Evaluators were mobilized to each State for student assessment. Our goal is to include 100% of schools in the assessment. A standard based tool is used to measure student’s competency in Math and Reading skills. The test is administered at specific graded such as 4, 6, 8, and 10 grades. In the year 2017-18, all schools in Pohnpei, Chuuk and Kosrae were assessed. However, in Yap due to the transportation problems, only 27 schools were assessed. Thus, a total of 154 (85%) schools were covered in the 2018 NMCT administration. STUDENT ASSESSMENT Exams data herein is processed and retrieved from the FedEMIS. It is not the complete dataset and some work is still in progress to improve this and load all this year’s exams raw data. The source data comes from the NMCT database. It has until now been exported to an excel spreadsheet but the NDOE is in the process of loading this into the FedEMIS for further processing and integration with other data such as teacher and their qualifications. Exams Results for Nation-wide Performance by Benchmarks This subsection’s analysis shows how the whole nation performs on each benchmark of the NMCT exams. Exam Results for Recent Years by Standards This subsection’s analysis shows the performance of the whole nation throughout recent years in all the standards of the NMCT exams. Exams Results Comparing States This subsection’s analysis shows the performance of states against for all the standards of the NMCT exams. NMCT Overall Performance Trend The FSM National Minimum Competency Test (NMCT) is a standards-based assessment tool that allows to measure students’ level of learning with respect to standards and benchmarks in Language Arts and Mathematics. The reporting of the NMCT results will be analyzed based on an increase of 2% target each year against 3 | P a g e the set baseline data to show whether students understand the basic concepts and can do the basic skills on the standards and benchmarks. Sixth Grade Reading Results The chart below shows gradual improvement over the years in grade six reading. It is very evident that students’ level of understanding of the benchmarks is substantially improving. Although the second-year result did not meet the two percent (2%) target, the performance level is still above the set baseline data. The current result, 2017-2018 is significantly showing 4% increase from the baseline, and interestingly the 35% target is achieved. Figure 1: Grade 6 Reading Benchmarks – meeting or exceeding These results suggest the need to continually improve students learning outcomes on the basic concepts and skills on the standards and benchmarks throughout the grade levels. It is very obvious that the lower grades, if mastering the basic skills and concepts, learning will improve throughout the rest of the grade levels. Eighth Grade Reading Results Compared to the results at fourth grade, student performance in reading is below the benchmark in three consecutive years with almost no progress over the three 4 | P a g e years. A slight increase of 1% is recorded in the last year but that is quite insignificant, given that the gap to the target is 12% point. Percentage of students meeting the reading benchmarks is even lowest at lower grades than at the higher grades. Suggest that there’s need to focus more into lower grades to improve their reading competencies. Fourth Grade Math Results Fourth graders math competency is relatively better than reading competency. Percent of students meeting the benchmarks are higher than the target for last two consecutive years. However, it is generally low in all three years with only about 33% of students meeting or exceeding the benchmarks at grade four. Figure 4: Grade 4 Math benchmarks – meeting or exceeding Sixth Grade Math Results Students at grade six has also been able to record slightly higher percentage of them meeting the benchmarks compared to the target in last three consecutive years. Students have not been able to meet the math benchmarks in the all three consecutive years. While there has been a steady improvement from one year to the other but it is quite insignificant. The gap is almost 9% between the target and percent of students meeting the benchmark in math skills. This is just opposite to what has been the case with reading skills. Students are better in reading competencies at their higher grades. There appears to be a few possible reasons that could have caused low math performance and high reading performance in higher grades. In case of math performance, its contents
