OPEN SESSION 1. Chair’s Items The Chair expressed the Board’s appreciation to management for the successful resolution of the labour disruption, and commended Senate for attending to the decisions and actions necessary for students to complete their academic year. Congratulations were extended to: • David McFadden for his appointment as Chair of the Canadian and International Infrastructure Advisory Board of Fengate Capital Management • Vijay Kanwar for the recognition of his achievements as Chair of the Greater Toronto Airports Authority as he completes his term i York University Board of Governors - Minutes a. Report on Items Decided in the Closed Session No decisions were taken by the Board in the Closed Session 2. Executive Committee Ms. Foster noted the report circulated with the agenda. a. Action Taken on Behalf of the Board Documentation included in the agenda was noted. The Executive Committee dealt with the following items of business since the last meeting of the Board: • The appointment of Professor Ananya Mukherjee-Reed as Dean of the Faculty of Liberal Arts and Professional Studies, for a 5-year term commencing 1 July 2015 • The appointment of Ms. Joy Kirchner as the University Librarian for a 5-year term commencing 1 July 2015 • Concurrence with the agreements reached and ratified with CUPE 3903 Units 1, 2 and 3. 3. President’s Items a. Kudos Report The President’s “Kudos” report for the period of February to April 2015 was noted. In his remarks Dr Shoukri spoke of his gratitude to the community for facilitating a swift return to normal operations following the labour disruption, and his confidence that the community will continue to unite in a positive, forward-looking way. York values its contract faculty members highly, and will continue to count on them to deliver high quality education, while recognizing the importance of maintaining an appropriate balance of instructors within the complement. The University is moving forward with its focus on academic planning within the current challenging budget environment. Progress on the Institutional Strategic Directions document was delayed slightly by the strike, but work on this important next stage of planning has resumed. Dr Shoukri also spoke to the following matters: • the appointment of Professor Ananya Mukherjee-Reed as the next Dean of the Faculty of Liberal Arts and Professional Studies, and the new University Librarian, Joy Kirchner. Appreciation was extended to Dean Martin Singer, former University Librarian Cynthia Archer and Interim University Librarian Catherine Davidson for their service • the April 29 federal budget, which included significant opportunities for the University, but also contained less welcome measures, including a freeze on Tri-Council funding. ii York University Board of Governors - Minutes • The province’s intensification of revising the university funding formula aimed at promoting greater differentiation among institutions, and the appointment of former Deputy Minister Sue Herbert to lead the project. • The honorary degree recipients for the 2015 Spring Convocation • The recent announcement of a light rail transit line from Humber College along Finch Ave to York University, which will be a considerable benefit to York students 4. Pan Am / Parapan Am Games Presentation The Board received a presentation from Susan Webb, Chief Communications and Marketing Officer, on York’s campus and outreach activities in conjunction with the upcoming Pan Am / Parapan Am Games, and had the opportunity to meet one of York’s student hopefuls for the Games, Brittany Crew; a copy of the presentation slides is filed with these minutes. 5. Academic Resources Committee Mr Wu spoke to the written report of the Academic Resources Committee, highlighting the Committee’s discussion with the Provost on the impact of the strike, enrolments and the implementation of the SHARP budget model. a. Policy on the Establishment and Designation of Research and Teaching Chairs, Professorships and Distinguished Fellowships Documentation circulated in the agenda was noted. The updated policy is enhanced by the establishment of four types of chairs, fellowships and professorships with clear objectives articulated for each type. It was duly agreed, that the Board approve the Policy on the Establishment and Designation of Research and Teaching Chairs, Professorships and Distinguished Fellowships, and that this Policy replace the current Senate-Board of Governors Policy on Endowed Chairs and Professorships. 6. Finance and Audit Committee a. Budget Plan Update The Provost and the Vice-President Administration and Finance provided a budget planning update; the presentation slides were circulated separately in advance of the meeting and a copy is filed with these minutes. The financial position of the University is worrying. Of greatest significance is the enrolment challenge. Domestic undergraduate and graduate enrolments were under target for 2014-2015, and applications for 2015-2016 were 4.2% below last year. The full impact of the labour disruption is not yet known, and domestic enrolments for Fall 2015 are vulnerable. Revenue from tuition fees and Provincial grant funding are at risk with declining enrolments. Sheppard Avenue West/Downsview Park, west of the CN Newmarket Subdivision (Sheppard West Station); 2. The intersection of Keele Street/Finch Avenue West (Finch West Station); 3. The York University Common (York University Station); and, 4. The proposed inter-regional transit terminal at Steeles Avenue West between Keele Street and Jane Street (Steeles West Station). In addition, the following surface commuter facilities will be provided: 1. Finch West Station – an 8-10 bay bus terminal as well as a passenger pick-up and drop-off and a 400-space commuter parking lot in the Richview/Cherrywood (Finch) hydro corridor; and, 2. Steeles West Station – a 35-40 bay bus terminal with a passenger pick-up and drop-off and a 2,400 to 3,000 space commuter parking lot in the Claireville/Cherrywood (Steeles) hydro corridor. You can submit comments on the undertaking, the environmental assessment, and the ministry Review. You may also request that the Minister refer the application to a hearing by the Environmental Review Tribunal. If you request a hearing you must state in your submission, whether you are requesting a hearing on the whole application or on only specified matters related to the application.

