Development of this report is an authority wide, collaborative effort led by the Strategic Business Initiatives and Innovations Group. The report is presented in three (3) sections. 1. Performance to include ridership, financials, safety and security, service reliability, customer service, and employees. In addition to reporting industry performance metrics, ridership statistics for the Regional Transit Authorities (RTAs) are presented. December 2014 statistics are compared to December 2013 statistics. Descriptive are first presented followed by visuals. Appendix A presents a table of the 102 performance metrics to include the December 2014 statistic, December 2013 statistic, target based on best practices, FY 2014 average, FYTD total, and FYTD variance. 2. Project updates are presented for (1) key projects, and (2) pilot projects. The key projects discussed are the Red and Orange Line Car Procurement, Government Center Station, Green Line Extension, Plan for Accessible, Transit Infrastructure (PATI), and Hynes Convention Center. Additionally, the MBTA Futures Project is updated. Pilot projects are discussed are Late Night Service, THE RIDE – Means Testing, University Pass Program, and Youth Pass Program. 3. Departmental reports include accomplishments and events, 30/60/90 Day Outlooks, and noteworthy efficiencies and cost savings. Due to data collection constraints, performance is reported for the December 2014. Project updates and departmental reports include information from January 2015. 60 Section 1: Performance Section 1: Performance Page 2 Ridership In December 2014, there were 31.72 million passenger boardings compared to 32.44 million boardings in December 2013 – a 5.8% increase. FY 2015 year-to-date ridership is up 1.4%. Ridership increased on all modes – Ferryboat (15.5%), Private Bus (9.2%), Heavy rail (8.3%), The RIDE (6.8%), Commuter Rail (5.0%), Bus including Silver Line and Trackless Trolley (3.7%) and Light Rail (3.5%). Financial Fare revenue through December 2014 stood at $312.19 million; $8.9 million (2.9%) over budget. Operating expenses through December 2014 was $721.58 million; $31.6 million (4.2%) under budget. Debt service expenses through December 2014 was $218.32 million; $1.3 million (0.6%) under budget. Total expenses though December 2014 was $939.89 million; $32.9 million (3.4%) under budget. Spending and revenue performance as of the end of December 2014 have resulted in a net deficit of $32.38 million. Safety & Security Customer Injuries. In December 2014, there were 64 customer injuries compared to 54 in the same month in 2013– an 18.5% increase. Crime. There were 302 Part I and II crimes in December 2014 compared to 212 in the same month in 2013 – a 42.5% increase. Bus & Rail Accidents. 163 bus collisions occurred in December, one more than the same month in 2013. Moreover, there were two more rail accidents than the previous year, bringing it up to four (4) rail accidents. Service Reliability On Time Performance (OTP) decreased on all heavy rail lines when compared to December 2013- Orange Line decreased by 1.1% to 90%, Blue Line by 2.0% to 99%, and Red Line by 2.1% to 94%. Furthermore, bus OTP decreased by 1.5% to 89.8%. As for the contracted services, the Commuter Rail’s OTP increased by 1.1% from the same month in 2013 while the RIDE’s decreased by 2.8%. Section 1: Performance Page 3 Dropped Trips. The number of dropped trips on heavy rail, light rail, and bus increased by 45.1% to 4,382 from December 2013. However, the amount of commuter rail dropped trips decreased by 31.8%. Mean Distance between Failures (MDBF) increased on the Red Line by 52% and on the Orange Line by 20.3% in December 2014 from December 2013.     CHAPTER 2 Progress Since the Last PMT The 2003 PMT outlined the actions needed to bring the MBTA transit system into a state of good repair (SGR). It evaluated and prioritized a number of specific enhancement and expansion projects proposed to improve the system and better serve the regional mobility needs of Commonwealth residents. In the inter- vening years, the MBTA has funded and implemented many of the 2003 PMT priorities. The transit improvements highlighted in this chapter have been accomplished in spite of the unsus- tainable condition of the Authority’s present financial structure. A 2009 report issued by the MBTA Advisory Board1 effectively summarized the Authority’s financial dilemma: For the past several years the MBTA has only balanced its budgets by restructuring debt liquidat- ing cash reserves, selling land, and other one-time actions. Today, with credit markets frozen, cash reserves depleted and the real estate market at a stand still, the MBTA has used up these options. This recession has laid bare the fact that the MBTA is mired in a structural, on-going deficit that threatens its viability. In 2000 the MBTA was re-born with the passage of the Forward Funding legislation.This legislation dedicated 20% of all sales taxes collected state-wide to the MBTA. It also transferred over $3.3 billion in Commonwealth debt from the State’s books to the T’s books. In essence, the MBTA was born broke. Throughout the 1990’s the Massachusetts sales tax grew at an average of 6.5% per year. This decade the sales tax has barely averaged 1% annual growth.

