FOSIM attracted public attention and initiated wide public and institu- tional debates on several issues, such as decentral- ization, sponsorship and philanthropy in the civil sector, freedom of infor- mation, integration of IT in Macedonia, Roma-related issues, and the status of the nongovernmental sec- tor in the country... FOSIM contributed to the development of several national acts: Na- tional Strategy on Education Development, National IT Strat- egy, Law on Public Access to Information, and the Law on Citi- zens’ Associations and Foundations.

In 2005, FOSIM also worked on its capacities to respond to ex- pected processes and events in the course of the following year - primarily Parliamentary Elections and EU accession, thus devel- oping its platform for priority activities. 19 18 nized. The impact of the centers’ activities can be seen from the retention rate of 91.2% of the Roma students visiting the RECs opposed to the retention rate of 65.44% of all Roma students in the project schools.

With the support of the Pestalozzi Children’s Foundation, additional activities were or- ganized for 5th to 8th grade students identified as the most vulnerable period for Roma primary school students to drop-out. The actions with this group of children, along with affirmative action for enrollment in secondary education organized in Kumanovo, re- sulted with a 12% increase of school performance compared to the previous year, as well as enrolment of 62 eight grade students in high schools in Skopje, Kumanovo and Prilep. Within this component FOSIM also organized trainings and assistance for de- veloping Working Manuals for the centers to ensure systematic description of the operation of the centers, including curricu- lum development, student portfolio stan- dards and working procedures established in a systemized and transparent manner. This component was financed by USAID, Pestalozzi Children’s Foundation, FOSIM and REI, Budapest.

The secondary school component enabled 247 Roma second-year high school students to receive scholarships and school-based mentorship assistance by 111 high-school teachers in 57 secondary schools included in the program. USAID provided scholarship and mentorship support for 200 REP’ sec- ondary school beneficiaries, while OSCE and the Hungarian Embassy provided support for the remaining 47 students. The scholarship has secured family support and improved the educational inputs such as textbooks, supplementary learning materials, transpor- tation, food, clothes etc. The mentors received training on learning techniques, work with parents and team work. Each student had one extra hour after school mentorship assistance, every working day. Mentors supported the students in their subject studies, academic planning and active learning with the purpose to improve the overall school performance of Roma students (their GPA, regular school attendance and involvement in after school activities). The regional advisors of the Bureau for Development of Edu- cation and FOSIM monitored the work of the mentors and the student progress in the course of the school year. The evaluation of the secondary component of the Program show a retention rate of 93.6% among scholarship beneficiaries which is 4.6% higher than the gross national retention rate for secondary education of 89%. The first component of the project (micro lending to Roma women entrepreneurs) pro- vided loans for this marginalized group that has difficult or no access to loans from commercial banks. The micro financing foundation Horizonti implemented a method of solidarity groups of women borrowers, who would guarantee each others’ loans, as a substitute to standard collateral. This overcomes the obstacles for access to loans caused by borrowers’ inability to provide conventional collateral - like employed guar- antors or mortgage. This component achieved its target for the first year of implementa- tion - 350 micro loans were serviced. The loan fund of EUR 160,000 will be further used as a revolving fund for the same purpose, as it became part of the Horizonti loan port- folio.

The second component of the project provided entrepreneurial training to 170 Roma women, which is in excess by 70% of the initially set target. Participants were taught basic business skills and closely introduced to the legal environment for a company reg- istration and operation. Although a smaller component of the whole training, the legal issues attracted high interest among trainees. More trainings or coaching assistance is planned for 2006.

This project was developed in 2002 in order to help schools, management staff, teachers, students and their parents build better understanding, knowledge, and competences required for the upcoming decentralization of the educational system. Total number of 413 teachers from the 6(+1) third generation High schools and 81 teachers from 15 third generation primary schools participated in the RWCT training cycle, and of 55 advisors from the Bureau for Development in Education were trained in RWCT methodology. Ac- cording to the findings from the Formative evaluation of the Project, the greatest posi- tive change from the application of RWCT strategies felt by teachers and students was the encouragement of greater cooperation among students and increased interest for the program.

A group of 36 directors, pedagogues, psychologists and teachers from the 6(+1) third generation high schools and 81 participants from the 15 third generation primary schools were trained for developing School Improvement plans. By May 2005 all third generation schools successfully developed and wrote their School Improvement plans for the period of 5 years.

