Dr. Muhammad Waris Assistant Professor, Department of History and Pakistan Studies, GC University Faisalabad Abstract Politics and political strategies during democratic rule are entirely different from the politics during the rule of dictators. This research aims to study the politics of politicians under Martial Law administrators especially the politics of Chaudhry Shujaat Hussain during the rule of Musharraf. First of all, the behaviour of Pakistani politicians towards dictatorship and then the conduct of Chaudhry Shujaat Hussain during Musharraf rule were studied. For this purpose, data was collected from various articles written in different newspapers, YouTube, online sources and articles written in different newspaper. The data was analysed qualitatively. It was found that though, Chaudhry Shujaat Hussain favoured his policies but he differed with Musharraf in many issues of public interest. Griffith University The thesis is submitted in fulfilment of the requirements of the degree of Doctor of Philosophy January 2020 2 Synopsis This thesis studies a 2002 attempt to fundamentally reform the Pakistan Police Service (PSP) through the promulgation of Police Order 2002. This reform was aimed at converting the PSP from an instrument of coercive government to a force responsive to and protective of the citizenry. It constituted, as its introduction explicitly stated, a significant move toward democratic consolidation in Pakistan. PO 2002 was introduced nationwide on 14 August 2002 with wide support from Pakistani elites and under the direction of the autocratic but reform-oriented government of General Pervez Musharraf. Yet PO 2002 failed. It was amended in 2004 and annulled in 2010. Understanding why it failed is important for understanding the challenges confronting democratising developing states, like Pakistan.

Alan Kronstadt Specialist in South Asian Affairs Foreign Affairs, Defense, and Trade Division Pakistan’s Political Crises Summary The year 2007 has seen Pakistan buffeted by numerous and serious political crises culminating in the December 27 assassination of former Prime Minster and leading opposition figure Benazir Bhutto, who had returned to Pakistan from self- imposed exile in October. Bhutto’s killing in an apparent gun and bomb attack (the circumstances remain controversial) has been called a national tragedy for Pakistan and does immense damage to already troubled efforts to democratize the country. The assassination came just 12 days after Pakistani President Pervez Musharraf had lifted a 6-week-old emergency order. On November 3, some eight years after he overthrew the elected government in a bloodless 1999 military coup, Musharraf had suspended the country’s constitution and assumed emergency powers in his role as both president and army chief. The move came as security circumstances deteriorated sharply across the country, but was widely viewed as being an effort by Musharraf to maintain his own power. His government placed numerous Supreme Court justices under house arrest, and jailed thousands of opposition figures and lawyers who opposed the abrogation of rule of law. It also cracked down on independent media outlets, many of which temporarily were shut down completely. President Musharraf sought to justify his “second coup” as being necessary to save Pakistan from Islamist extremism and from a political paralysis he blamed largely on the country’s Supreme Court.
