1.0 INTRODUCTION

1.1 Background

1.1.1 This Draft Residential Travel Plan has been prepared on behalf of Mactaggart & Mickel to accompany an outline planning application for development on land at Coate Bridge, Devizes. The proposals comprise 350 residential dwellings, a small local centre, open space and associated development.

1.1.2 This Travel Plan is designed for the residential element of the development proposals. The retail/service uses of the scheme are smaller than the Department for Transport thresholds for Travel Plan requirements. However customers and visitors to these smaller uses will also benefit from many of the measures in place.

1.1.3 This document sets out the developer’s commitment to the provision of a Travel Plan and the measures proposed to promote non-car means of travel for the development. This Travel Plan will be implemented by the developer of the site in liaison with Wiltshire Council.

1.1.4 The final Travel Plan will be, in part, dependent on the outcome of discussions with the Local Planning Authority in relation to a planning obligation that is likely to include other issues in addition to transport related matters. The outcome of these discussions may include decision about relative priorities that could affect the nature and content of this document.

1.2 Aim of the Travel Plan

1.2.1 By their nature Travel Plans should be dynamic documents with the aim of reducing dependence on the private car. This is in accordance with the National Planning Policy Framework.

1.2.2 In the case of residential developments Travel Plans are based primarily on ensuring that appropriate physical measures are provided within the development and that information on opportunities for non-car means of travel are provided to home owners.

1.2.3 The main objectives of this Travel Plan are to:

• address residents’ needs to access a full range of facilities; • minimise the traffic generated by the development; • reduce journey times for residents; • reduce the cost of sustainable travel for residents; • improve health, resulting in reduced stress for individuals and reduced absence through sickness for companies; and • promote healthier lifestyles and a sustainable, vibrant local community.

2.0 SITE LOCATION AND FACILITIES

2.1 Site Location

2.1.1 The site is on the eastern side of Devizes approximately 2km east of the town centre. The site lies astride of the key to cycle route, and adjacent to the .

2.1.2 The A361 London Road to the north of the site provides a route between Devizes and Swindon some 20km to the north east. To the south west the A361 continues through Devizes town centre and west some 20km to .

2.1.3 Windsor Drive and residential development is immediately west of the site, to the north is the Kennet and Avon Canal with residential devleopmetn beyond. There is undeveloped land to the south and east. Coate Lane runs west-east through the centre of the site and continues to the village of Coate some 2km further east.

2.1.4 Coate Lane meets Windsor Drive at a priority junction at the north western corner of the site. Windsor Drive continues north for some 130m to meet the A361 London Road at a roundabout. London Road continues south west from the junction to Devizes town centre.

2.2 Local Facilities

Education

2.2.1 The nearest primary school to the site is Nursteed Community Primary on Windsor Drive some 1.4km to the south of the site. Devizes comprehensive school is some 1.8km to the south west adjacent to the town centre.

Retail and Employment

2.2.2 A Bonjour convenience store is provided at the petrol filling station on London Road immediately north east of the Windsor Drive roundabout junction.

2.2.3 The town centre is some 2km south west of the site and includes a range of shops and services and a number of food stores including a Sainsbury’s and Morrisons. Morrisons is off Estcourt Street some 1.7km from the site. Estcourt Street continues north and becomes London Road.

2.2.4 The main employment area in Devizes is to the north west of London Road some 650m north of the site. There is a further employment area, Lidl food store and B&Q store provided to the south east of London Road also north of the site.

2.2.5 Some 500m to the west of the site on London Road is a Travelodge Hotel and Subway fast food restaurant with further employment units to the rear.

Healthcare

2.2.6 The nearest doctors’ surgery to the site is adjacent to the town centre some 1.7km to the south west of the site. Devizes Community Hospital is also 2km to the south west of the site.

2.2.7 A plan of the local facilities is provided at Appendix 2.

2.3 Existing Pedestrian and Cycle Facilities

2.3.1 A pedestrian footway is provided along the western side of Windsor Drive opposite the site. Footway/cycleways are provided along both sides of Windsor Drive between London Road and Coate Lane. A Toucan crossing is provided to the north of the site on Windsor Drive immediately south east of the London Road roundabout.

