maung Kyi (Rakhine Coastal Conservation Association), and Aung Aung Naing (Pyoe Pin Programme) Prepared for: Wildlife Conservation Society, Myanmar with generous financial support from the blue moon fund i FPIs / Coastal Fisheries / Rakhine Executive Summary Nearly half of Myanmar’s population lives in one of its coastal states and regions, where small- scale fishing is a primary source of livelihood. Those livelihoods are currently under threat, with evidence showing a dramatic decline in Myanmar’s coastal fisheries over the last 30 years (IMR 2014). In support of WCS Myanmar, this report uses the Fishery Performance Indicator (FPI) (Anderson et al 2015) to characterize the available data and to assess the performance of 4 fisheries in Rakhine state: the artisanal fishery around Manaung Island, artisanal fisheries in southern Rakhine (from Thandwe to Gwa), the small-scale purse seine fishery in southern Rakhine, and the Rakhine offshore trawl fishery. For some of these fisheries and gears enough information was gathered to make a rough estimation at the current value generated (dock prices received) by the artisanal longline fleet, the mixed gear fleet around Manaung Island, the Southern Rakhine purse seine fleet, and the Thandwe-based offshore trawl fleet. More information is need to estimate the value generated by small-scale gillnets, drift gill nets, and illegal baby trawls in Southern Rakhine, but given their numbers, it is likely that the gillnets bring in far less than $1 million, and the drift gillnets and baby trawl fleets significantly more than $1 million. -

MUSLIM IDENTITY AND DEMOGRAPHY IN THE ARAKAN STATE OF BURMA By Dr. Habib Siddiqui, U.S.A. 1. Introduction Burma (or today’s Mayanmar) is a country of many nations - many races, ethnicities and religions. It is not a country either of or for any particular group – be they are the majority Bamar (Burman), the minority Shan, Kachin, Kayah, Kayin, Rohingya, Rakhine, Mon, Karen, Chinese, Indians, or whatever. And yet, time and again, this time-honored realization is either forgotten or deliberately ignored. Racism runs deep and acts like the Krazy glue holding members of each of these discernible groups together in their own domain, while it acts like a double-edged knife cutting through the fabric of the Burmese society, justifying hostility against disparate groups that have nothing in common either in language or in religion. And no group is treated as inhumanly as the Rohingya people of Burma, who live in the northwestern Arakan (Rakhine) state, bordering Bangladesh. The Burmese military government has denied them their citizenship rights, and through its atrocities and harassment have forced millions of the Rohingya to live either as stateless people in its own soil or as unwanted refugees elsewhere. To this sad account, add the daily hatred, racism and bigotry practiced by the Rakhine Maghs – the majority ethnic group living in Arakan. Their ultranationalist leaders and scholars have essentially become the ugly arm of the hated regime to justify the latter’s draconian measures to uproot the Rohingya from their ancestral land. Khin Maung Saw’s article “Islamization of Burma through Chittagonian Bengalis as Rohingya Refugees” is one such revisionist attempt by a deranged chauvinist Magh to rewrite the history of the Muslims of Arakan.1 Racism and bigotry are written all over the article. -

Rakhine State Economic Overview 1. Profile Location: the western coast of Myanmar Shared borders: Chin State to the north, Magway Region, Bago region and Ayeyarwady Region to the east, the Bay of Bengal to the west, and the Chittagone Division of Bangladesh to the northwest. Area: 36,762 square kilometers Ethnicity: the ethnic Rakhine (60%) make up the majority, followed by Rohingya Muslims (30%). A number of other ethnic such as Chin, Kaman, Mro, Chankma, Dainet, and Maramagri inhabit mainly in the hill regions of the state. Religion: Theravada Buddhism (65%), Islam (30%), Hinduism, Christianity, and Other (5%). Population: Myanmar Population and Housing Census (MPHC) 2014 showed that the total population for Rakhine State as of March 2014 was 3,188,807 persons including 1,526,402 were males and 1,662,405 were females. The total population of Rakhine State represented 6.2 percent of the total population of Myanmar. Population Density: The Rakhine State’s population density was 86.7 persons per square kilometer. It is higher than the Union level population density, which is 76 persons per square kilometer. 2.
