Data Sources Please note that every effort has been made to use the most current data available. The major sources of information for this document are:  2006, 2011, and 2016 Census from Statistics ;  Manifold SuperDemographics data is 2020 from Manifold Data Mining Inc. The most recent Census was conducted in May 2016. SuperDemographics 2020 is the most up-to-date estimation of population characteristics, based on mathematical models that draw from various data sources.

1 Introduction

The Town of Collingwood has experienced steady population growth in the past decade. With the largest population of any municipality in the area, Collingwood functions as the major commercial centre for northwest and northeast , servicing an overall trade area of approximately 75,000 people. In 2016, Collingwood’s census population was 24,600. Since then, the population is estimated to have grown by 14.5% to 24,942 permanent residents.

The Town of Collingwood accounts for approximately half of all business activity including retail sales in the region and has a substantial health, manufacturing, financial and knowledge-based employment foundation. Collingwood benefits from the surrounding visitor attractions and has a strong base of accommodation and food businesses.

Collingwood is the location of the Regional Hospital and a wide range of other personal and business services.

The region is seen as one economic corridor, with strong labour mobility within a 20- minute commute.

Collingwood has seen a significant shift towards the tourist-related service industries in the past 30 years and has built up a reputation of being a great home base for visiting both the winter ski resorts to the west and the summer beach attractions to the east. Despite this move to a more service-focused economy, Collingwood’s manufacturing base remains relatively healthy, and a source of a significant number of regional jobs.

Today, the Collingwood area is a major tourist destination for the Greater Area (GTA). The Town’s location along the shoreline of and proximity to the ideally situates the municipality between the winter resort areas to the west and the world’s longest freshwater beach to the east.

There are approximately 220 acres of industrial land available within Collingwood. These lands are located either along Mountain Road or in the east end industrial park. Along Poplar Side road, a 125-acre industrial park has received draft approval. Current zoning regulations permit a wide variety of uses within our industrial parks.

Collingwood is a welcoming community with impressive residential growth and quality of life. The community maintains a small town feel while offering big city amenities and providing unparalleled recreational opportunities year-round.

1.1 Location

Collingwood is located approximately midway between the Cities of Barrie and Owen Sound on Provincial Highway 26, which provides access to Grey and Bruce Counties in the west, and to Toronto via Highway 400 in the southeast. County Road 124 originates in Collingwood and provides access to the heavily populated Golden Triangle to the south.

At 33.46 square kilometres of land, Collingwood is one of the smaller municipalities in area, but it has the largest population and countless amenities. Collingwood serves as the entertainment, shopping, recreation, and tourist hub. With a full transit system including links to and the Town of the Blue Mountains, Collingwood is in the centre of all the action.

2 Demographics

2.1 Population Size and Growth Over the past 10 years, between 2011 and 2020, Collingwood has had a population growth rate which is significantly higher than that of the province. The following table illustrates the change in population over the past ten years as well as the estimated population for 2025 and 2030.

2.2 Age Profile The age profile of Collingwood’s population has aged slightly over the past 15 years. The median age increased from 44 to 48, between 2006 and 2020.

In 2020, Collingwood had an older age profile compared to the province. The median age for the town was 48.01, compared to 40.82 in , and the average age was 46.34 compared to the provincial figure of 41.46. Figure 3 and Table 5 illustrate that Collingwood has a lower percentage of the population below the age of 60, compared to Ontario.

2.3 Language Characteristics Table 6 indicates 93% of people in Collingwood speak English only, while 7% of residents are bilingual, a lower percentage than Ontario.

2.4 Mobility Characteristics Residents in Collingwood are more likely to have changed their place of residence within the past five and one year, compared to the provincial figures. Estimates indicate those moving to Collingwood are more likely to be relocating from within Ontario rather than outside of the province or country.

2.5 Level of Education Figure 5 and Table 8 illustrate the 2020 levels of educational attainment in Collingwood for persons aged 25 to 64. This age range is used as it captures individuals who would have finished postsecondary studies.  Over 89% of Collingwood residents have a certificate, diploma, or degree.  Over 60% of Collingwood residents have a postsecondary education.  The percentage of persons with a high school diploma or equivalent is higher than in Ontario.

4.3 Collingwood Public Transit , the Town of Collingwood's public transit system, provides a convenient alternative to driving within Collingwood. There are three regularly scheduled transit routes and the frequency of pickup at the terminal is every thirty minutes. The Colltrans Downtown terminal is located on the corner of Second Street and Pine Street adjacent to the municipal parking lot at 100 Pine Street. Currently, the terminal is located outdoors and has two shelters. The Town of Collingwood offers two transit links to compliment Colltrans service: the Collingwood/ link, and the Collingwood/Blue Mountains transit link.