2.3.2 Pedestrian footpaths are provided through the residential development to the west of Windsor Drive linking to London Road. Footways are provided on both sides of London Road to the south of the Windsor Drive roundabout and to the north footway/cycleways are provided.

2.3.3 There is a Puffin crossing on London Road around 600m to the south west of the site. This crossing is adjacent to the footpath link through to the residential area between London Road and Windsor Drive. A Pelican crossing is also provided on London Road to the north of the site adjacent to the Lidl food store.

2.3.4 The Coate Bridge site lies astride the Route 4 (NCN 4) between London and Bristol. Locally NCN 4 provides a direct route from the site to the town centre and is signed along Coate Lane. To the west of Windsor Drive the route continues as an off-road route for pedestrians and cyclists along the canal directly into the town centre.

2.3.5 On-road cycle lanes are provided in both directions on London Road between the roundabout with Windsor Drive and the town centre.

2.3.6 Within the town centre a number of pedestrian crossings are provided.

2.3.7 Gypsy Patch Lane, a BOAT (Byway Open to All Traffic), is to the south of Coate Lane and continues south out of the site to meet Windsor Drive to the north of Nursteed Community Primary School. The Wessex Ridgeway, a public right of way long distance route, follows the same track from Coate Lane to the southern boundary of the site. To the south of the site the path continues east towards the Devizes District Guide Headquarters immediately east of the site and then south across rural land.

2.3.8 A plan of the local pedestrian and cycle routes is provided at Appendix 3.

2.4 Existing Public Transport Facilities

Bus Services

2.4.1 The bus stops closest to the site are on the A361 London Road some 540m from the centre of the site. Buses also stop on Windsor Drive at Kingsmanor Wharf some 450m north of the centre of the site.

2.4.2 The regular services stopping in these locations are set out below:

2.4.3 Further services stop on the A361 operating a few times a day including peak hour services operating to Marlborough.

2.4.4 Details of all the bus services available including first and last journey times are shown at Appendix 4.

2.5 Existing Modal Split

2.5.1 The site is within the ward of Roundway which as well as including parts of eastern Devizes also includes the village of Roundway. To determine a typical Devizes travel modal split analysis of the 2001 Census data work place statistics has been undertaken for all wards in Devizes. The results are set out below:

2.5.2 The census data provides a broad indication of the potential modal split for the proposed residential development. However this data only includes commuter travel.

2.5.3 The Travel Plan and sustainable travel incentives will encourage greater use of non-car means of transport. The modal split for the proposed development is likely to differ from that recorded in 2001 given the improvements to local footway/cycleway routes.

3.0 DEVELOPMENT PROPOSALS AND SITE LAYOUT

3.1 Development Proposals

3.1.1 The proposed development comprises the following:

• 350 residential dwellings; • 400sqm convenience food store; and • 300sqm other retail or service use.

3.1.2 At this stage it is not known what the use of smaller retail/service building will be. Options could include small retail units, a hairdressers, a doctor’s surgery or a vet’s practice.

3.2 Site Access

3.2.1 Two points of access would be provided on to Windsor Drive. The first access would incorporate the existing Coate Lane junction. Coate Lane would be realigned so that the road meets Windsor Drive at right angles. This access road would be 7.3m wide with a footway provided along the southern side of the road and a footway/cycleway along the northern side. This pedestrian/cycle provision would connect with the existing provision on Windsor Drive.

3.2.2 The second access junction on to Windsor Drive would be to the south of the main access, 50m to the north of Harebell Way. This access road would be 6m wide with footways provided on each side. This road width is to allow suitable bus access to the site.

3.2.3 The proposed site accesses are shown at Appendix 5.

3.3 Site Layout

3.3.1 The site layout design is in accordance with Manual for Streets and CABE (now the Design Council) advice to achieve a good quality design. The residential road layout within the site would be designed to 20mph and include features to achieve this speed or lower. Squares would be included within the streetscape and the positions of buildings, trees, street furniture and parking would create a sense of place rather than a road dominated environment.

