Bolton Residential Expansion Study (BRES) and Successful Integration of Transit-Oriented Development (TOD) May 24, 2016 The purpose of this memorandum is to review the professional literature pertaining to the potential develop- ment of a Transit-Oriented Development (TOD) in the Bolton Residential Expansion Study area, in response to the Region of Peel’s recent release of the Discussion Paper. The Discussion Paper includes the establishment of evaluation themes and criteria, which are based on provincial and regional polices, stakeholder and public comments. It should be noted that while the Discussion Paper and the Region’s development of criteria does not specifi- cally advocate for TOD, it is the intent of this memorandum to illustrate that TOD-centric planning will not only adequately address such criteria, but will also complement and enhance the Region’s planning principles, key points and/or themes found in stakeholder and public comments. In the following are research findings related to TOD generally, and specifically, theMetrolinx Mobility Hub Guidelines For The Greater Toronto and Hamilton Area (September 2011) objectives. Additionally, following a review and assessment of the “Response to Comments Submitted on the Bolton Residential Expansion Study ROPA” submission prepared by SGL Planning & Design Inc. (March 15, 2016), this memorandum evaluates some of the key arguments and assumptions made in this submission relative to the TOD research findings. Planning for Transit-Oriented Developments TOD policy and programs can result in catalytic development that creates walkable, livable neighborhoods around transit providing economic, livability and equitable benefits. The body of research on TODs in the United States has shown that TODs are more likely to succeed when project planning takes place in conjunction with transit system expansion. -

In dealing with this matter, the City of Vaughan Council requests the following: 1. THAT Council formally requests that Metrolinx and the Region of York support efforts to improve the strategic, economic, financial and operations case for the Highway 7 - Concord station through the Concord GO Centre Mobility Hub and Transportation studies, in support of the later inclusion of the Highway 7 - Concord station in the GO RER 10 Year program or in a subsequent implementation phase; 2. THAT Council formally requests that Metrolinx and the Region of York support efforts to advance the implementation of Kirby station; 3. THAT Metrolinx be requested to implement a comprehensive communication plan for RER Implementation in consultation with City staff which may include public meetings; 4. THAT Council formally request that Metrolinx and the Region of York work with City Staff to identify immediate short term Station Parking and Access solutions at the Rutherford and Maple GO stations to address current parking and station access pressure; and 5. THAT Metrolinx and the Region be requested to include consideration for additional grade separation crossings on Vaughan roads, specifically, McNaughton, Rivermede and Kirby Road, as part of RER implementation. -

I understand that this thesis may be made electronically available to the public. ii Abstract Mode share in major North American cities is currently dominated by private automobile use. Planners have theorized that transitioning commuter rail systems to regional rail networks is a viable method to increase ridership and stabilize mode share. This process is currently underway in Ontario, Canada, as the amount and frequency of service is being increased throughout the GO Transit rail network via the GO Expansion Program. However, previous studies have shown that transit demand does not solely respond to service quantity expansions. Variables related to the built environment, regional economy, network characteristics, and socioeconomic status of the customer base can influence transit demand to varying degrees. Further, the literature states that the travel behavior of commuter rail users is unique, as access mode, distance, socioeconomic status, and the utility derived from varying trip types can differ compared to local transit users. These findings suggest that supplementary policies might be needed to reduce automobile reliance and stimulate demand for regional transit. Many transit researchers have conducted demand elasticity studies to identify what factors are significantly associated with transit ridership. -

