The Official Chess Yearbook 2010 Foreword English Chess Federation The Official Chess Yearbook 2010 Foreword I played chess actively for a decade, racking up hundreds of games every year. Although my fanatical playing days are behind me, the welfare of chess, both in England and internationally, is still an overriding passion for me. After my election in 2009, I was determined to use the ECF Presidency as a force for good throughout the chess community. My predecessor Gerry Walsh made enormous advances in promoting the English game and its players all over the world and I hope to be able to continue this work. However, it is no secret that the domestic situation has deteriorated recently and this will be the focus of my attention. England is still a significant chess power and I believe the casual attitude of merely 'punching above our weight' is no longer relevant. The stunning successes of the Staunton Memorial and the London Chess Classic proved the country is capable of staging magnificent world class events and it is essential we build on this in the coming years. We have an amazing array of wonderfully talented players, at every level of the game, and their passion and enthusiasm can only be inspiring for those that work to enhance the situation for chess. I cannot promise miracles but I will promise to listen to any individual, club, league or tournament that has anything to say. I am travelling extensively to meet people, within the chess community, government and business, to establish relationships which can be used in order to further the ambitions of the ECF and its members. Openness and transparency will be the hallmark of my Presidency as I consider it merely a post in your service with both myself and the whole of the ECF and there for your benefit. Chess is a magnificent game with well-documented educational and social benefits. There are tens of thousands of regular players spread throughout the entire country but if we work together, our dreams can be realised. I hope you will join me on this exciting journey so we can return the prestige, both in England and internationally, to the wonderful game we all love. CJ de Mooi ECF President Once again a time of change at The Watch Oak, Sophie Hare left the employ of the ECF in June after a period of nine years, she has gone to join the Table Tennis Association and we wish her well. New members of staff are Christine Carcas, Membership Secretary; Andrew Walker as Webmaster/Database Manager and Kirstie Lapworth as Chess for Schools Co-ordinator. There were a great many changes at the top as well; Gerry Walsh retired as President, Cyril Johnson as Director of Home Chess and Peter Wilson as Director of Marketing. I would like to thank them for their support to the office staff during their terms of office. The summer of 2009 was a very difficult one, involving many crises with our computer systems and resulting in the loss of a huge amount of work - hopefully these problems will be coming to an end with the imminent installation of a new server. Even when all other protections fail, it provides a bulwark to the public against any encroachments on its rights and freedoms under the law. These observations apply both domestically within the context of each nation State and globally, viewing the global judiciary as one great bastion of the rule of law throughout the world. Ensuring the integrity of the global judiciary is thus a task to which much energy, skill and experience must be devoted. This is precisely what the Judicial Group on Strengthening Judicial Integrity (The Judicial Integrity Group) has sought to do since it set out on this task in 2000. It commenced as an informal group of Chief Justices and Superior Court Judges from around the world who combined their experience and skill with a sense of dedication to this noble task. Since then, its work and achievements have grown to a point where they have made a significant impact on the global judicial scene. The principles tentatively worked out originally have received increasing acceptance over the past few years from the different sectors of the global judiciary and from international agencies interested in the integrity of the judicial process.

Gibraltar became British in 1704 and is a self-governing territory of the United Kingdom which covers 6.5 square kilometers, including the port and harbour. It is believed that Gibraltar has been used as a harbour by seafarers for thousands of years with evidence dating back at least three millennia to Phoenician times; however up until the late 19th Century it provided little shelter for vessels. Refer to Figure 1 which shows the coast line along the western side of Gibraltar with the first structure known as the ‘Old Mole’ on the northern end of the town. Refer to figure 1 below. Methodsː 66 male students in their 20s are divided into 2 groups of experiments (34 students) and control (32 students) all participating in the chess experiment program. Resultsː After the time of applying tactical coordination exercises, the results of tests performed by the experimental groups and control groups both increased, but the experimental group’s growth was more superior than control group’s (Means of of all 6 tests were significant difference with P <0.05). It shows that the rationality and effectiveness of the tactics coordination exercises selected to be included in the chess curriculum to improve the calculating capacity for students after a period of 4 months of experiment. It is no longer considered a sacrosanct and inviolable haven of its occupants’. (Justice Anthony Gubbay)2 ‘We do not fear criticism, nor do we resent it’. (Lord Denning M.R.)3 Abstract: This article addresses some of the key challenges that judges in small states face in seeking to maintain judicial independence and uphold judicial integrity. It explores their appropriate reaction to public criticism of judgments, including the extent to which judges themselves and/or members of their family should use the media to respond to such criticism. The article then considers the appropriate response of judges to media allegations of judicial corruption and impropriety and argues, in particular, against the retention of the criminal offence of scandalising the court. A highly publicised dispute between two senior judges in Lesotho then highlights the importance of judges respecting the Values of ‘Integrity’ and ‘Propriety’ enshrined in the Bangalore Principles of Judicial Conduct.