3.3.2 Coate Lane would continue through the site, maintaining the rural nature of the road where possible. A loop road is also proposed past the convenience store linking the two site access points. This would be utilised as a bus route through the site.

3.3.3 The pedestrian/cycle path on the northern side of Coate Lane would be to the north of the existing hedge as this is to be maintained as part of the proposals. National Cycle Network Route 4 would be signed along this route, rejoining Coate Lane at the eastern end of the site. The footway along the southern side of Coate Lane would be adjacent to the carriageway.

3.3.4 Gypsy Patch Lane and the associated BOAT would remain within the site and accessed from Coate Lane. A pedestrian link across the BOAT is proposed in the south western part of the site.

3.4 Off-site Highway Improvements

Pedestrian and Cycle Links

3.4.1 Dropped kerbs and tactile paving would be provided on Windsor Drive to the north of the northern site access to connect the site with the existing foot/cycleway provision. This includes links with the existing National Cycle Network Route along the canal and local routes along London Road.

London Road/Windsor Drive Roundabout

3.4.2 Widening on each of the approaches to the London Road/Windsor Drive roundabout is proposed to improve its capacity and operation. Uncontrolled pedestrian crossing points with dropped kerbs and tactile paving are also proposed on the London Road south and Windsor Drive arms of the roundabout.

3.5 Car Parking

3.5.1 Car parking provision will be in line with current national and local planning policy. The detailed level and means of provision is a matter for the reserved matters application stage.

4.0 RESIDENTIAL TRAVEL PLAN MEASURES

4.1 Residential Travel Plan Commitment

4.1.1 The Travel Plan measures associated with the residential element of the scheme will be implemented by the developer of the residential dwellings.

4.1.2 A Travel Plan Coordinator will be appointed to implement the Travel Plan. Further details of their role are set out in Section 5.

4.2 Resident Travel Information Pack

4.2.1 Travel Information Packs (TIPs) will be produced by the developer and displayed at the sales office to inform potential residential buyers of the local travel means available as alternatives to the private car. Sales staff will be trained in the principles of the Travel Plan and will be able to inform potential buyers of the available modes of transport.

4.2.2 The first occupier of each dwelling will be provided with a TIP upon completion of the sale of the dwelling.

4.2.3 The packs will be presented with a clear environmental message, reflecting the ideals of sustainable development and the economic benefits of switching to more sustainable travel modes. Wiltshire Council will be able to provide guidance on the preparation of and some of the material required for the packs.

4.2.4 The TIP will include:

• Information on pedestrian and cycle routes in the surrounding area including links to employment, schools, shops and services; • Information on local bus services, including maps, timetables and relevant contact details; • a bus voucher for a book of 10 bus taster tickets per household valid for one year; • a cycle voucher to the value of £50 per household valid for one year; • information on the Wiltshire car share scheme website; and • information on local taxi and other private hire firms.

4.2.5 Transport information such as the bus timetables contained in the Travel Information Pack will be kept up to date where necessary by the sales team to ensure that new residents are provided with up-to-date information.

4.2.6 The TIPs provided to each household upon occupation will include information on how to claim the travel vouchers funded by the developer.

4.3 Personal Travel Planning

4.3.1 Personal Travel Planning (PTP) encourages people to make more sustainable travel choices and promotes the use of buses, trains, car sharing, cycling and walking as alternative means of travel to the use of the private car.

4.3.2 PTP will be offered by the developer to the first occupants of each dwelling and will include:

• one to one conversations between trained PTP officers and new residents to illustrate the environmental and economic advantages of sustainable travel; and • individual journey planning to highlight how a number of sustainable travel methods can be combined to produce one sustainable trip.

4.3.3 The sales team or independent organisation will undertake the PTP on behalf of the developer. Details of the PTP service will be provided in the TIPs given to the first occupant of each dwelling. The PTP team will then contact each occupant to confirm whether they wish to use the service.

