It was the year in which the Republic of Macedonia acquired the status of candidate-country for EU membership. The country changed its political map - the decentralization process started and the territorial reorgani- zation of the State completed. The local elections took place. According to the national and international community, these elections were assessed as one of the worst elections ever held in Macedonia. The country joined the new global initiative - Roma Integration Decade. All these events and processes in 2005 were reflected in FOSIM’s programs and projects. Once again the Foundation proved to be deeply involved in the current societal, political, economic, social, cultural and other events, by acting in line with its mission and priorities (see: www.soros.org.mk). FOSIM proved to have the capacity to be flexible and to respond to the new conditions and events, sometimes adjusting its action on the way. Such examples were the campaign Europe Now, which made an impact on the citizens within the framework of the process of adopting the Opinion of the European Commission regarding Macedonia’s integration within the European Union, the organization of Wilton Park Conference, etc. FOSIM imple- mented a series of projects to improve the business climate and the economic stability of the country, including rule of law and reducing corruption. Roma integration was one of the key areas where the Foundation was active, primarily in educating the Roma population. FOSIM attracted public attention and initiated wide public and institu- tional debates on several issues, such as decentral- ization, sponsorship and philanthropy in the civil sector, freedom of infor- mation, integration of IT in Macedonia, Roma-related issues, and the status of the nongovernmental sec- tor in the country... FOSIM contributed to the development of several national acts: Na- tional Strategy on Education Development, National IT Strat- egy, Law on Public Access to Information, and the Law on Citi- zens’ Associations and Foundations. In 2005, FOSIM also worked on its capacities to respond to ex- pected processes and events in the course of the following year - primarily Parliamentary Elections and EU accession, thus devel- oping its platform for priority activities.