Bus services operate on all days except statutory holidays. For traveller convenience, all buses have bike racks. Buses are wheelchair accessible and may also be used for motorized scooters, pull behind shopping carts, as well as strollers. 7 Business Support Programs and Services

7.1 The Business Development Centre The Business Development Centre (BDC) is a collaborative project between the Town of Collingwood, the Downtown Collingwood Business Improvement Area (BIA), the provincially supported Small Business Enterprise Centre (SBEC), and the federally supported Community Futures South Georgian Bay (CFSGB). The BDC also works with several other local and regional partners, including:

 Georgian College  Tourism Association  Blue Mountain Village Association  Blue Mountain Resort  Simcoe County  Town of Meaford, Wasaga and Thornbury, as well as Clearview Township  RTO7  The Collingwood Chamber of Commerce

The Business Development Centre is dedicated to the economic growth of the South Georgian Bay area. Two key platforms will achieve this: helping businesses start-up and grow and increasing the profile of the region as a world class tourist destination.

The BDC encourages a collaborative approach across economic development organizations in the region to help start-ups, small, and large companies grow. This will be accomplished by building strategic alliances, providing management assistance, mentorship & educational programs, funding assistance, networking and other resources for business owners and entrepreneurs.

Tourism Marketing

Working with partners in Collingwood, the County, and the broader region, the BDC, along with its partners, help to increase the attractiveness of the area as a 4-season destination. This will be achieved by collaborating with regional partners to organize cornerstone and specialty events, promoting the seasonal attractions through coordinated marketing campaigns, and measuring the impact on tourism traffic and spending.

The Downtown Collingwood Business Improvement Area  Collingwood Downtown is a Municipal Local Board established for the main purpose of revitalizing the central business district of the Town of Collingwood and was designated as a Business Improvement Area (BIA) through the Ontario Municipal Act and a town of Collingwood bylaw originally enacted in 1977.  In 2004, an expansion process was undertaken and increased the original area of the BIA to mirror the core area that is designated provincially as a Heritage District. A further expansion was completed in 2016, which increased the BIA area to include the new waterfront commercial development.

 The Downtown is also nationally recognized a “Historic Place”, the first heritage district to ever be given that designation.  Collingwood Downtown is governed by a volunteer Board of Management consisting of nine members. Eight members are elected from the Downtown business community and property owners, and one is a council representative. The election is conducted during the municipal election year, and the results are then forwarded to Council for appointment  The Collingwood BIA is comprised of more than 400 business members, plus 175 property owners, employing approximately 2,200 full and part-time staff. The 2021 BIA commercial assessment is $129,278,533.  The BIA has invested millions of dollars in the core area through the special yearly levy as well as additional monies raised through sponsorships, grants, and special activities fees.  Staging and promotion of a program of special events and tourism drivers, such as the seasonal Farmers’ Market, Art on the Street, Local Live Lunch and annual Christmas Season Launch and Santa Claus Parade  Marketing the district and the community through print, television, radio and digital platforms  Keeping the district clean and maintained beyond the municipality’s standard level of service, as well as providing a seasonal décor program

7.2 The Chamber of Commerce The Collingwood Chamber of Commerce serves Collingwood's business community with the invaluable input of their Board of Directors, volunteers, members, and other stakeholders. The Chamber has become the voice of Collingwood's business community, and one of the largest and most active Chambers of Commerce in the region. Over 500 members strong, the Collingwood Chamber constantly evaluates and formulates policy and positions on a vast array of business issues based on member needs.

The Chamber also provides a broad spectrum of benefits for small businesses and medium to large sized corporations alike. Whether it be preparing strategic submissions to the Federal, Provincial or Municipal government on issues such as changes to Health Care, discussions with officials concerning Business Tax, or providing input on local issues such as tourism, the Collingwood Chamber of Commerce is a strong voice of advocacy on issues concerning business.

The Collingwood General and Marine Hospital provides a variety of health care services to the more than 60,000 people who live and work in the community. The hospital also provides essential health care services to more than 3.5 million vacationers and cottagers who visit the communities of Wasaga Beach, Collingwood, Stayner, and the Blue Mountains.

Hospital services include ambulatory care, cardiorespiratory, community mental health, diagnostic imaging, dialysis, emergency, general medicine, general surgery, intensive care, laboratory services, obstetrics/gynaecology, orthopaedic surgery, rehabilitation, and telemedicine. The G&M Hospital is a 68-bed facility.

The G&M Hospital Foundation raises money in support of the G&M Hospital for equipment, furnishings, facilities, and programs/services that are not funded by the Ministry of Health & Long-Term Care. The Foundation funds capital facility renovations and select specialty programs and services not covered by the government.

The new EDoctorcare located in Collingwood offers a simple concept. Seeing a family doctor from the comfort of your home. They believe it is the future of healthcare and are proud to be a part of it. Providing only fully licensed and vetted doctors, open after hours as well, and an innovative online booking system means patients can book online and usually see a doctor the same day. At present, they are seeing patients virtually only right now - i.e., by phone or video. Patients can choose their preferred means of contact. They do have a long-term plan to make themselves physically available as well, but a lot will be determined by how the pandemic and resulting safety protocols.