4.4 Resident Notice Board

4.4.1 A residents' notice board will be located adjacent to the proposed convenience store. This notice board will contain information on local public transport, pedestrian and cycle routes and news regarding the local area. The Travel Plan Coordinator, with assistance from the sales marketing team for the development will update the notice board throughout the sales period of the development.

4.4.2 After the development is occupied and the sales team is no longer present at the site the Travel Plan Coordinator will continue to update the notice board. This will continue for up to two years after 80% occupation of the site is achieved. If a residents group is set up at the site the Coordinator will liaise with this group with the aim of passing on the responsibility of the notice board to the group after the Travel Plan Coordinator is no longer in place for the scheme.

4.5 Pedestrian and Cycle Improvements

Pedestrian and Cycle Links

4.5.1 Dropped kerbs and tactile paving would be provided to the north of the Coate Lane site access, connecting the site with the existing footway provision on the western side of Windsor Drive.

4.5.2 A shared footpath/cycle path would also be provided along the northern side of Coate Lane connecting with existing provision on Windsor Drive, London Road and along the canal. These links are shown at Appendix 5.

4.5.3 Improved signage where required will also be provided to direct pedestrians and cyclists from the site to the town centre and local facilities.

Cycle Parking

4.5.4 Cycle parking will be provided for all dwellings. For houses this will be within the curtilage of each dwelling and for any apartments provided, secure cycle parking will be in designated cycle stores.

Cycle Voucher

4.5.5 A cycle voucher to the value of £50 will be provided in the TIP for each household. This voucher will be able to be redeemed at a named cycle shop as part of the purchase of a new bicycle or for the purchase of cycle safety equipment such as a cycle helmet or lights.

Cycle Training

4.5.6 As part of Residential Travel Plans Wiltshire Council offers adult and child cycle training. Details of the cycle training offered will be included in the residents’ Travel Information Pack.

4.6 Public Transport

Bus Service Improvements

4.6.1 Currently Devizes town service 1C stops on Windsor Drive at the junction with Kingsmanor Wharf to the north of the site. This service operates half hourly between 09.06 and 15.32 Monday to Saturday. Service 1 also stops on Windsor Drive operating with a 40 minute frequency from 15:31 to 18:01. Discussions will take place with the County Council and local bus operator to explore improving the bus service along Windsor Drive to between 07.30 and 19.00 Monday to Saturday via a highways contribution. It may also be possible to reroute the service into the site and south along the loop road past the convenience store and retail/service use. An additional bus stop could also be provided on the loop road.

4.6.2 As well as considering improvements to the existing clockwise bus route discussions would take place with the Council and bus operator as to whether a new bus service operating anti-clockwise is also a possibility. If a contribution towards such a service is provided a northbound bus stop would also be provided adjacent to the convenience store and retail/service use to serve this bus.

Publicity

4.6.3 Bus service information will be provided in the Residents’ TIP given to prospective and new residents. This will include information on the new bus route proposed as part of the development. Public transport will also be promoted on the site notice board.

Taster Tickets

4.6.4 A voucher for a book of 10 bus taster tickets will be included in the TIP. Residents will be able to send off the voucher to the developer to claim the free bus tickets which will be valid for one year.

Car Sharing

4.6.5 Car sharing involves commuter and business related trips where two or more people share a vehicle rather than drive separately. A car sharing scheme currently operates in Wiltshire. The scheme is internet based where contact and journey details of people looking for or offering a lift are provided.

4.6.6 The developer will fund a ‘private group’ on the www.carsharewiltshire.com website. Residents will be provided with registration and login details in the TIP. This means that residents will be able to specifically search for car share partners within the development.

4.6.7 The Wiltshire Car Share scheme will be publicised in the TIP and in ongoing publicity provided by the Travel Plan Coordinator.

4.7 Website

4.7.1 The marketing website for the scheme will highlight the sustainable travel options available to residents at Coate Bridge. Commitment to the provision of the Travel Plan will also be included on the website.

