The United States of America can boast of two military victories since the end of World War II: the invasion of Panama in December 1989 and the 'intervention' in Grenada in October 1983. The Grenada invasion involved 6,000 US troops against some 600 Cuban construction workers and 250 local militia. Even with these odds, victory was unexpectedly difficult to secure. It would be even harder to claim any other sort of victory in Grenada. The official success story, of course, is one of rolling back communism in the Caribbean and installing democracy and freedom. Or, with a slightly different emphasis, of reversing a revolutionary, non-capitalist development strategy in a West Indian mini-state with guns, dollars and privatisation. That questionable success, however, has left a bitter taste in the 'spice island'. Today, more than six years after acquiring the dubious distinction as the first Commonwealth country to be invaded by the US, Grenada hobbles to an uncertain future, economically and politically. In the wake of Ronald Reagan's 'Urgent Fury' invasion, former Secretary of State George Shultz tellingly described the island as 'a lovely piece of real estate'. Today, it looks more like a sad caricature of the free-market, private sector-led paradise that it was meant to become. Nor is it a shining example of the virtues of Westminster-style parliamentary democracy. On 13 March 1990 Grenada held its third general election since independence from Britain in 1974. The results confirmed three inescapable facts. First, that the electorate is reluctant to risk its future with another radical political programme at a moment of dramatic and far-reaching change throughout the world. Second, that for all their success in dismantling the economic infrastructure and social welfare projects of the People's Revolutionary Government (PRG), the US and X the Grenadian political establishment have yet to find a credible alternative to the revolutionary legacy. And third, that this political vacuum came close to producing a return of the terror, corruption and buffoonery associated with the politics of 'Gairyism'. It was the rule of , marked by electoral fraud and thuggery, that back in March 1979 had led to the first revolutionary seizure of power in the English-speaking Caribbean. In a region first dominated by London and since by Washington, the government of the charismatic Maurice Bishop and his New Jewel Movement (NJM) colleagues turned centuries of colonial rule on its head. For 41/2 years, Bishop and the PRG struggled to pull Grenada out of its historic dependency and underdevelopment, looking for imaginative solutions to entrenched problems. That period of excitement and great potential was to end in the nightmare of sectarian strife and political executions, followed by foreign military invasion. Subsequent developments have not produced a government capable of taking up the challenges posed by the PRG. Instead, under US tutelage, Grenada's professional politicians have made various alliances and coalitions, only to split and regroup in new combinations. The New National Party (NNP), formed in August 1984, was little more than a vehicle to prevent Eric Gairy from returning to power. It won elections in December 1984 on a strong anti-Gairy vote and with open US encouragement. Half way through its term of office, however, the government, led by , was already in pieces. It was this NNP administration which in a gesture of self-contempt named President Reagan a 'national hero' of Grenada. Its policy was simply to squeeze as much aid and investment out of the US as possible. But within two years of the invasion, the image of Grenada as a showcase of democracy and free-market growth had become a mirage. The long-awaited flood of dollars never appeared. With the death of Herbert Blaize in December 1989 and the final demise of the NNP government, Grenada faced its second post­ invasion election. This time, five parties wrestled in an atmosphere of traditional West Indian bacchanal politics. But by now the frustrations, alienation, disappointments and confusion felt by many Grenadians had combined to produce a low turn out and an inconclusive result. What emerged was a new coalition of forces, made up of even stranger bedfellows than those who formed Blaize's cabinet in 1984. With the help of a defector from Gairy's camp and two survivors from the party which Blaize had founded just before his death, 's National Democratic Congress (NDC) was able to put together a government with a 10-5 majority. This arrangement xi followed a traumatic week of deals and manoeuvring during which the prospect of fresh elections loomed large. The current NOC government is seen by many as the result of an uneasy truce, characterised to a large extent by political self-interest. Few believe that it has the philosophy or the support to carry out the the unpopular fiscal and economic measures needed to steer Grenada out of the serious problems it faces. Nor does it seem to be a government that will have the capacity to restore to Grenadians some of the dignity and self-respect of which they were robbed by the invasion of their own country. The tasks facing Grenada's rulers in the 1990s are immense. They must look to alleviate the depressing problems of a mini-state, where half of households are still without access to electricity and running water, where 40 per cent of young people are unemployed and where many live apprehensively in a climate of social tension and rising crime. Grenada: Revolution in Reverse is, in the circumstances, a most timely publication. In analysing the policies of the post-invasion governments, it provides a valuable sequel to the Latin America Bureau's earlier book, Grenada: Whose Freedom? which explored the rise and fall of the 'revo'. As memories of the US invasion fade, this book traces Washington's subsequent failure to turn Grenada into a model of democracy and economic liberalism. Following developments from the invasion itself to the present disillusionment with the US role, it offers a wealth of hard information and incisive observation. It brings to those interested in the Caribbean a quality of analysis essential for understanding a new phase in US foreign policy and the current predicament of the region. 'Urgent Fury' I Introduction 'Urgent Fury'