Free-time activities for High school students were implemented in partnership with the NGO Youth Educational Forum. All 6 (+1) third generation high schools developed their School Democracy Clubs and delivered Debate and Street Law programs with the assis- tance of teachers and NGO activists. In all high schools, the Debate Program became part of the school curricula as a project activity.

Research Center for Gender Studies The main focus of the RCGS in 2005 was on education, publication and research, pre- dominantly in the area of combating trafficking in human beings. RCGS concentrated on two key aspects of education: development and support of curricula in the area of gender studies; and strengthening the capacities of the university faculty to build cur- ricula in the area of gender studies. A joint body was set up by the University in Sko- pje intended to work on gender/women’s studies curricula development. The working groups assigned by this body conducted a survey on the current state of affairs and provided recommendations for integrating the gender perspective in the curricula of specific disciplinary areas of humanities and social sciences. An outline for postgradu- ate Gender studies was also developed. Regional projects (promoting innovative teach- ing and evaluation methods from a gender perspective) were implemented through the Regional Network for Gender/Women’s Studies in SEE (supported by Network Women’s Program of OSI-New York) and the Regional Seminar in Gender/Women’s Studies and European Studies (supported by the OSI- HESP).

Apart from these activities, RCGS extended the continuous programs: publishing Identi- ties: Journal for Politics, Gender and Culture and organizing the School for Gender and Politics, and alternative educational institution, which, again in year 2005 offered 9 spe- cialized courses to 60 students. The Journal and the School were supported by Kvinna till Kvinna. The year 2005 was marked yet with another publication form the area of oral history. Supported by FOSIM, the research resulted in 6 narratives by Macedonian and Albanian women who suffered the traumas of conflict in Macedonia during 2001. The Street Law Program was implemented in 20 high-schools in Macedonia. More than 700 students were trained to protect their rights and informed for the democratic val- ues and rule of law. Interactive training classes were supported by: mock trial sessions, law quizzes, visits and tours to courts and state institutions and Summer School activi- ties. The activities were also implemented as a Clinic Program of Law Faculty in Skopje, which resulted with implementation of Street Law Clinic Manual.

The IDEA Youth Forum 2005 (World Debate Championship) - largest annual world debate event of IDEA (International Debate Education Association) was hosted and organized by YEF. 220 debaters, coming from 30 countries, were participating on 14-days event cov- ered by debate workshops, trainings and world debate tournament. Benefactor of the Forum was the President of the National Assembly of the Republic of Macedonia, Mr. Ljupco Jordanovski. The final debate took place in National Parliament.

Citizens Guide through the Courts project was implemented - manual was printed, in- forming the youth and the citizens on how to protect their rights, law obligations and court procedures. The publication was supported by the European Commission, Swed- ish Helsinki Committee and FOSIM.

Becoming a member of the Anticorruption Student Network of SEE, YEF implemented the Anticorruption Project on State Universities in Skopje and Bitola. The project aimed to motivate students and professors to take actions against corruption through cam- paigns, promotion of Student Ombudsmen, student happenings, creation of regulations on Higher Education Law and the Statutes of the state Universities in Macedonia.

The Agency for Youth and Sport awarded a grant to YEF for taking over the manage- ment and activities of the Youth Center Babylon - Karposh in Skopje. The Babylon Center provides art and creative workshops, Debate and Street Law program activities, IT and foreign language courses and other activities for over 200 youth beneficiaries.

The activities of Youth Educational Center in 2005 increased with the promotion of new scholarships for studying abroad. In compliance with the need for a licensed software on local languages, determined with the research performed by the Metamorphosis Foundation, and emphasized in the National Strategy on Developing Information Society, in the course of 2005 the Program on Free Software and Open Source Software (Free/Libre Open Source Software - FLOSS) directed activities towards capacity building and localization of applications that are of strategic importance for the civil and other sectors in the Republic of Macedonia.

