Community Hub – Joint project with Wiltshire Council A meeting to discuss the potential of the Pewsey Library with a representative of the Library. However things couldn’t move forward immediately as they were waiting for a new manager. A new manager has been put in place who will manage Corsham, Marlborough and Pewsey. The next thing to do is to go through the list with the new manager to see what could be achieved. Dawn explained that access to the office at the Library will be made available – currently there is security access to it requiring you to use a Wiltshire Council badge to open the door. -

The MOD has the largest historic estate within Government and this report provides commentary on its size, diversity, condition and management. This 5th biennial report covers the financial years 11/12 and 12/13 and fulfils the requirement under the DCMS/ English Heritage (EH) Protocol for the Care of the Government Estate 2009 and Scottish Ministers Scottish Historic Environment Policy (SHEP). It summarises the work and issues arising in the past two years and progress achieved both in the UK and overseas. 2. As recognised in the 2011 English Heritage Biennial Conservation Report, the MOD has fully adopted the Protocol and the requirements outlined in the SHEP. The requirements for both standards have been embedded into MOD business and reflected within its strategies, policies, roles and responsibilities, governance, management systems and plans and finally data systems. -

Cllr Kidney declared that he knew the planning consultant for planning application 18/02927/FUL Conkwell Farm, BA15 2JG. 2. Minutes of Meeting The minutes of the meeting held on 3 April 2018 were signed as a true record. 3. Public Participation The applicant of planning application 18/02927/FUL Conkwell Farm attended and it was agreed that any comments would be taken under the relevant planning item. 4. Planning 4.1 The Council considered the following planning applications: • 18/02927/FUL Conkwell Farm, BA15 2JG: Conversion of storage building to residential dwelling, with garage block, landscaping and access works. The owner had offered the opportunity of a site visit and the Planning Advisory Group would visit on Friday 4 May. Comments would then be circulated and agreed via email. The following comments were agreed following the site visit: The applicant is credited with taking an environmentally conscious approach to this development, further ‘recycling’ an extant agricultural building as the basis of the main part of the build. The house and garage are reasonable in size and would have no adverse effect on the Green Belt both in terms of visual amenity and impact on the infrastructure (roads, drainage etc).
