U:\Projects\2397 Devizes, Coate Bridge\2397 Reports\2397 PEP Reports\2397 TP Jan 13\2397 Travel Plan Jan 2013 final.doc Peter Evans Partnership 1.0 INTRODUCTION 1.1 Background 1.1.1 This Draft Residential Travel Plan has been prepared on behalf of Mactaggart & Mickel to accompany an outline planning application for development on land at Coate Bridge, Devizes. The proposals comprise 350 residential dwellings, a small local centre, open space and associated development. 1.1.2 This Travel Plan is designed for the residential element of the development proposals. The retail/service uses of the scheme are smaller than the Department for Transport thresholds for Travel Plan requirements. However customers and visitors to these smaller uses will also benefit from many of the measures in place. 1.1.3 This document sets out the developer’s commitment to the provision of a Travel Plan and the measures proposed to promote non-car means of travel for the development. This Travel Plan will be implemented by the developer of the site in liaison with Wiltshire Council. 1.1.4 The final Travel Plan will be, in part, dependent on the outcome of discussions with the Local Planning Authority in relation to a planning obligation that is likely to include other issues in addition to transport related matters. The outcome of these discussions may include decision about relative priorities that could affect the nature and content of this document. 1.2 Aim of the Travel Plan 1.2.1 By their nature Travel Plans should be dynamic documents with the aim of reducing dependence on the private car. This is in accordance with the National Planning Policy Framework. 1.2.2 In the case of residential developments Travel Plans are based primarily on ensuring that appropriate physical measures are provided within the development and that information on opportunities for non-car means of travel are provided to home owners. 1.2.3 The main objectives of this Travel Plan are to: • address residents’ needs to access a full range of facilities; • minimise the traffic generated by the development; • reduce journey times for residents; • reduce the cost of sustainable travel for residents; • improve health, resulting in reduced stress for individuals and reduced absence through sickness for companies; and • promote healthier lifestyles and a sustainable, vibrant local community. Proposed Residential Development, Coate Bridge, Devizes Page 1 Residential Travel Plan, January 2013 – draft for submission Peter Evans Partnership 2.0 SITE LOCATION AND FACILITIES 2.1 Site Location 2.1.1 The site is on the eastern side of Devizes approximately 2km east of the town centre. The site lies astride of the key London to Bristol cycle route, National Cycle Route 4 and adjacent to the Kennet and Avon Canal. 2.1.2 The A361 London Road to the north of the site provides a route between Devizes and Swindon some 20km to the north east. To the south west the A361 continues through Devizes town centre and west some 20km to Trowbridge. 2.1.3 Windsor Drive and residential development is immediately west of the site, to the north is the Kennet and Avon Canal with residential devleopmetn beyond. There is undeveloped land to the south and east. Coate Lane runs west-east through the centre of the site and continues to the village of Coate some 2km further east. 2.1.4 Coate Lane meets Windsor Drive at a priority junction at the north western corner of the site. Windsor Drive continues north for some 130m to meet the A361 London Road at a roundabout. London Road continues south west from the junction to Devizes town centre. 2.2 Local Facilities Education 2.2.1 The nearest primary school to the site is Nursteed Community Primary on Windsor Drive some 1.4km to the south of the site. Devizes comprehensive school is some 1.8km to the south west adjacent to the town centre. Retail and Employment 2.2.2 A Bonjour convenience store is provided at the petrol filling station on London Road immediately north east of the Windsor Drive roundabout junction. 2.2.3 The town centre is some 2km south west of the site and includes a range of shops and services and a number of food stores including a Sainsbury’s and Morrisons. Morrisons is off Estcourt Street some 1.7km from the site. Estcourt Street continues north and becomes London Road. 2.2.4 The main employment area in Devizes is to the north west of London Road some 650m north of the site. There is a further employment area, Lidl food store and B&Q store provided to the south east of London Road also north of the site. 2.2.5 Some 500m to the west of the site on London Road is a Travelodge Hotel and Subway fast food restaurant with further employment units to the rear. Proposed Residential Development, Coate Bridge, Devizes Page 2 Residential Travel Plan, January 2013 – draft for submission Peter Evans Partnership Healthcare 2.2.6 The nearest doctors’ surgery to the site is adjacent to the town centre some 1.7km to the south west of the site. Devizes Community Hospital is also 2km to the south west of the site. 2.2.7 A plan of the local facilities is provided at Appendix 2. 2.3 Existing Pedestrian and Cycle Facilities 2.3.1 A pedestrian footway is provided along the western side of Windsor Drive opposite the site. Footway/cycleways are provided along both sides of Windsor Drive between London Road and Coate Lane. A Toucan crossing is provided to the north of the site on Windsor Drive immediately south east of the London Road roundabout. 2.3.2 Pedestrian footpaths are provided through the residential development to the west of Windsor Drive linking to London Road. Footways are provided on both sides of London Road to the south of the Windsor Drive roundabout and to the north footway/cycleways are provided. 2.3.3 There is a Puffin crossing on London Road around 600m to the south west of the site. This crossing is adjacent to the footpath link through to the residential area between London Road and Windsor Drive. A Pelican crossing is also provided on London Road to the north of the site adjacent to the Lidl food store. 2.3.4 The Coate Bridge site lies astride the National Cycle Network Route 4 (NCN 4) between London and Bristol. Locally NCN 4 provides a direct route from the site to the town centre and is signed along Coate Lane. To the west of Windsor Drive the route continues as an off-road route for pedestrians and cyclists along the canal directly into the town centre. 2.3.5 On-road cycle lanes are provided in both directions on London Road between the roundabout with Windsor Drive and the town centre. 2.3.6 Within the town centre a number of pedestrian crossings are provided. 2.3.7 Gypsy Patch Lane, a BOAT (Byway Open to All Traffic), is to the south of Coate Lane and continues south out of the site to meet Windsor Drive to the north of Nursteed Community Primary School. The Wessex Ridgeway, a public right of way long distance route, follows the same track from Coate Lane to the southern boundary of the site. To the south of the site the path continues east towards the Devizes District Guide Headquarters immediately east of the site and then south across rural land. 2.3.8 A plan of the local pedestrian and cycle routes is provided at Appendix 3.