On 25 October 1983, the largest military action carried out by the United States since the Vietnam War until the invasion of Panama took place in the tiny Caribbean island of Grenada. Codenamed 'Urgent Fury', the operation actively involved 6,000 US marines and paratroopers, with thousands more in reserve. A further 400 paramilitary personnel from six Caribbean states were indirectly involved, although none took part in the actual fighting. The total cost of the exercise was later estimated by the US Department of Defense at US$75.5 million. Its avowed objective was to invade the island, oust the de facto government that had been in power since 19 October and return Grenada to the US sphere of influence after four years of socialist revolution. The invasion, claimed President Reagan, was conducted with 'surgical precision'. In reality, it was a clumsy display of incompetence, poor intelligence and what military strategists call'overkill'. Not only did the invading force meet with unexpectedly fierce resistance from a small number of Grenadians, but it also engaged in wholly avoidable conflict with Cuban construction workers at the site of the new airport. In one of the many bombing raids which were intended to destroy specific targets, a psychiatric hospital was apparently mistaken for a military base when a number of Grenadian troops fled into it, and 2 Grenada: Revolution in Reverse some thirty patients were killed. Much property was destroyed, while high military and civilian casualties were incurred due to inadequate communications, lethal 'friendly fire' and an emphasis on aerial attacks. The operation took three days longer than anticipated; it was only on 28 October that a press statement, intended for publication on the 25th, was released to confirm the success of the invasion.

Mental Hospital Bombing The most controversial D-Day destruction ... was that of the 180-bed mental hospital. The attack on the mental hospital was made by an A-7 Corsair light attack aircraft with a 500-pound bomb. The result was devastating. 21 Grenadian patients were killed according to US official estimates - and over 50 according to journalists who first discovered the death and the destruction. One will never know the exact number. The attack on the hospital was undoubtedly unintentional. It was what has nowadays come to be called 'collateral damage'. What is surprising is not that the mistake was made, but the fact of the failure by US officials to acknowledge that Grenadians had died in the attack. Official acknowledgment of attack on the mental hospital came on 3 I October, six days after the Grenadians had been buried. The US marines who had been in the vicinity of the hospital for almost a week, it seems, did not report the matter to their superiors (or did they?). Admiral Wesley McDonald ... said that he first learnt of the attack from the ham radio operators. But he did nothing till a Canadian journalist visited the site and made the bombing and the death and destruction public. The explanations for the attack were then advanced. It was asserted that the hospital was attacked because it did not have a red cross marking on the roof; that the PRA had raised a flag on it; that it was near Fort Frederick (which strictly speaking also did not deserve aerial punishment); and that the lunatics inside had been armed. The failure to find out about the hospital dead was explained by claiming that it was due to the Grenadian custom of 'burying their dead early'. Like the Falklands war the previous year, the Grenada invasion was an important exercise in official misinformation and media control. Just as the extent of US casualties was underestimated, so the number of Cuban personnel - and their military status - was deliberately 'Urgent Fury' 3

Reliable reports suggested that the bodies of Grenadian soldiers were flown back to Havana with the Cuban dead so as to minimise the local death toll and inflate the Cuban casualty figures. Thirteen such corpses were returned to Grenada from Havana in late October and early November. The invading force attempted unsuccessfully to restrict news coverage to selected journalists, and most 'unofficial' reporters were effectively prevented from reaching Grenada until the military action had ended. The official version of events, however, failed to prevent criticism of the efficiency of the operation and the grounds on which it was based. The three immediate justifications for the invasion - that US citizens, notably students attending an 'offshore' medical school, were in danger, that Grenada's Governor-General had requested assistance, and that the Organisation of Eastern Caribbean States (OECS) was entitled to invite US intervention - have all been subsequently revealed as spurious. Equally dubious was the longer-term rationale for the US action: that Grenada, and the new airport in particular, were intended as a staging post for Cuban and Soviet aggression in the Caribbean and Latin America.