    2020 FMCB Annual Report This report fulfills the requirements of Section 207 of Chapter 46 of the Acts of 2015 specifying that the MBTA Fiscal and Management Control Board (FMCB) report annually on, among other things, the Massachusetts Bay Transportation Authority’s “own-source revenue, operating budget, capital plan and progress toward meeting performance metrics and targets.” This final report is presented to the Legislature after five and a half years of governance by the FMCB, with just under six months left in our extended term. 2020 was an extraordinary year, marked by an unprecedented global pandemic, nationwide protests, political and racial tensions, and substantial changes in the ways we live and work. Due to the widespread adoption of teleworking and the closure of hotels, restaurants, and other sectors to slow the spread of COVID-19, MBTA ridership fell sharply. By the end of October, Commuter Rail ridership was down 87% compared to 2019, with the system carrying only 8.5% of its pre- COVID morning peak ridership. Ferry ridership stood at 12% of pre-COVID ridership, with the MBTA paying to operate 112 trips daily with an average of seven riders per trip. Ridership at gated rapid transit (subway) stations was still roughly one-quarter of pre-COVID levels. Even bus ridership, which serves our most durable, transit-dependent customers, had fallen to about 45% of the baseline by October. This decline in ridership, of course, had significant implications for own source revenue. In November 2020, fare revenues were down 78% compared to November 2019. Parking and advertising revenues dropped in line with fares, while real estate revenues remained more stable.

    The MBTA has announced its service schedules for Christmas Eve (Thursday, December 24, 2015) and Christmas Day (Friday, December 25, 2015) as well as its service schedules for New Year's Eve (Thursday, December 31, 2015) and New Year's Day (Friday, January 1, 2016). Late-Night Service will not be available on Christmas Day or New Year's Day. Parking at the Wellington surface lot and the Alewife, Braintree, Quincy Adams, and Wonderland garages will be pay on entry and cash only on New Year's Eve, December 31, 2015. Credit cards and garage TAP cards will not be accepted.     2017-2021 Capital Investment Plan Letter from the Secretary & CEO On behalf of the Massachusetts Department of Transportation (MassDOT) and the Massachusetts Bay Transportation Authority (MBTA), I am pleased to present the 2017-2021 Capital Investment Plan (CIP). Shaped by careful planning and prioritization work as well as by public participation and comment, this plan represents a significant and sustained investment in the transportation infrastructure that serves residents and businesses across the Commonwealth. And it reflects a transformative departure from past CIPs as MassDOT and the MBTA work to reinvent capital planning for the Commonwealth’s statewide, multi-modal transportation system. This CIP contains a portfolio of strategic investments organized into three priority areas of descending importance: system reliability, asset modernization, and capacity expansion. These priorities form the foundation of not only this plan, but of a vision for MassDOT and the MBTA where all Massachusetts residents and businesses have access to safe and reliable transportation options. For the first time, formal evaluation and scoring processes were used in selecting which transportation investments to propose for construction over the next five years, with projects prioritized based on their ability to efficiently meet the strategic goals of the MassDOT agencies. The result is a higher level of confidence that capital resources are going to the most beneficial and cost-effective projects. The ultimate goal is for the Commonwealth to have a truly integrated and diversified transportation investment portfolio, not just a “capital plan.” Although the full realization of this reprioritization of capital investment will be an ongoing process and will evolve through several CIP cycles, this 2017-2021 Plan represents a major step closer to true performance-based capital planning.
