Travel Details Reaching Klimax by car is quite easy. Yet, travel time is strongly influenced by rush hours. Out of rush hours, the trip from Brussels National Airport or Brussels South Train Station to Klimax takes about 30 minutes (ca. 30 km). From Brussels South Charleroi the trip to Klimax lasts about 1 hour (85 km). Traffic jams during rush hours can easily double this travel time! Remember that the climbing hall is located in a small town called Breendonk, a municipal district of Puurs, located along motorway nr. A12 (from Brussels to Antwerp). So, in case you get lost, ask for Breendonk, not for Puurs! The climbing hall is part of the sport centre 'De Vrijhals'. There is parking in front and at the back of the sports centre. Place of venue: Klimax - Sporthal De Vrijhals, Cyriel Verschaevestraat 15, 2870 Breendonk – Puurs, Belgium. Tel: +32 (0)3 866 53 92 FOR CLIMBERS AND TEAM OFFICIALS PLEASE READ ABOUT THE GUARDIAN ANGELS SERVICE OF THE KLIMAX GOLDFINGER TEAM BELOW (chapter 9). IT SAVES YOU A LOT OF MONEY AND SECURES A PLEASANT AND COMFORTABLE JOURNEY THROUGOUT BELGIUM ::: Language ::: Remember that Belgium is a three-language speaking country (Dutch, French and German). Most people also speak English. But don't try to speak German, as only few people will understand you. South of Brussels indications will be in French, in the capital Brussels you will find indications in Dutch and in French, and in Puurs you will only find Dutch signs. ::: Useful travel information ::: Major airplane companies land in Brussels National Airport in Zaventem. People flying with Ryanair will arrive in Brussels South Charleroi Airport. This is a city about 45 km southwest of Brussels (so, don't confuse it with the train station Brussels South, which is located in the capital itself !). Thalys, Eurostar and TGV travelers will arrive in Brussels South (Zuid, Midi) Train Station (in Brussels). Local information can be found on the next websites: • www.brusselsairport.be : Leopold III laan, 1930 Zaventem • www.charleroi-airport.com : Brussels South Aeroport de Charleroi SA, 6041 Gosselies • Brussels South Train Station, http://www.b- rail.be/internat/E/services/stations/index.html Frankrijkstraat (Rue de France), 1060 Brussel Use the above given addresses for planning your travel journey with the next itinerary planners: • www.mappy.be (handy possibility to print out the road signs on the way to Klimax, but maps miss some detail) • www.viamichelin.be (very detailed Michelin maps, but no road signs provided) ::: Car Rental Companies ::: Before renting, check your drivers license for validity in Europe! • Car rental desks are located in the Arrivals Hall from Brussels National Airport and are open from 06:30 to 23:00. There is a self-service station (+32 2 720 53 15) on the way out of Brussels National Airport, staffed from 07:00 to 22:00. Debit card holders can obtain petrol round the clock. There is another station near the exit from the Brucargo site. There is a special car-park for returning rented cars, near the Departures area. Follow the signs upon arriving at the airport. The procedure for returning a rented car takes about 10 minutes. • Major car rental companies are also present in Brussels South Charleroi Airport. • The offices of the car rental companies in Brussels South Train Station are located in de South Galery (Zuidgalerij). This is the new commercial zone in glass at the foreside of the train station, at the side of the Frankrijkstraat (Rue de France). Thalys- travelers can get a special fare when renting an Avis-car. Major car rental companies: • www.avis.be : +32 2 720 09 44 or + 32 2 730 63 33 • www.rentacar.be : +32 2 753 21 70 or 0800 99999 (free number in Belgium) • www.europcar.be : +32 2 721 05 92 • www.hertz.be : +32 2 720 60 44 or + 32 2 713 3635 • www.sixt.be : +32 2 753 25 60 ::: Taxis ::: In Brussels and Charleroi, finding a taxi will not be a problem: • Brussels National Airport: taxis (metered) are only available outside the Arrivals Hall. The fare between the airport and the centre of Brussels is normally around € 30. The trip to Breendonk will approximately cost € 50. Licensed taxis can be identified by the yellow and blue licence emblem. Always avoid unlicenced taxis! • Brussels South Train Station: taxis available in front of the train station (Frankrijkstraat, Rue de France). The trip to Breendonk will approximately cost € 50. • Brussels South Charleroi: taxis are available all the time outside the terminal. The fare between the airport and the centre of Brussels is € 85. The trip to Breendonk will be in the order of € 150. 9. Guardian Angel Service The Worldcup Puurs is known for its famous Guardian Angels Service (FOR FREE and thus at zero cost). • The Left Wing
Napoleon divides his forces: the left wing. The situation until about 2 p.m. By 10.30 a.m. Napoleon expected Reille, unless he would face resistance, to place his corps astride the Brussels road one or two lieues (4.5 or 9 kilometres) to the north. Though Reille’s orders where to cross the Sambre had been ambiguous (Marchienne-au-Pont and Charleroi), his target remained the same. Around the same time, having crossed the Sambre at Marchienne-au-Pont, d’Erlon was directed to take up a position on the road leading from there towards Fontaine-l’Evêque – Binche – Mons, thereby at the same time linking up with Reille in such a way to support him, if needed. There is no clear point up to where d’Erlon was to advance (as it was with Reille), but d’Erlon was also to reconnoitre in the direction of Mons and Nivelles. It is a first step in the further development of the left wing which would form part of the grand strategy of the central position. It is important to note that d’Erlon was supposed to support Reille, and not vice versa, as it was expected that he could face enemy resistance first. A possible main threat as coming from Wellington was apparently seen from the line Mons – Binche – Fontaine l’Evêque, but not such that it was expected that d’Erlon would need any support from Reille. The situation after about 2 p.m. Having been informed about a Prussian presence at Gosselies, Napoleon – at Belle Vue - drew in the front-line of his left wing more to the north-east by ordering both the 2nd and 1st corps to go there.

The Changing Landscape of Local Government in Flanders Prof. Dr. K. De Ceuninck Prof. Dr. H. Reynaert Paper prepared for the: PSA Annual Conference 2018 Cardiff, 26-28 March 2018 Cardiff City Hall • Local Politics Specialist Group Two: Democracy and Sustainability in a Context of Multi-Actor Local Governance (Chair: Dr Filipe Teles, University of Aveiro) • Local Politics in Changing Times: Asking and ‘Answering’ the Difficult Questions (Chair: Professor Herwig Reynaert, Ghent University) Contact: Prof. Dr. Koenraad De Ceuninck Centre for Local Politics (CLP) Department of Political Science Ghent University [email protected] 1. Introduction In October 2018, municipal elections will be held again in Belgium. They mark the six-yearly highlight of local democracy in Belgium and Flanders in particular. However, the elections will be held against a background of an intensely changing administrative landscape. First of all, the local centres for social wellbeing will be integrated in the cities and municipalities. This means an additional burden for the new councils that will take office in January 2019. From that moment onwards, the local councils will also be responsible for all social issues on the local level. In the past the social policy was the responsibility of a separate council, that will cease to exist by the end of 2018. Next to that, the new legislature will start with the implementation of a new legal framework, a new decree that sets out the rules for local government. This decree introduces many new forms of management and new procedures to organize local government itself. Finally, new municipal mergers, for the first time in more than 40 years, dominate the political agenda in 15 out of the 308 Flemish municipalities.