In cooperation with the free software local community, localization of the most recent version of the program package for office operations - Open Office - was implemented. The localization consisted of translation, carried out by means of a Translating Mara- thon which took place from 16th until 18th September 2005 with the participation of over 50 volunteers10, after which for the first time in Macedonia expert proofreading of user’s interface was performed. The distribution of the Macedonian version was carried out through the Open Office’s official website (mk.openoffice.org), as well as by means of a CD (which will be published in Spring 2006), also containing other localized applica- tion for office operations, as well as an Internet software (Firefox, Thunderbird) and the processing of photographs and images (GIMP), together with translated guidelines for use. The Agriculture Development Credit Line provides financing to small farmers and agri- culture producers from funds provided by the Soros Economic Development Fund - New York. The loans are up to 10,000 EUR, up to 36 months, with a Micro Agro sub product up to 3000 EUR with small collateral and simpler procedure. The year 2005 was closed with a portfolio of 322 loans worth 773,114 EUR in total, or an average 2,400 EUR per loan. The Working Capital Credit Line provides loans for small businesses up to 15,000 EUR, up to 12 months, essentially for overcoming cash flow problems which are frequent in the Macedonian business environment. Available funds are close to 300,000 EUR, and about 87% were in the loan portfolio at the 2005 year end.

The Startup Loans product is a pilot offering up to 3000 EUR, up to 36 months loans to newly established businesses. It is a follow-up of a project called Self Employment in Own Business (financed by European Agency for Reconstruction and FOSIM) which pro- vided business planning training for new entrepreneurs. Only trainees from this project are eligible in the pilot phase. The loan fund is close to 30,000 EUR and it is completely utilized in the portfolio. The working group identified the devolved competencies whose implementation will be monitored (urban planning and financing) and selected the mu- nicipalities participating in the project25. In October 2005 an open call for candidates for future monitors was announced (targeting members of local NGOs). In December 2005, training and testing for the Local Government System and the Decentralization Process in the Republic of Macedonia was organized for 41 selected candidates and the final selection of 27 candidates was performed. In the first quarter of 2006 the monitoring methodology will be developed and a set of training sessions for the selected monitors will be organized. In the course of 2005, one module of the Training of Trainers (TOT) Program was conducted in the area of Public Service Management intensive ac- tivities focused on publishing 45 Handbooks (translated from English into ) used for the trainings26. In order to implement the Public Service Manage- ment module the trainer pool (consisting of 14) was involved in data collection in the field of water supply, based on a questionnaire that was prepared by the trainers under mentorship of FPDL. The data collection and the analysis were done in cooperation with the municipal officials. Additionally, there were regular briefings, individual and joint meetings with the trainer pool about the future development of the program and their involvement. The NGOSCs supported the de- velopment of partnerships among NGOs and between NGOs and local authorities, the media and the private sector, as well as NGO involvement in public policy-making. Be- side technical assistance, training, counselling and consultations, support of NGO ini- tiatives, as well as small grants, the NGOSCs also organized workshops, roundtables, debates, press conferences, presentations, and forums.

In August 2005, the NGOSCs announced a Call for Proposals, in order to support coalition projects of NGO networks from these four towns, directed to solve priority problems and needs of the local communities. In May 2005 FOSIM announced a Call for Proposal for Local Actions of NGOs (located in regions covered by the Centers) for activities dealing with and resolving priority prob- lems and needs of local communities.

This project aims to estab- lish links for more effective cross-border collaboration between youth political leaders and NGOs from the Balkans and the NIS. The conference took place in Ohrid and it fo- cused on issues of common interest, specific issues of concern in two regions; transfer of knowledge and experience. Several case studies for confidence building measures were presented. Participants took part in training for “Negotiation and mediation skills development”. A Declaration was adopted to foster intercultural dialogue, increase un- derstanding and further promote peace and stability in both regions. Regional strategy for combating HIV/AIDS among youth, harmonization of research methods for creating and implementing national youth strategies in the Re- gion attracted organizations from Macedonia to take part in different activities in the region.

Problems of vulnerable groups, and their marginalized position in society, need for creation and implementation of anti-discrimination law were themes interesting for the organizations from Macedonia to attend and contribute to the regional debate on those issues.

Security in South-East Europe, conflict prevention and crisis management, reforms in defense and security sector, social and economic cohesion and border security were the topics offered by the region to few partner organizations in Macedonia. The subprogram Improving Interethnic Relations in Macedonia was implemented as a part of the regional initiative in SEE covering Macedonia, Albania, Bulgaria, Serbia and Romania. By means of a pro-active approach, the Program managed to meet the needs of the representatives of the local communities and NGOs that have demonstrated strong will for living together. Instigation of the dialogue in the community, the support of real civic initiatives, and activation of partnerships between citizens, NGOs and local government, pointing out of the successful models of co-habitation were key priorities of this program.

Within the framework of the program, trainings for NGOs and non-formal civic groups were organized in order to build their capacities.
