    Putin’s Useful Idiots: Britain’s Left, Right and Russia Russia Studies Centre Policy Paper No. 10 (2016) Dr Andrew Foxall The Henry Jackson Society October 2016 PUTIN’S USEFUL IDIOTS Executive Summary ñ Over the past five years, there has been a marked tendency for European populists, from both the left and the right of the political spectrum, to establish connections with Vladimir Putin’s Russia. Those on the right have done so because Putin is seen as standing up to the European Union and/or defending “traditional values” from the corrupting influence of liberalism. Those on the left have done so in part because their admiration for Russia survived the end of the Cold War and in part out of ideological folly: they see anybody who opposes Western imperialism as a strategic bedfellow. ñ In the UK, individuals, movements, and parties on both sides of the political spectrum have deepened ties with Russia. Some individuals have praised Putin and voiced their support for Russia’s actions in Ukraine; others have travelled to Moscow and elsewhere to participate in events organised by the Kremlin or Kremlin-backed organisations; yet more have appeared on Russia’s propaganda networks. Some movements have even aligned themselves with Kremlin-backed organisations in Russia who hold views diametrically opposed to their own; this is particularly the case for left-leaning organisations in the UK, which have established ties with far-right movements in Russia. ñ In an era when marginal individuals and parties in the UK are looking for greater influence and exposure, Russia makes for a frequent point of ideological convergence, and Putin makes for a deceptive and dangerous friend.

Elif Şafak, Mirrors of the City1 In broad terms, this article examines change in collective identities during times of transitional justice, when group narratives are continuously shifting. The dynamism of the field makes analysis extremely difficult, often requiring bold risks on the part of scholars and practitioners which often lead to highly uncertain results. Yet, being attentive to initial patterns of post- conflict reconstruction of identities can be extremely useful because, since robust group images are absent, there still remains time and space for intervention and shifts in policies. Essentially, my article addresses the following question: In the aftermath of extreme violence, war crimes and crimes against humanity, how can new forms of ethnic, national and political identities be forged that will enable groups to live together in relative security? In tackling this question, I make two hypotheses. First, on a theoretical level, I hypothesize that social psychology offers answers that other approaches leave out. A focus on social psychology and group narratives can enrich our understanding of certain factors, such as the relationship between groups, individuals and groups and, more particularly, between elites and masses. An in-depth analysis of why and how the individual relates to the elite and the ethnic group he or she belongs to can illustrate the rational link between these parties, debunking overstated attitudes which treat elites as malicious individuals entirely indifferent to public opinion and lacking public support, and masses as mindless followers.

    John Laughland, Travesty. The Trial of Slobodan Milosevic and the Corruption of International Justice. Forword by Ramsey Clark, Pluto, London 2007, 214 pages, £14.99. The former US Attorney-General Ramsey Clark sets the tone in his foreword which fits exactly with the book´s title: to a Western-trained democract, the Milosevic trial was a travesty of justice. The establishment of the International Criminal Tribunal for the former Yugoslavia (ICTY) by the UN-Security Council was itself a violation of international law and the UN Charter. Such a court can only be established by a multinational treaty. It was according to this procedure that the International Criminal Court was established on July 1st, 2002: signed by 120 states, its creation was undermined by the United States. The US not only refused to ratify the treaty but also obstructed justice by coercing or buying off over eighty nations to sign bilateral treaties which prohibit the extradition of US citizens or soldiers for trial before that court. Is there any coincidence between not signing the treaty and the crimes against humanity committed in Iraq and Afghanistan by the United States military and its “willing” allies? Had the “Bushies” already planed the raid against Iraq and therefore not signed the treaty, knowing that they would commit massive crimes? Clark also mentions that the ICTY was not only born in sin but also violated the first principle of the UN Charter, namely the sovereign equality of all nations. After the collapse of the Soviet Union, the US, Germany and other states broke up Yugoslavia and balkanised the Balkans.

This dilemma was itself coloured by the existence of policy traditions that oriented Britain away from Europe and towards political communities tied to a historical interpretation of British nationality. Euroscepticism is symptomatic of these traditions and dilemmas while at the same time sustaining them. But Eurosceptics face a dilemma of their own. What serious alternative do they propose? The notion of the ‘Anglosphere’was adopted on the Eurosceptic right of British politics as an alternative to European integration. As a politics of disengagement by the Cameron government played out in Europe, a policy of re-engagement began with Britain’s former Dominions. Here was a response to a political dilemma that not only used historical consciousness and political tradition as its point of departure, but as its place of desti- nation too.     French Political Parties and Russia: The Politics of Power and Influence Jean-Yves Camus In 2018, what relationship do French political parties have with the Russian Federation, its government, and its political parties, including but not limited to its most prominent party, United Russia? In recent years, this issue has often been discussed in relation to two preconceived notions. The first is that financial relationships are the primary—if not the only— explanation: anything “funded by Russia” is supposed to support Russia’s positions, specifically the ideology of President Putin and United Russia. The second is that the goal of Russia’s financial relationships with political personalities or entities is to meddle in France’s internal affairs, either by influencing the electoral process or by spreading fake news and thereby shifting public opinion. In this study, we propose a different approach. We begin from the standpoint that both Russia and France are major political, economic, and military powers. Both pursue strategies to secure power and influence. As such, they are obliged to have trade relations, to cooperate, and to engage in dialogue, even in the current strained international context. Despite the war in South Ossetia and Abkhazia in 2008, then the annexation of Crimea and the Donbas war in 2014, followed by then-President François Hollande’s decision not to deliver Mistral warships to Russia, and finally President Macron’s “cold shoulder” due to Russia’s supposed interference in the French presidential campaign, the relationship has never broken down. The two states have an objective interest in forecasting the political situation in their countries, and—while cooperating with the current administrations—diversifying their political contacts as much as possible to ensure that any turnover or change in the government does not risk the loss of their contacts.
