The mandatory respondents are JA Solar Technology Yangzhou Co., Ltd. (JA Solar) and Risen Energy Co., Ltd. (Risen Energy). This is the sixth administrative review of the CVD order on solar cells from China. We preliminarily find that JA Solar and Risen Energy received countervailable subsidies during the POR. If these preliminary results are adopted in the final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess countervailing duties on all appropriate entries of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results. Unless the deadline is extended pursuant to section 751(a)(3)(A) of the Tariff Act of 1930, as amended (the Act), we will issue the final results of this review by no later than 120 days after the publication of these preliminary results in the Federal Register.

    Coalition for a Prosperous America Reclaiming the US Solar Supply Chain from China By Jeff Ferry, Chief Economist – Coalition for a Prosperous America Key Points • Several US solar module manufacturers have ramped up production substantially in the last three years under the stimulus of the Section 201 safeguard tariffs on solar module imports, leading US producers to achieve a 10-year high in market share of 19.8% in 2019, a noteworthy achievement. • The Section 201 solar tariffs have had no negative impact on the US market for solar energy installations, which grew 43% in 2020. Solar installations are set to be more than 50% greater than they were expected to be prior to the implementation of the 201 tariffs in 2017. • However, Chinese manufacturers continue to hold a dominant, near-monopoly, position in several important sectors of the upstream solar supply chain, endangering the health and future of the US solar industry. China continues to raise the stakes with large subsidies supporting billions of dollars of Chinese solar industry expansion. Beijing’s goal is global dominance of this industry. • Chinese dominance threatens US energy independence and US technology leadership in solar and other clean energy technologies. It also threatens our semiconductor industry, which relies on polysilicon as a raw material. • The US government should implement policies designed to secure the long-term future of an end-to-end US solar supply chain, using a mixture of incentives, tax credits, government procurement policies, and tariffs. These policies should be explicitly long-term. They should not be conditional on any foreign nation’s behavior.

All project attributes can be categorized into three sections. The first sec- tion includes the fundamental information about the status of the power plant, such as its name, location, capacity, technology type, the year of commission, and estimated carbon dioxide emissions for fossil plants. The second section includes information on if the project involves Chinese foreign direct investment, such as the name of Chinese investor, whether the project is greenfield or M&A, and the share of Chinese investment in the project. The third section includes information on if the project receives Chinese public finance, such as the loan provider and recipient. A detailed list of the project attributes can be found in the appendix. The data col- lection processes for projects involving foreign direct investment is different from the projects involving Chinese policy finance. Troszak Keywords: Solar photovoltaic, Electricity grids, Fossil Fuels, Renewable Energy Introduction Despite many optimistic predictions, solar photovoltaic (solar PV) power still represents only a small fraction of the global electricity supply as of 2020. More than two decades of near- exponential growth and investment in solar PV development have taken place, yet the amount of fossil fuels being burned for power is still increasing. [1] This apparent paradox has been attributed to a variety of economic or political issues, but a critically important factor may be missing from the discussion. All modern technologies are dependent upon the supply of fossil fuels and fossil energy that made them possible. Similarly, every step in the production of solar PV requires an input of fossil fuels - as raw materials, as carbon reductants for silicon smelting, for process heat and power, for transportation, and for balance of system components. Regardless of any intentions, no quantity of banknotes or any number of mandates can yield a single watt of power unless a significant expenditure of raw materials and fossil energy takes place as well. Therefore, the author of this article invites all interested parties including environmentalists, consumers and policy makers to consider the wider environmental impact, and the great debt of resources that actually must be paid before a PV system can be installed at any utility, workplace, or home. If we wish to recognize the hidden costs of this highly engineered industrial technology, we must first examine the non-renewable reality of the PV manufacturing process itself.