4.7.2 The marketing website will be maintained by the developer and Travel Plan Coordinator until two years after 80% occupation of the development. If a residents group is set up at the site the Travel Plan Coordinator will hold discussions with this group to determine if the website could be continued after this point.

4.8 Ongoing Marketing

4.8.1 The Travel Plan Coordinator will be responsible for regular publicity and marketing of the travel options available to residents. Publicity will include:

• a half yearly newsletter issued to all households for a period of two years after occupation of 80% of the development. This newsletter will also be published on-line and placed on the resident notice board; • updates to information on residents notice board and website; and • publicising of local and national travel days such as national ‘car free day’.

5.0 IMPLEMENTATION, TARGETS AND MONITORING

5.1 Implementation

Physical Measures

5.1.1 The physical measures set out in this Travel Plan would be provided by the developer prior to occupation of the development.

Marketing Measures

5.1.2 The sales team for the residential development will promote the Travel Plan during the sales period. This promotion will include producing the TIP and will continue as long as there is a sales team based on site.

5.1.3 The Travel Plan Coordinator will be responsible for updating the community notice board. Ongoing marketing such as newsletters and publicising travel events will also be the responsibility of the Travel Plan Coordinator.

5.2 Travel Plan Coordinator

5.2.1 A Management Company, external consultant or the developer themselves will act as the Travel Plan Coordinator for the Travel Plan. The Coordinator will promote the Travel Plan for the development to encourage sustainable travel and will provide publicity information for the travel notice boards.

5.2.2 The Travel Plan Coordinator will be appointed prior to first publicity of the site to prospective buyers. The Coordinator will be in place during the gradual occupation of the development and for a period of two years after 80% of the site is occupied.

5.2.3 Contact details of the Coordinator will be provided to Wiltshire Council once appointed.

5.2.4 The Travel Plan Coordinator will be the point of contact for all residents’ travel related queries throughout the period of the Travel Plan management. Contact details of the Coordinator will be included in the TIP’s for residents.

5.2.5 Annual travel surveys for the site will be organised by the Travel Plan Coordinator. Further details of the proposed surveys are provided later in this section.

5.3 Proposed Targets

5.3.1 Wiltshire Council require targets to be SMART (Specific, measurable, Achievable, Realistic, and Time bound).

5.3.2 The main travel target for the site as a whole is to achieve a 50% single occupancy vehicle trip rate within five years of first occupation of the site. Further suggested targets are also proposed for specific journey types as follows:

• Education trips – 70% of children on site to travel to school on foot, by cycle or public transport within five years of first occupation of the site; • Commuter trips – 55% of commuter trips to be single occupancy car trips by two years from occupation of the site, reducing to 50% single occupancy trips by five years after first occupation.

5.4 Travel Plan Monitoring

5.4.1 Resident travel surveys will be undertaken at first occupation of the site with a travel survey included in the Travel Information Pack provided to each household. Follow-up surveys will be carried out at the following intervals:

• after 30% occupation (105 dwellings); • after 60% occupation (210 dwellings); • after 80% occupation (280 dwellings); • after one year of 80% occupation; and • after two years of 80% occupation.

5.4.2 Travel surveys will utilise the Standard Assessment Method (SAM), part of the TRICS database assessment tool. The surveys will include details of origin/destination of trips including any details of linked trips, journey purpose and mode of travel used.

5.4.3 As part of the travel surveys households will also be asked to keep a personalised diary of travel behaviour. This would be voluntary. However sustainable travel incentives will be put in place to encourage households to complete a diary.

5.4.4 A monitoring fee will be provided to Wiltshire Council annually for the period of Travel Plan monitoring. This fee will enable Wiltshire Council to monitor the Travel Plan and assist the Travel Plan Coordinator as required. The fee will also cover the cost of Wiltshire Council providing adult and child cycle training for residents as set out in the Wiltshire Residential Travel Plan guidance. The value of the monitoring fee is to be confirmed as part of the continuing Travel Plan process.