CITY OF VAUGHAN EXTRACT FROM COUNCIL MEETING MINUTES OF APRIL 19, 2017 Item 10, Report No. 13, of the Committee of the Whole, which was adopted without amendment by the Council of the City of Vaughan on April 19, 2017. 10 REQUEST FOR NOISE EXEMPTION – METROLINX MAPLE AND RUTHERFORD GO STATION CONSTRUCTION - WARDS 1 & 4 The Committee of the Whole recommends approval of the recommendation contained in the following report of the Deputy City Manager, Community Services and the Director of By-law & Compliance, Licensing & Permit Services, dated April 4, 2017: Recommendation The Deputy City Manager, Community Services and the Director of By-law & Compliance, Licensing & Permit Services, recommend: 1. That Metrolinx, be granted a noise exemption for the period of April 20, 2017 through December 31, 2017, in accordance with the City’s Noise By-law 96-2006, for the purposes of construction activities located at both the Maple GO and Rutherford GO Stations associated with the Barrie Corridor Expansion. 2. That this request for extension be granted with the following conditions: a) That construction communication notices be sent to surrounding residents and business owners within a 60 metre radius, in keeping with City standards, advising them of the impending work; b) That the construction communication notices to residents and business owners include contact information for Metrolinx; c) That the Applicant take measures to minimize any unnecessary noise, including but not limited to idling of construction vehicles and/or equipment, revving of engines, use of airbrakes, banging of tailgates and to maintain equipment in good working order (including muffling devices) to minimize noise impacts; d) Select travel routes that will assist in avoiding noise sensitive areas where possible; e) That no construction takes place on Statutory Holidays; f) The Applicant ensure lighting is directed downward toward the site and away from public roadways, area businesses and residential properties. -

Item: Committee of the Whole Report DATE: Tuesday, May 07, 2019 WARD(S): ALL TITLE: METROLINX ACTIVITIES UPDATE FROM: Zoran Postic, Interim Deputy City Manager, Public Works Jason Schmidt-Shoukri, Deputy City Manager, Planning and Growth Management ACTION: DECISION Purpose To provide a status overview of recent Metrolinx activities in the City of Vaughan related to the GO Expansion (formerly Regional Express Rail) project and the 2041 Regional Transportation Plan (2041 RTP). Report Highlights Rutherford GO station: the procurement process was completed in December 2018, construction activities will soon commence, including construction of the Rutherford Road grade separation Kirby GO station: a Market Driven Approach (public-private partnership) is now required by Metrolinx to deliver this station. Opportunities to pursue this approach will be investigated in conjunction with the Transit Hub Special Study and the related Environmental Assessments (EAs) Proposed Concord GO Station: staff are investigating options for applying the Metrolinx Market Driven Approach to secure a potential GO station in the Concord GO Centre Mobility Hub Study area Barrie Rail Corridor Expansion: upgraded noise barriers are scheduled to be installed upon completion of the Rutherford GO station works for sections south of Rutherford Road. Timing for sections north of Rutherford Road are currently under review Bus Rapid Transit along Major Mackenzie Drive, Jane Street, Highway 7 West Extension and Yonge Subway Extension is being prioritized amongst other Regional transit projects to be advanced in the Frequent Rapid Transit Network as part of the 2041 Regional Transportation Plan (2041 RTP) Recommendations 1. That Council re-affirm its support for Kirby GO station on the Barrie rail corridor, as per the original GO Regional Express Rail plan; 2. -

Committee of the Whole (2) Report DATE: Tuesday, November 10, 2020 WARD(S): 1 4 TITLE: MAPLE GO STATION – MEMORANDUM OF UNDERSTANDING WITH METROLINX FROM: Nick Spensieri, Deputy City Manager, Infrastructure Development ACTION: DECISION Purpose To seek Council approval to enter into a Memorandum of Understanding (MOU) with Metrolinx for the Maple GO Station project. The MOU is necessary to set the roles and responsibilities of new City-owned infrastructure that Metrolinx will be constructing on the City’s behalf. As well, to seek Council approval to create a new 2020 Capital Budget amendment to fund the infrastructure. Report Highlights City of Vaughan staff and Metrolinx have been collaborating on plans for the Maple GO station improvements since 2016. Through the design process, new City-owned infrastructure has been identified as necessary to support future two-way, all-day, 15-minute service. The MOU outlines the roles and responsibilities of the City and Metrolinx to complete the project. The City and Metrolinx have agreed to a cost-sharing agreement in the MOU to design and construct a new pedestrian and cycling bridge over Major Mackenzie Drive. Metrolinx has also agreed to include the design and construction of the City’s aged iron watermain as part of the scope of works. The construction cost to replace this watermain will be included within the new capital project and funded from the water infrastructure reserve. Item 6 Page 1 of 6 Recommendations 1.
