I. SITUATION OVERVIEW

Profile of the Incident

• A landslide incident occurred on or about 2:30 AM, 22 April 2011 in a small scale mining area at Panganason-B, Brgy. Kingking, Pantukan, Compostela Valley Province due to

heavy rains, resulting to the entrapment of several miners

o As of reporting time, the total number of casualties is 36: 7 dead, 14 injured and 15 are still missing

II. ACTION/S TAKEN:

Establishment of an Incident Command Post

• On April 22, 2011, an ICP was established at the Municipal Hall of Pantukan by the 71 st Infantry Batallion headed by Lt. Col. Camilo Ligayo

• The response capabilities at ICP: 1 ambulance with medical team from 10ID PA; rappelling equipment and 15 troops from 71 IB; rappelling equipment from DART Rescue Group; 10 motorbikes from NASDECOR, 1 ambulance from the Pantukan Municipal Health Office; 1 ambulance from the Pantukan District Hospital; and 1 ambulance and rapelling equipment from P/MDRRMC

Search and Rescue (SAR) Operations

• The 71 st Infantry Batallion (IB), MDRRMC Pantukan and Brgy. Kingking responders and police personnel assigned in the area conducted SAR and retrieval operations assisted by the APEX Mining Team and Davao Firefighters and Rescue Services (DFRS)

• DRRO Troops were mobilized : 1 Bulldozer from Russel Mining; 1 Bulldozer, 1 Dumptruck and 1 Backhoe from MDRRMC Pantukan; 1 SAR Helicopter from 505 th SAR, PAF and 2 UH- 1H from TOG 11, PAF, Davao (7 sorties); and K9 Trackers;

2 Relief and Recovery Operations

 The 14 injured victims were brought to Pantukan Emergency Hospital and Davao Regional Hospital in Tagum City for treatment

 CHD Davao conducted Rapid Health Assessment on April 23, 2011 at 1:00 PM; and augmented 30 pieces cadaver bags and supplies to the Pantukan Emergency Hospital and DOH XI provided medical services and treatment to the victims

• The DSWD Field Office XI provided relief goods to the landslide victims and has a standby funds (Php310,851.26) and stockpiled relief commodities composed of family food packs 1,951 worth Php389,444.98 and food worth Php188,169.44 ready for augmentation to the local government units

• Scene of the Crime Operations team from Compostela Valley Police Provincial office led by PInsp. Romeo M. Mausisa proceeded to Angel Funeral Homes in Kingking to conduct Dead Victim Identification (DVI) procedures of the retrieved unidentified victims of the landslide incident.

• Search and retrieval operations is still being pursued by COMVAL PNP in coordination with other government agencies.

Meeting, Briefing, and Press Conference /Dialogue Conducted

• On April 22, 2011, a Press Conference was held at 10:00 AM, participated in by the LGU, PNP, AFP and other provincial representatives

• On April 24, 2011, Mayor JC Celso Sarenas of Pantukan conducted a briefing with Hon. Voltaire T. Gazmin, Secretary of National Defense and Hon. Jesse M. Robredo, Secretary of the Department of Interior and Local Government

• Said meeting was attended by Sec. Ramon JP Paje of DENR; Dir. Liza R. Mazo of OCD XI; Dir. Ananias M. Villaorte of DILG XI; Dir. Jim Sampulna of DENR XI; Gov. Arturo T. Uy of Compostela Valley Province; LtGen. Arthur I. Tabaquero of East MinCom; MGen. Jorge V. Segovia of 10ID; Col Roberto D. Domines Jr of 1001BDE; LtCol Camilio Z. Ligayo of 71IB; Julius Valdez of PENRO; MGen. Renato Miranda of PDENR; Leborio B. Diana of PILG; Engr. Ford Hipolito of APEX Mining Co.; Regional, Provincial and Municipal Police Directors; RDRRMC XI Members; and MDRRMC Members

• The body came up with the following recommendation: forced evacuation of more or less 30 Families living in the other side of the within 48 hours; strict enforcement on disallowing small scale miners to operate; and a long term policy /solution which will be formulated through the efforts of SND, SILG, OCDRC XI; Provincial Governor and Municipal Mayor

• On April 25, 2011, a planning meeting was conducted by MDRRMC in the morning on the plan of conducting forced evacuation of the transient and legal residents of the affected area and a dialogue with the residents was also conducted at 2:00 PM

Damage Assessment and Needs Analysis (DANA)

• Dir Liza Mazo and Fe Kalimpo of OCD Region 11 conducted DANA in Compostela Valley in coordination with the MDRRMC of Pantukan