BACKGROUND At its meeting of February 25, 2013, the Board adopted a Construction Projects Community Relations Management Plan and TTC Good Neighbour Policy for Construction Projects. Attached is the annual Community Relations report for 2013. DISCUSSION Community Relations efforts in 2013 focused on pro-active outreach for major capital projects including: Leslie Barns, New Second Exits Expert Advisory Panel, Coxwell Station Easier Access, Woodbine Station Easier Access, Toronto-York Spadina Subway Extension, Pape Station Modernization, Dufferin Station Modernization, Ossington Station Easier Access, and Lawrence Station Fire Vents and other projects that are in the planning phase. The community outreach on major TTC construction projects has ensured that community questions, concerns, and recommendations are clearly identified, evaluated and responded to throughout planning, design and construction. The Community Relations team is a bridge between communities, TTC construction staff and contractors. By building early understanding and trust, and working diligently to incorporate community feedback and resolve concerns, the TTC can build projects more effectively with community support. This is especially important given that major projects with long term benefits may cause major inconvenience to our neighbours and customers during construction. The new stations are: • Downsview Park Station • Finch West Station • York University Station • Pioneer Village Station • Highway 407 Station • Vaughan Metropolitan Centre Station This report recommends changes to the existing bus routes near the new subway service in order to connect customers to the new rapid transit stations and improve their journey times. The subway extension is scheduled to open in December 2017. Bus routes along Sheppard Avenue West will have new on-street connections with Downsview Park Station. Bus routes in the Keele Avenue and Finch Avenue West area will provide new connections to the bus terminal at Finch West Station. The majority of TTC bus services at York Commons in York University will relocate to the bus terminal at Pioneer Village Station. This is a review of some key achievements from 2015. VMC Power Sub-Station Escalators at Downsview Park Station VMC Electrical Room Transformers at Downsview Park Station 26 m Escalator at Highway 407 Station Power Up of Sub-Stations Escalator Installations Two of the four power sub-stations have been energized and All escalators are installed in the stations; four remain to go into are ready to deliver power to the stations at Downsview Park bus terminals. The first operating escalator is located at Downsview and Vaughan Metropolitan Centre and to rail beyond. Park Station and one of the longest escalators (26 metres) ever installed by TTC can be found at Highway 407 Station. Progress by Station 87% Downsview Park Station 63% York University Station 79% Highway 407 Station 81% Finch West Station 85% Pioneer Village Station 83% Vaughan Metropolitan Centre Station Entrances During 2015 distinctive entrance structures emerged at the stations. Entrance structures will be fitted with bird-friendly fritted glass, will have green or cool roofs and are designed to allow daylight to penetrate deep into most of the stations.   • Accessible Transit Services Plan: 2011 Status Report
    TORONTO TRANSIT COMMISSION REPORT NO. MEETING DATE: February 29, 2012 SUBJECT: ACCESSIBLE TRANSIT SERVICES PLAN: 2011 STATUS REPORT ACTION ITEM RECOMMENDATIONS It is recommended that the Commission forward this report to the City of Toronto, Metrolinx, the Ontario Ministry of Community and Social Services, Transportation, Energy, Infrastructure, and the Ontario Human Rights Commission, noting that: this report fulfils the provincially-legislated requirement in the Ontarians with Disabilities Act, 2001 for an annual documentation of the TTC‟s accessibility plan; the status of the TTC‟s current activities to improve the accessibility of its facilities and services is described in more detail in the attached Appendix 1, entitled, TTC Accessible Transit Services Plan - 2011 Status Report; the TTC achieved a major milestone in its accessibility plan in 2011 as all conventional bus services provided by the TTC are now accessible; the TTC is making steady progress in making the TTC accessible, with initiatives underway on streetcar and rapid transit modes; TTC‟s plans call for retrofitting every transit station in the system with elevators and accessibility features. This is a unique program in the transit industry, world-wide, as no other major transit property that we are aware of is retrofitting older stations in a comprehensive way. Forty per cent of TTC‟s stations have been retrofitted to date, however, due to funding constraints, the program will not be completed until 2025; Provincial regulations under the Accessibility for Ontarians with Disabilities, 2005 (AODA) have been enacted which apply to the TTC and other public sector agencies. Staff continue to monitor progress of the Accessibility Standard for the Built Environment, which is the final standard being developed under the AODA.

    Clause 5 in Report No. 14 of Committee of the Whole was adopted by the Council of The Regional Municipality of York at its meeting held on October 20, 2016 with the following additional recommendation: 7. Receipt of the communication, dated October 17, 2016, from the Commissioner of Transportation Services regarding “New GO Stations in York Region to Support Metrolinx’s Regional Transportation Plan and Regional Express Rail Program”. 5 New GO Stations in York Region to Support Regional Express Rail Committee of the Whole recommends adoption of the following recommendations, as amended, contained in the report dated September 22, 2016 from the Acting Commissioner of Transportation Services: 1. Council endorse two new GO stations in York Region on the Barrie GO rail corridor near the intersection of Kirby Road and Keele Street in the City of Vaughan (Kirby) and near the intersection of Mulock Drive and Bayview Avenue in the Town of Newmarket (Mulock), as recommended in the Metrolinx GO Regional Express Rail Update report adopted by the Metrolinx Board of Directors on June 28, 2016. 2. Council request the Ministry of Transportation and Metrolinx to fully fund the new GO stations at Kirby and at Mulock as part of the Regional Express Rail 10-Year Program. 3. Council request that Metrolinx reconsider its decision to not include a new GO station on Highway 7, east of Keele Street in the City of Vaughan (Concord) in the Regional Express Rail 10-Year Program. 4. Council request Metrolinx and the City of Vaughan to work with staff to immediately pursue improving the Initial Business Case for the Concord GO station to address transportation needs associated with future growth in this area, as set out by the Proposed Growth Plan for the Greater Golden Horseshoe 2016.
